Delhi Makes Winter Pollution Curbs Permanent

Delhi has notified a fixed winter anti-pollution framework that will apply every year from November 1 to February 28, months before the capital enters its most toxic air-quality season.

The new framework replaces a purely trigger-based approach with pre-scheduled curbs during the winter pollution period. Earlier, restrictions were imposed under the graded action plan only when air quality crossed specific danger levels.

Under the revised system, key anti-pollution measures will remain in force throughout the winter window, regardless of the daily AQI reading. Government data from recent years shows Delhi’s air quality usually deteriorates sharply between November and mid-February.

Delhi Anti-Pollution Measures From November

The winter plan includes stricter action on vehicle emissions, construction dust, waste burning and public movement patterns. Vehicles will require valid Pollution Under Control certificates, while enforcement at fuel stations and checkpoints is expected to be tightened.

The framework also includes restrictions on non-compliant vehicles entering Delhi, higher parking charges to discourage private vehicle use and stronger monitoring of construction and demolition sites.

Delhi Air Quality Plan Targets Winter Smog

Delhi faces severe smog every winter due to a mix of vehicular emissions, construction dust, industrial pollution, crop residue burning in neighbouring states and weather conditions that trap pollutants close to the ground.

Authorities are also expected to use work-from-home measures and public transport promotion during the pollution season. The annual framework is intended to give agencies more time to prepare, rather than waiting for emergency action after air quality worsens.
