India’s Forest Report: Ranking High, But What Does It Really Mean?

India has recently been ranked ninth in the world in total forest area and third in annual net forest gain according to the FAO’s Global Forest Resources Assessment 2025. On the surface this sounds like a big achievement, but the numbers need to be carefully understood.

What the numbers really show

The latest India State of Forest Report (ISFR 2023) says that the country’s total forest and tree cover has gone up by around 1,445 square kilometres since 2021. Out of this, only about 156 sq km is new forest cover, while the remaining 1,289 sq km is counted as “tree cover.”

Here lies the catch:

  • Forest cover means land recorded as forest where canopy density crosses a set threshold.
  • Tree cover includes plantations, orchards, roadside trees, or even clumps of trees on private land.

So the large majority of the gain is not deep forest growth, but expansion of trees outside forest lands.

How do forests really expand?

There are two main ways forests grow:

  1. Natural regeneration – abandoned or degraded land slowly turns green again, shrubs and saplings establish themselves, and canopy density crosses 10%. This is slow but ecologically valuable.
  2. Plantations and agroforestry – government or private actors plant trees in non-forest areas. This boosts numbers fast but often results in monoculture plantations that don’t support much biodiversity.

Since the report does not highlight plantations as the main reason, experts believe a lot of the modest increase is from natural regeneration. If there had been major plantation success, the government would almost certainly have claimed credit.

Regional story

  • Biggest increases were seen in Mizoram, Gujarat, and Odisha. Mizoram’s shift is important because much of the North-East had shown losses earlier due to shifting cultivation. Gujarat’s gains are mostly in mangroves.
  • Largest losses were in Tripura, Arunachal Pradesh, Assam, Manipur, and Nagaland, where shifting cultivation, fires, and deforestation pressures continue.
  • Madhya Pradesh still has the biggest forest area overall, while states like Mizoram and Arunachal have the highest percentage of their land under forest.

The twist in the report

While India looks good on the global rankings, the reality is more complex:

  • Dense and high-quality forests are shrinking in some places.
  • Much of the increase comes from tree plantations or natural scrubland turning green enough to count as “forest” by technical definitions.
  • Total gain (about 1,445 sq km in two years) is a very small fraction of India’s land area.

This doesn’t mean the achievement is fake, but it does mean the headline numbers are framed to highlight positives and hide weaknesses.

Why it matters

Forests are vital for:

  • absorbing carbon and fighting climate change,
  • protecting soil and water systems,
  • supporting biodiversity,
  • sustaining the livelihoods of forest-dependent communities.

Understanding the difference between quality forests and plantation cover is crucial for policies that genuinely strengthen India’s ecological base.
