Modi Says No State Will Face Delimitation Injustice

Prime Minister Narendra Modi said that no state would face injustice because of the proposed delimitation exercise, seeking to calm concerns from several southern and eastern states over possible changes in parliamentary representation. He made the assurance in the Lok Sabha during discussion on the Delimitation Bill, 2026, as the issue triggered sharp political debate across the country.

Modi said he was giving a guarantee that no injustice would be done to any state, from north to south and east to west. His remarks were aimed at addressing fears that states which controlled population growth could lose relative political weight if seat allocation is revised using newer population data.

Opposition Raises Federal Balance Concerns

Opposition parties argued that the proposed Bill could disturb the federal balance and reduce the voice of some states in Parliament. Congress leaders said the government was trying to link women’s reservation with delimitation in a politically loaded way, while leaders from Tamil Nadu, Kerala, Odisha and Andhra Pradesh raised concerns over representation, consultation and the long-term impact on cooperative federalism.

Delimitation Debate and Lok Sabha Seats

The broader dispute centres on how a future delimitation exercise could reshape Lok Sabha representation if the total strength of the House is expanded. The Bill has triggered debate over whether representation should be based strictly on population or whether states that performed better on population control should be protected from losing influence. That has left both southern states and more populous northern states arguing that the present and proposed formulas may be unfair in different ways.
