ISRO Staff Seek Clarity on Private Sector Shift
Nine employee associations representing staff across Indian Space Research Organisation centres have sought a written clarification from ISRO Chairman V Narayanan over the growing transfer of manufacturing and operational responsibilities to private companies, raising questions about the agency’s future role and workforce.
ISRO Staff Question Future Role of Space Agency
The associations sent their joint representation on September 4, asking whether recent statements about shifting launch vehicle manufacturing to private companies or public sector undertakings reflected an formally approved government policy.
Their concerns followed comments by IN-SPACe Chairman Pawan Goenka on August 21 that ISRO would eventually stop manufacturing launch vehicles and routine satellites, concentrating instead on specialised scientific missions and developing technologies that could later be transferred to industry.
Employees Seek Clarity on Jobs and Recruitment
The associations said no formal communication had explained the legal basis, timeline or workforce implications of such a transition. They sought safeguards for serving employees and clarity on whether future recruitment could be affected as more operational work moves outside ISRO.
The staff bodies also asked to be consulted before any major decision affecting ISRO’s structure, mandate or staffing becomes irreversible.
Private Space Sector Expands Under 2020 Reforms
India opened its space sector to greater private participation in 2020, with the government positioning ISRO to focus increasingly on scientific and strategic missions while industry takes on more routine commercial activity.
ISRO has already transferred around 120 technologies to industry, including technologies related to the Small Satellite Launch Vehicle and PSLV. The employee associations said private participation could coexist with a strong publicly owned ISRO, but expressed concern about the agency being reduced primarily to a research and development role.
