India has strongly criticised Pakistan at the United Nations for raising Jammu and Kashmir and the Indus Waters Treaty while continuing what New Delhi described as the use of cross-border terrorism as an instrument of state policy. India Condemns Pakistan-Backed Terrorism India’s Permanent Representative to the United Nations, Ambassador Parvathaneni Harish, said cooperation based on mutual trust and goodwill could not continue when cross-border terrorism was repeatedly used as state policy. Responding to Pakistan’s remarks, the Indian envoy rejected Islamabad’s attempt to portray itself as committed to the principles of the UN Charter. India has consistently maintained that Pakistan must credibly and permanently end its support for terrorist organisations operating against Indian interests. Harish advised Pakistan to focus on resolving its internal challenges instead of repeatedly targeting India at international forums, saying Islamabad would better serve its citizens by putting its “own house in order”. India Reaffirms Jammu Kashmir Position The Indian representative reiterated that Jammu and Kashmir has always been, remains and will continue to be an integral and inalienable part of India. He described this position as a constitutional and legal reality that Pakistan deliberately refuses to acknowledge. India further stated that the only unresolved matter concerning Jammu and Kashmir was Pakistan’s occupation of Indian territory and its eventual return. New Delhi routinely rejects third-party intervention in the dispute, maintaining that territorial and bilateral issues must be addressed directly. Indus Waters Treaty Dispute Continues India also reiterated its position on the Indus Waters Treaty, linking future cooperation under the agreement to an end to Pakistan-backed cross-border terrorism. The treaty, signed in 1960, governs the distribution of waters from the Indus river system. India placed the agreement in abeyance after the 2025 Pahalgam terror attack and has said normal cooperation cannot be separated from security concerns and mutual trust.
