Cabinet Clears Bill for Single Higher Education Regulator
The Union Cabinet has approved a Bill to establish a single regulator for higher education, a move aimed at overhauling India’s fragmented regulatory framework. The proposed legislation seeks to replace multiple existing bodies with a unified authority to oversee standards, regulation, and governance across the higher education sector, excluding medical and legal education.
Key Changes Proposed in the Bill
Under the proposed framework, the Higher Education Commission of India will act as the sole regulator, subsuming bodies such as the University Grants Commission and the All India Council for Technical Education. The new regulator will be structured into separate verticals responsible for regulation, accreditation, funding, and academic standard-setting. The government says this separation of functions is intended to reduce overlap, improve transparency, and minimise regulatory burden on institutions.
Government’s Rationale and Sector Impact
The government has stated that the reform is aligned with the National Education Policy and is designed to promote autonomy, innovation, and accountability in higher education. By moving away from input-based controls to outcome-based regulation, authorities believe institutions will have greater flexibility in academic and administrative matters while being held to common quality benchmarks.
