Xi Jinping Calls for New Global AI Order, Challenges US Dominance
Chinese President Xi Jinping has called for a new international framework for artificial intelligence, positioning China as a leader in global AI governance and challenging the United States’ influence over the rapidly evolving technology.
Speaking at the opening of the World Artificial Intelligence Conference (WAIC) in Shanghai, Xi urged countries to work together to ensure AI development remains open, inclusive and accessible to all nations.
China Pushes Open-Source AI Vision
Xi described artificial intelligence as a transformative technology comparable to the steam engine and electricity, saying it would reshape economies, industries and societies worldwide.
He promoted China’s open-source approach to AI, arguing that technological progress should benefit all countries rather than remain concentrated among a few advanced economies.
Xi also pledged greater support for developing nations through AI training programmes, technology cooperation and capacity-building initiatives.
Calls for Fair Global AI Governance
The Chinese leader warned against what he described as technological monopolies and unequal access to advanced AI systems.
He urged the international community to establish fair global rules governing artificial intelligence and called for greater participation by developing countries in shaping future AI standards.
China also announced the launch of a new international AI cooperation platform aimed at promoting collaboration on research, standards and governance.
AI Competition Between China and US Intensifies
Xi’s remarks come as competition between China and the United States over artificial intelligence continues to deepen.
Washington has imposed export restrictions on advanced semiconductor technology and AI hardware, citing national security concerns. Beijing has responded by accelerating domestic AI development while promoting international partnerships centred on open-source technology.
The competing approaches reflect a broader strategic rivalry over who will shape the future rules, standards and technologies driving the global AI ecosystem.
Global South Becomes Key Focus
China’s latest AI initiative places significant emphasis on cooperation with developing countries across Asia, Africa and Latin America.
Beijing says it intends to expand AI research partnerships, technical training and digital infrastructure to help emerging economies benefit from advances in artificial intelligence.
The announcement reinforces China’s broader effort to position itself as a leading technology partner for the Global South while seeking a greater role in setting international AI governance standards.
