The controversy centres on a video showing the Kirari MLA sitting in a chair while signing documents for constituents. Several women can be seen waiting in front of him as he handles paperwork linked to a Delhi government financial assistance scheme.
Gupta raised the issue in the Delhi Assembly and told Jha that he should wear proper clothes when members of the public, particularly women, visit him for official work.

Gupta also called for action against Jha over what she described as inappropriate behaviour by an elected representative.
She further accused the AAP legislator of making objectionable gestures during Assembly proceedings. Jha denied the allegation and challenged the Chief Minister to produce video evidence supporting her claim.

Jha rejected the criticism and accused the government of attempting to divert attention from public issues by targeting him personally.
The episode has added another point of confrontation between the BJP government and AAP in Delhi, with the viral video becoming the centre of a wider political dispute over the standards of conduct expected from elected representatives.
