US Lawmakers Push Major H-1B, L-1 Visa Changes
Three U.S. senators have introduced bills to tighten rules for the H-1B and L-1 visa programs, citing misuse by companies and institutions. Senators Chuck Grassley and Dick Durbin proposed raising wage standards, mandating public job postings, and narrowing eligibility. Separately, Tom Cotton introduced legislation to end exemptions that allow universities and non-profits to hire unlimited foreign workers.
Trump Administration’s Fee Hike and Rule Change
The visa debate intensified after President Donald Trump imposed a steep hike in H-1B fees—raising the cost from $215 to $100,000 annually for new applicants. Additionally, the administration plans to scrap the lottery system, replacing it with a wage-based selection process. Workers in the top wage bracket will get four chances, while those in lower tiers will get fewer.
Impact on Indian IT Sector
Indians account for about 71% of all H-1B visas, with major firms like TCS, Infosys, and Wipro relying heavily on them. Analysts warn the changes could reduce hiring, increase costs, and force companies to shift more jobs back to India.
India’s Response
The Indian government has voiced concern, saying talent mobility has significantly benefited both countries. Officials are studying the impact of the fee hike and warned of possible humanitarian consequences for families affected by visa disruptions.
