Delimitation has returned to the centre of India’s political debate, and it is no longer an abstract argument about what might happen sometime after 2026. The government has already placed a new delimitation framework before Parliament, accompanied by a constitutional amendment proposing a substantial expansion in the permissible size of the Lok Sabha. The Delimitation Bill, 2026, introduced on April 16, provides for a new Delimitation Commission to readjust and reallocate seats in the Lok Sabha and State Legislative Assemblies. The accompanying constitutional proposal seeks to raise the Lok Sabha ceiling from 550 to 850 members. The political sensitivity surrounding this exercise is obvious. For more than five decades, the interstate allocation of Lok Sabha seats has effectively been protected from major population-driven changes. That arrangement was intended in part to ensure that states which successfully implemented population-control policies were not disadvantaged in Parliament simply because their populations grew more slowly. The constitutional freeze was subsequently extended so that a major interstate readjustment would not occur until figures from the first Census conducted after 2026 became available. That history explains why delimitation evokes very different reactions across India. Faster-growing states, particularly in northern India, can legitimately argue that an MP representing a much larger population should not indefinitely carry exactly the same parliamentary weight as an MP representing substantially fewer people. Southern states, however, have an equally understandable concern: if seats are redistributed purely according to population, states that achieved lower fertility and slower population growth could see their relative political influence decline. The Union government has attempted to address these fears. Home Minister Amit Shah told Parliament in April that the proposed framework would increase the southern states' combined Lok Sabha strength from 129 to 195 while keeping their overall share at around 24 per cent. The government cited Tamil Nadu rising from 39 seats to 59, Karnataka from 28 to 42, Andhra Pradesh from 25 to 38 and Telangana from 17 to 26. Yet the controversy itself demonstrates something larger. Delimitation cannot be treated merely as an exercise in dividing seats according to a spreadsheet. It touches the fundamental balance between India's two democratic principles: representation of people and representation of states. The BJP should therefore use this opportunity to seek a broader federal settlement. It should take every state on board, recognise legitimate concerns on both sides of the population divide, and consider strengthening the Rajya Sabha as the constitutional counterweight to future Lok Sabha redistribution. The South's Concern Is About Political Weight, Not Just Seat Numbers It is easy to misunderstand the southern argument as a demand to prevent northern states from receiving additional MPs. That would be an unfair characterisation. The deeper concern is about relative influence. Tamil Nadu could theoretically move from 39 Lok Sabha seats to 59 and still have reason to examine the overall formula. What ultimately matters in parliamentary politics is not simply how many MPs a state sends to Delhi, but what percentage of the House those MPs constitute. This distinction is crucial. If every state received exactly the same proportional increase, their relative political strength would remain almost unchanged. If additional seats were instead distributed strictly according to contemporary population, faster-growing states would acquire a larger proportion of the House while slower-growing states would see their relative share decline. Research examining population-based reapportionment has illustrated precisely this tension, identifying states such as Kerala and Tamil Nadu as potentially losing relative share under certain population-based formulas while Uttar Pradesh, Bihar and Rajasthan gain. Southern governments therefore have a legitimate political question to ask: should states that succeeded in reducing fertility, expanding education and implementing family-planning objectives ultimately receive less relative influence in the national legislature because those policies worked? That question cannot simply be dismissed as regionalism. Northern India Also Has a Legitimate Democratic Argument But southern concerns cannot become an argument for permanently ignoring population either. The Lok Sabha is, after all, the House of the People. If one constituency contains dramatically more citizens than another, indefinitely preserving that disparity creates its own democratic problem. Citizens living in a more populous state can reasonably ask why their collective representation in Parliament should remain frozen according to population relationships established decades earlier. A permanent freeze at 543 seats would therefore solve one political problem only by creating another. It would reassure states worried about losing relative influence, but it would leave increasingly unequal population-to-MP ratios untouched. As India's population distribution changes over decades, those inequalities would become harder to justify. The answer cannot be that population should never matter. The better question is how much it should matter — and whether another institution can protect India's federal equilibrium while the Lok Sabha becomes more representative of population. Expand the Lok Sabha, but Do Not Make Delimitation a Zero-Sum Contest Expanding the Lok Sabha offers an important opportunity. Rather than forcing India into a contest in which one state's gain must necessarily mean another state's absolute loss, Parliament can increase the size of the House significantly. The current constitutional proposal itself recognises this principle by seeking to increase the maximum permissible membership substantially. A sensible starting principle should be that no state loses its existing number of Lok Sabha seats. Additional representation can then be created for states whose populations justify it. That immediately makes the political discussion less confrontational. Uttar Pradesh or Bihar receiving additional MPs would no longer require Tamil Nadu or Kerala to surrender existing constituencies. But that alone does not completely solve the problem. Even if every southern state retains all its existing MPs and gains several more, its percentage of the Lok Sabha could still decline if other states grow much faster in parliamentary representation. India therefore needs a second safeguard. Population Changes Should Be Gradual, Not Politically Disruptive One possibility deserves serious consideration: limit the amount by which population change can alter a state's relative parliamentary weight during any single delimitation exercise. The precise number need not be predetermined. A 10 per cent ceiling, for example, could serve as a starting point for discussion rather than a fixed prescription. The principle is more important than the exact figure. India does not need to correct several decades of demographic divergence in one dramatic redistribution of parliamentary power. A phased mechanism could gradually reduce extreme differences in population per MP while ensuring that no region suddenly discovers that its influence over the Union has materially diminished after a single delimitation. Such a system would recognise demographic reality without creating demographic shock. And