New Bill to Reform Higher Education Framework
The Union government is preparing to introduce the Viksit Bharat Shiksha Adhishthan Bill to overhaul India’s higher education regulatory system. The proposed legislation aims to replace multiple existing regulators with a single umbrella body to streamline governance, reduce overlap, and improve accountability in the sector. The move is aligned with the broader reforms envisaged under the National Education Policy 2020.
The new framework seeks to bring universities and higher education institutions under a more coherent regulatory structure, while giving them greater academic and administrative autonomy. Officials said the proposed changes are intended to simplify compliance and focus more on outcomes, quality, and transparency.
Structure of the Proposed Authority
Under the plan, the Viksit Bharat Shiksha Adhishthan will function as an apex body overseeing higher education regulation. It will include separate councils responsible for regulation, accreditation, and academic standards, ensuring a clear division of responsibilities. The model is designed to move away from fragmented oversight and towards a more coordinated approach to quality assurance.
Penalties and Scope of the Bill
The bill also proposes strict penalties for institutions operating without proper approval. Universities found to be functioning illegally could face substantial financial penalties and possible closure. Medical and legal education are proposed to remain outside the scope of this new framework and will continue to be governed by their respective regulatory systems.
Government’s Objective
The government said the overhaul is aimed at strengthening India’s higher education ecosystem, improving global competitiveness, and ensuring that institutions meet defined academic standards. The bill is expected to be a key step in modernising higher education governance in the country.
