India has spent years presenting solar energy as one of the defining successes of its development story. There have been headline-grabbing capacity targets, subsidy schemes for households, rapid rooftop installations and repeated assurances that renewable power will reduce electricity bills, cut import dependence and place India at the centre of the global clean-energy transition. For millions of families, rooftop solar has indeed become an attractive proposition. Install panels, generate power during the day and watch the monthly electricity bill fall. It is a simple promise, and it has worked for many households. But a serious energy policy cannot be judged merely by how many panels are installed, how much subsidy is disbursed or how many gigawatts are announced from a stage. It must be judged by whether the electricity generated can actually be used. That is where India’s solar push is beginning to reveal a far more uncomfortable reality. The country has encouraged solar generation at remarkable speed, but it has not built the transmission capacity, storage systems and flexible demand mechanisms needed to absorb that power at the same pace. The consequence is absurd. India curtailed 8,133 GWh of solar power in the April–June quarter because the grid could not absorb it fully and transmission infrastructure had failed to keep pace with renewable projects. This is not a minor operational adjustment that can be buried in a technical report. It is a warning that the country may be subsidising solar panels, commissioning solar parks and celebrating clean-energy capacity without creating a system capable of turning that capacity into dependable national power. At a time when India still worries about summer electricity demand, continues to rely heavily on coal and remains vulnerable to imported energy costs, allowing usable domestic solar power to be switched off is not merely inefficient. It is a policy failure. The government has focused on the visible part of the solar revolution—the subsidy, the installation and the announcement—while neglecting the infrastructure that makes a solar revolution meaningful. Subsidies Cannot Substitute for a Working Electricity System There is nothing wrong with encouraging households to install rooftop solar. In fact, there is much to support in a policy that helps families reduce electricity bills, lowers pressure on local distribution networks and makes citizens participants in the energy transition. A household that consumes solar power during the day can offset electricity that would otherwise have been purchased from the grid at a much higher retail tariff. That is a real and valuable benefit. But a subsidy is not an energy policy by itself. It is only an incentive to create capacity. The government’s responsibility does not end once a panel is installed on a roof or a solar park is inaugurated in a desert. It begins there. The electricity produced by those panels must have somewhere to go. It must either be consumed where it is generated, carried through a reliable grid, stored for later use or sold into a market that rewards generation. Instead, India’s approach increasingly appears to be built around the easiest political milestone: announce a scheme, release a subsidy, count installations and call it success. The harder work—building transmission corridors, strengthening substations, adding storage, improving forecasting and ensuring that distribution companies can manage decentralised generation—has not received the same urgency. That is how a country reaches the bizarre point where it can celebrate a rising solar-capacity figure while simultaneously admitting that large volumes of solar power are being curtailed. Installed capacity is not delivered electricity. A solar plant that cannot evacuate its power is not strengthening India’s energy security. It is stranded infrastructure waiting for the grid to catch up. India Is Building Solar Capacity Faster Than Its Grid The fundamental problem is one of sequencing. Solar projects are being commissioned faster than the transmission lines meant to carry their electricity to consumers. Renewable-energy capacity is being created in regions with abundant sunlight, but the infrastructure required to move that power across states and into major demand centres is lagging behind. This was not an unpredictable accident. Solar projects can be constructed relatively quickly. Transmission corridors require land acquisition, approvals, route planning, substations, equipment, financing and coordination across institutions. Battery storage and pumped hydro projects also demand long-term planning. Any government serious about renewable expansion should have understood that the grid must be built ahead of the capacity boom, not after it. Yet India appears to have allowed the reverse sequence. First come the targets. Then come the solar projects. Then comes the announcement of rising installed capacity. And only after curtailment starts becoming visible does the question of evacuation infrastructure receive the attention it deserved from the beginning. This is precisely how policy becomes performative. The government can point to panels and plants because they are visible. It can showcase capacity numbers because they are easy to communicate. But the transmission line that should have been ready before the solar park was commissioned attracts far less political attention. The result is that the country rewards what photographs well and delays what actually makes the system work. The Country Cannot Waste Power and Claim Energy Security India’s energy-security challenge is not theoretical. Demand rises sharply during periods of extreme heat. States face pressure to ensure uninterrupted supply. Thermal power remains the backbone of the system, while fuel availability and costs continue to shape the national energy conversation. India has repeatedly spoken about reducing external vulnerability, expanding domestic energy sources and building a more resilient electricity system. That is why the curtailment of solar power is so troubling. Every unit of solar electricity switched off is a unit of domestic generation that could have reduced pressure on the conventional system. It could have lowered daytime demand on coal plants, reduced the need for costly power purchases and strengthened the country’s energy resilience. Instead, it is wasted because the infrastructure required to deliver it was not ready. The government cannot claim that energy security is a national priority while treating transmission planning as an afterthought. Energy security is not only about producing more electricity. It is about ensuring that the electricity produced can move reliably from where it is generated to where it is needed. A country that builds solar capacity but cannot transmit it has not solved its energy challenge. It has merely moved the bottleneck from generation to the grid. India does not lack sunlight. It does not lack