India has proposed a three-part truce between Russia and Ukraine aimed at protecting energy infrastructure, keeping grain and energy exports moving through Black Sea ports and ending attacks on commercial shipping in the strategic waterway.

The proposal was conveyed to the Ukrainian leadership during External Affairs Minister S Jaishankar’s visit to Kyiv in September.

The first element seeks a halt to attacks on energy facilities and other critical infrastructure. The second aims to ensure uninterrupted movement of grain and energy commodities through Black Sea ports, while the third calls for an end to attacks on commercial vessels.

Ukrainian Foreign Minister Andrii Sybiha has described India’s proposal as the most comprehensive among ceasefire initiatives received from India, Turkey, Egypt and the United States.

Black Sea Shipping Central to India Peace Plan

India’s proposal combines elements covered separately by other international initiatives.

Turkey and Egypt have primarily focused on protecting Black Sea grain exports and commercial shipping, while the US has pushed for an energy ceasefire.

New Delhi’s plan seeks to address both issues together, reflecting concerns over disruptions to global food and energy supplies as well as increasing attacks on merchant vessels.

PM Modi and Jaishankar Step Up Peace Diplomacy

Jaishankar has said India has moved beyond simply advocating dialogue and is now holding practical discussions with both Moscow and Kyiv about reducing hostilities.

Russian President Vladimir Putin has separately praised Prime Minister Narendra Modi’s ideas for finding mutually acceptable solutions to the conflict.

India has maintained communication with both countries throughout the war while repeatedly calling for dialogue and diplomacy.
