The draft reportedly allows a 60-day period for detailed talks on nuclear limits, inspections and related compliance measures. This means the broader framework is not yet a final nuclear agreement, but a roadmap for further negotiations.
Sanctions Relief And Frozen Assets
The memorandum reportedly proposes phased sanctions relief if Iran complies with the agreed conditions. These measures may include easing restrictions on oil exports, allowing Tehran access to some frozen assets and suspending new sanctions during the negotiation period.
The sanctions relief is expected to be tied to Iran’s cooperation on nuclear restrictions, regional de-escalation and maritime security. The draft also refers to steps aimed at restoring commercial shipping through the Strait of Hormuz.
$300 Billion Financing For Iran
The leaked proposal also refers to a $300 billion financing mechanism for Iran’s reconstruction and economic development. The fund is described as a private-sector-backed arrangement rather than direct US taxpayer-funded aid.
