Prime Minister Narendra Modi has promised tougher action against examination paper leaks, saying the Union Cabinet will consider additional measures as protests over the NEET-UG 2026 controversy continue.

In a late-night video statement, Modi described paper leaks as a serious issue that had caused distress to lakhs of students and their families. He said the government had taken several steps during the past two-and-a-half months and that those accused in the NEET case had been arrested.
The Prime Minister said the government’s immediate priority was to prevent students from losing an academic year. Authorities subsequently organised a fresh examination for nearly 22 lakh candidates and released the revised results.
Modi said the proposed measures would receive their final shape following discussions and recommendations during the Cabinet meeting.
Paper Leak Bill Planned in Parliament
The government is expected to introduce legislation providing stricter punishment and faster trials in paper leak cases. Modi said efforts would be made to secure its passage after Parliament begins the second week of its Monsoon Session on Monday.
A newly established fast-track court at Delhi’s Rouse Avenue Courts Complex will hear offences registered under the Public Examinations (Prevention of Unfair Means) Act, 2024, and related laws. Pending cases filed under the legislation are expected to be transferred to the court.
The existing law provides imprisonment of up to five years and fines reaching Rs 10 lakh for convicted offenders.
CJP Protesters Continue Pradhan Demand
The announcement comes amid continuing demonstrations led by the Cockroach Janta Party at Jantar Mantar. Protesters are demanding the resignation of Union Education Minister Dharmendra Pradhan and broader reforms in the public examination system.
CJP representatives are expected to hold discussions with government ministers at a neutral venue. Opposition leader Rahul Gandhi has also reiterated the demand for Pradhan’s resignation.
The Centre has separately appointed new officials to lead the higher education and school education departments.
