India-US Trade Deal Hinges On Tariff Edge

India will not bring its proposed trade agreement with the United States into force until a clear framework is finalised to give Indian exports a tariff advantage over competing economies, Commerce and Industry Minister Piyush Goyal has said.

Goyal said India and the United States are close to finalising an interim trade pact, but the agreement must deliver a meaningful competitive edge for Indian exporters. He said the core purpose of a free trade agreement is to improve market access and create a comparative advantage over rival exporting nations.

The minister said the deal cannot come into force until Washington finds the right legal and policy tools to provide India with a tariff edge. India is seeking better treatment than competitors with similar export profiles, including several ASEAN economies and other regional manufacturing hubs.

Bilateral Trade Agreement Framework

India and the US had earlier agreed on the broad contours of the first phase of the bilateral trade agreement. Negotiating teams from both sides have since been working on the finer details, including market access, non-tariff barriers, supply chains, digital trade and strategic sector cooperation.

The latest discussions come ahead of a key tariff deadline in July. Both sides are trying to conclude an interim agreement as a step toward a wider bilateral trade pact. The Indian side has maintained that any agreement must be balanced, commercially meaningful and beneficial for businesses, workers, farmers and consumers in both countries.
