Terrorism “Effectively Countered” in India, Says NSA Doval
Ajit Doval, India’s National Security Advisor, stated on November 1 2025 that terrorism has been largely controlled across most of the country and described Jammu and Kashmir as a “theatre of proxy war” orchestrated by Pakistan. He asserted that outside of J&K the last major terror attack occurred in 2013.
What this implies
Doval’s comments reflect the government’s assessment that large-scale terrorist incidents are now rare in the Indian hinterland following coordinated counter-terror operations, intelligence efforts and strengthened border management. Despite these gains, he emphasised the remaining challenges in J&K, citing ongoing infiltration, militant logistics and cross-border influence.
Hurdles and continuing risks
Security analysts note that while major attacks may have declined, low-intensity insurgency, radicalisation and new tactics such as drone smuggling pose fresh risks. Doval’s statement places the spotlight on J&K as needing sustained focus for deradicalisation, economic revival and local-centric policing. The “proxy war” reference underscores the external dimension of militancy in the region, signalling India’s push to highlight diplomatic and military responses beyond domestic policy alone.
