India Targets Pakistan Over Terror Havens at UN
India has used a United Nations Security Council meeting on Afghanistan to accuse Pakistan of providing a permissive environment for terrorist networks, citing the locations where several figures linked to the September 11 attacks were eventually found. India also warned that groups including Lashkar-e-Taiba and Jaish-e-Mohammed continue to benefit from sanctuary and support.
India Invokes 9/11 Plotters at UNSC
India’s Permanent Representative to the UN, Harish Parvathaneni, said the architects of the 9/11 attacks were not fugitives hiding in remote “caves or badlands”, pointing instead to their presence in settled or urban environments.
He cited Osama bin Laden, who was killed in a fortified compound in Abbottabad, as well as Khalid Sheikh Mohammed, Ramzi Binalshibh, Walid bin Attash and Mustafa Ahmed al-Hawsawi.
India argued that their ability to evade detection demonstrated the need to confront environments that allow terrorist networks to operate.
India Flags LeT and JeM Terror Networks
The Indian envoy alleged that the same permissive environment continued to provide “space, support and impunity” to al-Qaeda-linked organisations, specifically naming Lashkar-e-Taiba and Jaish-e-Mohammed.
India called on the international community to address terrorist sanctuaries and networks that allow militant leadership and training infrastructure to evade accountability.
India Raises Afghan Returnee Crisis
Parvathaneni also highlighted the humanitarian situation in Afghanistan, saying 2.9 million Afghans returned in 2025 and another 1.15 million had returned by August 22, 2026, many involuntarily.
India called for repatriations to remain voluntary, safe and dignified while urging sustained international assistance for Afghanistan’s reintegration and humanitarian needs.