engineering capability. It does not lack capital or public support for renewable energy. What it lacks is a policy structure that treats grid development as seriously as it treats solar announcements. Until that changes, the rhetoric of self-reliance in energy will remain incomplete. Households Are Encouraged to Generate, but Not to Sell The contradiction becomes even clearer at the household level. Rooftop solar is attractive because it allows a family to reduce its own electricity purchases. A unit of solar power consumed within the home can offset a much more expensive unit drawn from the grid. This is why solar installations have become financially compelling for many residential consumers. But the picture changes once a household generates more electricity than it can use. Surplus power exported to the grid is often valued far below the retail tariff that the household avoids through self-consumption. The citizen is encouraged to use solar for personal savings, but not meaningfully empowered to become a small-scale energy producer who can sell excess power at a fair value. That sends a confused policy signal. India wants its citizens to invest in solar panels, but it does not build a system that treats their surplus generation as a valuable contribution to the grid. It wants households to participate in the transition, but only within narrow limits. Generate enough to reduce your own bill, the system says. But do not expect your surplus to be recognised as electricity that helps the country meet demand, reduce conventional generation or strengthen local supply. This is not how a modern energy economy should function. Solar households should not be treated merely as consumers with panels. They should be able to participate in a smarter electricity system through transparent settlement, reliable metering, local energy exchanges and fair compensation for surplus generation. If the government genuinely believes in decentralised solar, then it must create a market that values decentralised generation instead of reducing it to a subsidy-driven bill-saving exercise. A Solar Policy Without Storage Is Half a Policy Transmission is only one part of the failure. Solar power is naturally concentrated during daytime hours, while electricity demand often rises in the evening, after generation begins to fall. This is not a flaw in solar energy. It is a basic feature of it. Any serious renewable-energy strategy must plan for that reality from the start. The answer is not to keep adding solar capacity and hope that the grid somehow adjusts later. The answer is to build storage alongside generation. Battery energy storage, pumped hydro, time-of-day tariffs, industrial demand management and smarter distribution systems are not optional extras to a solar policy. They are the systems that make solar power useful beyond the few hours when the sun is at its strongest. Without storage, the country will keep producing more power than it can use at certain times of the day and then rely on conventional sources when demand rises later. That is neither efficient nor strategic. It creates the illusion of renewable progress while preserving the very dependence on thermal generation that solar expansion was meant to reduce. The government cannot keep treating storage as a future aspiration. It must become a mandatory component of renewable planning. Every large solar cluster should be assessed not only for generation potential but for evacuation capacity, storage linkage and the demand profile of the regions it is meant to serve. If these elements are missing, then the project is not ready for commissioning—no matter how impressive the capacity figure may look in a press release. The Government Has Prioritised Announcements Over Sequencing This is the political failure at the heart of the issue. The government has focused on what is easy to announce and easy to display. Subsidies create immediate goodwill. Rooftop installations create visible proof of action. Gigawatt targets create a sense of national ambition. But power systems are not built through optics. They are built through boring, difficult and disciplined infrastructure planning. Transmission lines do not generate the same excitement as solar parks. Grid modernisation does not produce the same photographs as handing over a subsidy certificate. Storage projects do not offer the same instant political gratification as announcing a new renewable target. But without these elements, solar capacity remains a number rather than a dependable public asset. The government has to decide whether it wants an actual solar economy or merely a solar narrative. An actual solar economy requires the state to take responsibility for the entire chain: generation, evacuation, storage, distribution, settlement and demand management. A solar narrative, by contrast, needs only slogans, targets and installation figures. India is too large, too energy-hungry and too ambitious to settle for the second option. The country cannot afford to create an energy transition that is strong on announcements and weak on delivery. Taxpayer money, household savings and private investment are all being channelled into solar. The government has a duty to ensure that this investment produces usable power rather than curtailed capacity. Stop Subsidising Disorder and Start Building the System India does not need to retreat from solar ambition. It needs to stop confusing solar ambition with solar policy. The answer is not fewer solar panels. The answer is better sequencing, stronger accountability and infrastructure that is ready before capacity is added. No major renewable-energy project should be commissioned without synchronised transmission readiness. There must be clear deadlines for evacuation infrastructure, and agencies responsible for delays must be publicly accountable. Storage should be integrated into new renewable capacity from the planning stage, not discussed after curtailment begins. Distribution companies must be equipped with smarter systems to manage rooftop solar, while consumers should receive a fairer and more transparent framework for surplus power. The government must also stop treating citizens who install solar panels as passive beneficiaries of a subsidy. They are investing their own money, reducing pressure on the grid and contributing to domestic energy generation. They deserve a system that recognises the value of the power they produce rather than penalising surplus generation with poor compensation and weak market access. The real test of India’s solar policy is not the number of panels subsidised, the number of households enrolled or the number of gigawatts announced. It is whether the electricity generated by those panels can be used when India needs it. If thousands of GWh of clean power can be curtailed because the grid was not built in time, then the government has not delivered a solar revolution. It has delivered a subsidy scheme without a system.
