US President Donald Trump has criticised the European Union’s proposal to explore “associate membership” for Canada, calling the idea “laughable” and warning that Washington could respond with heavy tariffs or restrictions on trade with Europe if he considers the move hostile to US interests.

Trump said the United States could impose “very heavy tariffs” on the European Union or halt trade in certain areas if Canada’s closer alignment with Europe was treated as an action directed against Washington.
He described the proposed associate membership arrangement as potentially hostile, escalating tensions as Canada seeks to reduce its economic dependence on the United States following a series of trade disputes.
No new US tariffs on the EU have been announced as a result of the proposal.
EU Wants Deeper Strategic Ties With Canada
European Commission President Ursula von der Leyen proposed Canada becoming the EU’s first associate member during her State of the Union address.
The precise legal and economic meaning of associate membership has not yet been defined. The proposal is expected to focus on deeper cooperation in areas including defence, energy, artificial intelligence, cybersecurity, critical minerals and Arctic security.
Canada would not become a full EU member under the concept currently being discussed.
Canada Seeks Greater Economic Diversification
Canadian Prime Minister Mark Carney has been pursuing closer ties with Europe as Ottawa attempts to diversify trade and strategic partnerships beyond the United States.
The US remains by far Canada’s largest export market, meaning any substantial economic shift towards Europe would take time.
The EU proposal is still at an early stage and would require further discussion among member states before any formal arrangement could emerge.
