U.S. Proposes End to H-1B Lottery; Prioritize High-Wage
The U.S. government has unveiled a proposal to scrap the existing lottery system for H-1B visas. Under the plan, visa applications would be weighted in favor of applicants with higher wages and more specialized skills.
Why Change It
Officials say the change aims to protect American workers by ensuring H-1B visas are used for high-skill, well-paid jobs rather than lower-wage positions. They argue this will discourage abuse of the system.
New Fee Introduced
Also part of the broader reform is a one-time fee of US$100,000 for new H-1B visa applications submitted from abroad, starting September 21, 2025. Current H-1B holders and renewal applications are exempt from this fee.
Potential Impacts
The proposed changes may raise hiring costs for U.S. employers who rely on foreign talent. Small businesses and sectors with lower pay scales could be hit hardest. On the other hand, employers offering high salaries and specialized roles may benefit under the new scheme.
What’s Next
The proposal is open for public comment for a set period before possible adoption. Legal challenges are expected, particularly around whether such sweeping changes can be implemented without legislation.
