Ex-IAS Officer Denied Bail in CGPSC Paper Leak
The Chhattisgarh High Court has denied bail to retired IAS officer Jeevan Kishore Dhruv in the alleged CGPSC recruitment examination paper leak case, observing that manipulation of competitive exams can destroy the futures of lakhs of aspirants. Dhruv was arrested by the CBI in September 2025.
Chhattisgarh HC Denies Bail to Ex-IAS Officer
Dhruv, 62, was serving as Secretary of the Chhattisgarh Public Service Commission when the alleged irregularities occurred during the 2020-2022 recruitment process.
The High Court said allegations involving leakage of competitive examination papers cannot be treated as ordinary offences because they affect candidates who spend years preparing for government jobs.
The court observed that such wrongdoing damages individual careers as well as public confidence in the recruitment system.
CGPSC Paper Leak Case Under Investigation
Investigators have alleged that Dhruv retained confidential material related to the 2021 CGPSC Main Examination and provided it to his son, Sumit Dhruv, who was later selected as a deputy collector.
Authorities claimed that examination-related material recovered from Dhruv’s residence matched questions that appeared in the examination.
Investigators also alleged that Sumit had practised several essay topics that subsequently appeared in the test.
CBI Probes CGPSC Recruitment Scam
Dhruv has denied the allegations. His lawyers argued that he had informed authorities that his sons were appearing for the examination and had requested removal from confidential examination duties.
Several former CGPSC officials and other individuals have also been arrested as part of the wider investigation into alleged paper leaks, favouritism and recruitment irregularities.
