China Tightens Travel Rules Over Tech Security
China has tightened travel restrictions under new entry and exit regulations that allow authorities to prevent citizens considered a potential threat to national technology security from leaving the country. The rules took effect on September 15 as Beijing intensifies efforts to protect sensitive technologies and industrial information.
China Expands Exit Bans Over Technology Security
The regulations allow exit restrictions in cases involving violations of export controls or technology import and export rules that authorities believe could endanger China’s industrial or technological security.
Chinese citizens returning from overseas after committing illegal or criminal acts deemed harmful to national security or national interests can face exit bans ranging from six months to three years.
Foreign nationals may also be barred from entering China for between one and five years if authorities determine that they provided false information in visa applications.
Beijing Tightens Controls on Sensitive Personnel
China has long imposed restrictions on overseas travel by senior government officials and executives at state-linked organisations who have access to confidential information.
The latest regulations broaden the legal framework surrounding such restrictions as Beijing increases scrutiny of foreign connections and potential transfers of sensitive technology.
The measures come amid intensifying global competition over artificial intelligence, semiconductors and other strategically important technologies.
Taiwan Raises Concerns Over New China Rules
Taiwanese authorities have warned people travelling to mainland China to exercise additional caution, particularly those working in technology-related industries.
Taipei has expressed concern that references to export controls and technology management could give Chinese authorities greater discretion to restrict travel by Taiwanese professionals.
Beijing, which considers Taiwan part of China, has rejected those concerns and said the regulations provide clearer legal protections.
The new rules underline China’s growing emphasis on national security as technological competition with the United States and other major economies intensifies.
