US Intelligence Chief Says Russia Cannot Occupy Ukraine
The United States Director of National Intelligence has said Russia does not have the military capability to occupy all of Ukraine, nor does it have the capacity to invade Europe. The remarks come amid ongoing debate in Western capitals over Moscow’s long-term intentions as the war in Ukraine continues.
Assessment of Russia’s Military Capacity
Tulsi Gabbard said current US intelligence assessments show that Russia lacks the manpower, logistics, and economic strength required to fully conquer and occupy Ukraine. She added that claims suggesting Russia could extend its military campaign into Europe are not supported by intelligence findings. According to her, such narratives exaggerate Moscow’s actual capabilities on the battlefield.

Gabbard criticised what she described as inflated portrayals of Russia’s ambitions, arguing that they risk fuelling unnecessary escalation. She said misrepresenting intelligence assessments could undermine diplomatic efforts aimed at bringing the conflict to an end.
