Pakistan Tightens Foreign Media Rules
Pakistan has expanded restrictions on foreign media operating in the country, requiring journalists and local staff working for international news organisations to obtain government approval before reporting outside Islamabad, Lahore and Karachi. The new rules come amid heightened scrutiny of Pakistan’s handling of unrest in Pakistan-administered Kashmir.
Pakistan Tightens Foreign Media Rules
Under the Foreign Media Facilitation Guidelines 2026, journalists working for international media organisations must register with the government and obtain a No Objection Certificate before conducting official reporting outside Pakistan’s three largest cities.
The rules apply not only to foreign correspondents but also to Pakistani journalists, freelancers, stringers and other media professionals working for international organisations.
Government approval will also be required for documentaries, filming and other media production activities in areas covered by the restrictions.
PoK Unrest Brings Media Scrutiny
The measures have drawn attention because they were introduced amid continuing protests and political unrest in Pakistan-administered Kashmir.
International reporting from the region has highlighted demonstrations, clashes and allegations of excessive force against protesters. Pakistan has faced criticism over restrictions on independent coverage of developments in the region.
The new requirements could make it more difficult for international media organisations to independently report from Kashmir, Balochistan and other areas outside Pakistan’s major cities.
Press Groups Raise Censorship Concerns
Journalist organisations and press freedom advocates have criticised the restrictions, warning that government-controlled travel permissions could limit independent reporting.
Authorities can also suspend or cancel accreditation over activities considered harmful to Pakistan’s sovereignty, national security, ideology or public order.
Pakistan maintains that the guidelines are designed to regulate and facilitate foreign media operations rather than prevent legitimate journalism.