there is an even stronger mechanism available within India's existing parliamentary structure. Make the Rajya Sabha the Federal Balancing Mechanism The most promising compromise may lie not entirely in the Lok Sabha but in the Rajya Sabha. India has two Houses of Parliament for a reason. The Lok Sabha directly represents the people. The Rajya Sabha represents the states and Union Territories, although unlike the United States Senate, Indian states do not enjoy equal representation. Rajya Sabha seats are themselves distributed unequally, with more populous states receiving considerably more members under Article 80 and the Fourth Schedule of the Constitution. This creates an opportunity for reform. If India is preparing for the largest restructuring of Lok Sabha representation in generations, it should simultaneously ask whether the Rajya Sabha should play a stronger role in protecting the federal balance. The principle could be straightforward: Let the Lok Sabha increasingly reflect population, while allowing the Rajya Sabha to increasingly reflect the federal equality and interests of states. That would provide constitutional space for both democratic principles rather than forcing them to compete inside one chamber. Compensate Loss of Relative Lok Sabha Influence Through the Rajya Sabha A redesigned Rajya Sabha formula could combine three elements. Every state could first receive a guaranteed minimum level of representation. A second component could continue to recognise population, ensuring that extremely large states are not treated identically to very small ones. A third federal-balancing component could provide additional representation to states whose relative Lok Sabha influence declines substantially because of population-based delimitation. The purpose would not be to give the southern states an artificial political advantage. It would be to prevent changes in one chamber from producing an excessive shift in the Union's overall federal balance. Consider the underlying logic. If Uttar Pradesh and Bihar deserve more Lok Sabha representation because they contain more Indian citizens, that democratic claim should be recognised. But if Tamil Nadu or Kerala consequently loses a meaningful portion of its relative influence in the directly elected House, strengthening its representation in the Council of States would recognise another legitimate constitutional principle: India's states are not merely administrative divisions but constituent units of the Union. Both propositions can be true at the same time. This Is Better Than Simply Freezing the Lok Sabha at 543 Tamil Nadu Chief Minister Vijay's call for permanently locking the Lok Sabha at its present strength reflects the genuine anxiety surrounding future redistribution. But a permanent freeze is ultimately too rigid a solution. India's population will continue changing. Some states will grow faster than others. Urbanisation will reshape constituencies. The population represented by individual MPs will continue diverging if the parliamentary structure never adjusts. Freezing 543 forever would therefore preserve today's political balance at the expense of tomorrow's representational equality. It may postpone the argument, but it cannot permanently settle it. A larger Lok Sabha combined with a stronger federal Rajya Sabha offers a more durable solution. It Is Also Better Than Unrestricted Population-Based Redistribution At the opposite extreme, India should be cautious about treating current population as the only relevant measure of parliamentary fairness. The constitutional freeze did not emerge accidentally. It reflected an understanding that states should not be disadvantaged for successfully controlling population growth. An unrestricted demographic redistribution could create the perception that states which followed national population objectives are now being rewarded with diminished national influence. That would send exactly the wrong message. It could also turn an institutional reform into a lasting North-South political grievance. No mathematical elegance is worth producing that outcome. BJP Should Take Every Chief Minister and Major Party On Board The responsibility now falls heavily on the BJP because it leads the Union government and is driving the delimitation process. The party should resist the temptation to treat parliamentary numbers alone as sufficient legitimacy for such a fundamental restructuring. Delimitation should emerge from the widest possible political consultation. Every chief minister should be given an opportunity to examine alternative formulas. Major national and regional parties should participate. Population projections, seat-allocation models and state-by-state consequences should be publicly available. Different scenarios should be simulated openly. What happens if representation is entirely population-based? What happens if existing proportional shares are protected? What happens with a 5 per cent, 10 per cent or 15 per cent transition limit? And what happens if losses in relative Lok Sabha influence are balanced through additional Rajya Sabha representation? Publishing those models would transform the debate from political suspicion into an informed discussion about trade-offs. Delimitation Should Not Become North Versus South Perhaps the greatest danger is allowing this debate to harden into a regional confrontation. North India should not be portrayed as being responsible for having more people. South India should not be portrayed as seeking privileged representation. Both regions are raising legitimate democratic concerns. A citizen in Bihar deserves meaningful representation. A citizen in Tamil Nadu should not feel that decades of successful population stabilisation have reduced the political influence of their state. India's constitutional structure is sophisticated enough to accommodate both concerns. That is precisely what bicameralism can achieve. A Historic Opportunity for Federal Reform The coming delimitation exercise should therefore be viewed as something larger than drawing constituency boundaries or calculating how many MPs each state receives. It is an opportunity to reconsider the balance between India's population and its federation. The Lok Sabha can become more representative without allowing demographic change to destabilise federal politics. The Rajya Sabha can become a stronger House of the States without abandoning population entirely. And the transition between today's arrangement and tomorrow's Parliament can be gradual rather than abrupt. The BJP would benefit politically and institutionally from leading such a settlement through consensus rather than confrontation. The strongest delimitation formula will not be the one that produces the mathematically purest allocation of MPs. It will be the one that citizens from Chennai to Patna, Bengaluru to Lucknow, Hyderabad to Jaipur can regard as fundamentally fair. India does not have to choose between one person, one vote and a strong federal balance. It can protect both. The path is to allow population to carry greater weight in the Lok Sabha, strengthen the representation of states through the Rajya Sabha, protect states from sudden losses of political influence, and ensure that no fundamental restructuring proceeds without taking the entire federation on board. That would turn delimitation from a potential North-South fault line into an opportunity for one of the most significant federal settlements since the Constitution came into force.
