India Opens Highway Bids To Big Funds
India has allowed large institutional investors, including pension funds and sovereign wealth funds, to directly bid for greenfield toll-road projects, marking a major policy shift aimed at attracting more private capital into highway development.
Pension Funds Can Bid For Road Projects
The government has relaxed eligibility norms for build-operate-transfer road projects, allowing financially strong funds to participate directly in bidding. Earlier, highway developers and construction companies largely dominated such bids because technical construction experience was a key requirement.
Under the revised approach, large funds can use their financial strength while partnering with firms that have the required construction and operational expertise.
Highway PPP Model Gets Private Capital Push
The move is expected to support India’s plan to increase private participation in highway projects. The government has been trying to revive the build-operate-transfer model, where private players build roads, operate them for a fixed period and recover investment through toll collections.
Opening bids to sovereign wealth funds, pension funds, private equity and infrastructure funds could improve competition and reduce dependence on public spending.
Greenfield Toll Road Projects In Focus
The change will mainly apply to greenfield toll-road projects, where investor interest depends on traffic potential, toll revenue visibility and long-term policy certainty. Institutional investors are often attracted to such assets because highways can provide stable long-term returns if risks are managed properly.
The policy could also help bring global funds into India’s road sector at a time when the country is expanding expressways and national highways.

By widening the bidder pool, the government aims to speed up highway development and ease pressure on public finances. The success of the change will depend on project viability, toll assumptions, land acquisition progress and the confidence of long-term investors.
