US Senator Richard Blumenthal has delivered a remarkably blunt message to India and China over their continued purchase of Russian energy. “You better clean up your act,” he said, telling the two countries to buy their oil and gas somewhere else and arguing that continued purchases help sustain Moscow during the Russia-Ukraine war. His remarks came after the US House advanced legislation giving President Donald Trump authority, under specified circumstances, to impose tariffs of up to 100 per cent on major purchasers of Russian energy. The stated American objective is straightforward: reduce the energy revenues available to Russia and thereby increase economic pressure on Moscow over Ukraine. Washington is perfectly entitled to pursue that objective. The United States can sanction Russia, support Ukraine, pressure Moscow and ask its partners to cooperate. But Blumenthal's language raises a broader question that increasingly confronts countries outside the Western alliance system: when did an American foreign-policy objective become a universal obligation that India, China and the rest of the world are expected to obey? There is an important difference between Washington saying, “This is our strategy and we want your cooperation,” and telling sovereign countries to “clean up” their behaviour because they have calculated their own economic and energy interests differently. America’s Interests Are Not Automatically Global Rules India buys enormous quantities of imported crude because energy affordability and security directly affect hundreds of millions of consumers, transport costs, inflation and the wider economy. Russian crude has become especially important at a moment when instability elsewhere has narrowed alternative supplies. Recent estimates put Russia's share of India's crude imports at roughly 45 per cent in August, while disruptions involving Middle Eastern suppliers and continuing geopolitical tensions have complicated India's alternatives. That does not mean India is immune from criticism over the consequences of those purchases. Russia earns money from energy exports, and Washington's argument is that those revenues strengthen Moscow's ability to sustain its war in Ukraine. That is a legitimate foreign-policy argument. But India is also entitled to ask what suddenly makes American strategic priorities superior to Indian energy security. Sovereign countries routinely make uncomfortable compromises in pursuit of national interests. The United States itself provides abundant examples. When Washington Needed Russian Oil, Flexibility Appeared The Russian oil debate becomes particularly revealing when Washington's own energy interests are examined. Earlier in 2026, the United States permitted a sanctions waiver affecting Russian seaborne oil as disruption from the conflict with Iran placed pressure on global energy markets. The waiver was intended to stabilise supply before Washington later allowed it to expire as conditions changed. The significance is not that America therefore supports Russia. Clearly it does not. The significance is that American policy demonstrated something every major government understands: energy policy sometimes requires strategic flexibility. When markets were under stress and American interests required flexibility, Washington found room for it. That makes the moralistic language directed at countries confronting their own energy-security calculations considerably harder to present as a simple question of right and wrong. Then Look at Iran The contradiction becomes more striking when the discussion moves from Russia to Iran. The United States is currently directly involved in conflict with Iran, while oil infrastructure and global energy supplies have become inseparable from the economic consequences of that confrontation. President Trump recently went further, openly suggesting that the United States might retain a presence in Iran and potentially “keep oil,” comparing such an arrangement with America's dealings in Venezuela. That statement does not prove that oil caused the Iran conflict, and it would be irresponsible to claim that without evidence. But it unquestionably complicates Washington's attempt to lecture other countries about the morality connecting oil and war. If purchasing oil from a country fighting a war deserves moral scrutiny, then discussions about controlling or economically benefiting from petroleum resources during conflicts involving the United States deserve scrutiny too. Venezuela Makes the Contrast Even Clearer Venezuela provides an even more explicit illustration of how Washington approaches energy when American national interests are directly involved. In August, the White House announced an agreement that it says gives the United States majority control connected to more than 65 billion barrels of Venezuelan proven oil reserves, accompanied by governance rights, economic ownership and guaranteed low-cost access to production. Washington describes the agreement as strengthening American energy security while helping Venezuela's economic recovery. Again, America is entitled to negotiate arrangements that benefit America. That is precisely what governments are supposed to do. The problem arises when similar calculations by other sovereign countries are described as evidence that they need to “clean up their act.” Washington calls securing low-cost Venezuelan oil energy strategy. India calls securing affordable Russian crude energy security. The motivations and geopolitical circumstances differ considerably, but the underlying principle — governments protecting national economic interests — is hardly unique to either country. The Argument Is About Consistency, Not Russia None of this requires defending Russia's invasion of Ukraine or pretending that Russian energy revenues have no relationship with Moscow's ability to finance the war. Nor does it require claiming that India should purchase Russian oil indefinitely regardless of circumstances. The relevant question is whether the United States applies the same moral vocabulary to itself that it applies to countries whose interests diverge from Washington's. American foreign policy has always been driven partly by national interest, just as Indian, Chinese, Russian and European foreign policies are. Problems emerge when national interest is packaged as universal morality only when Washington expects another country to bear the economic consequences. A Multipolar World Cannot Operate on Lectures The world Blumenthal is addressing is no longer one in which Washington can simply announce a strategic objective and assume major countries will organise their economies around it. India has its own security priorities, its own energy requirements and its own diplomatic relationships. China does too. Washington can bargain with them, sanction them, negotiate with them or attempt to persuade them. But those are exercises of power and diplomacy, not evidence that American interests automatically constitute international morality. The strongest American case against Russian energy purchases is therefore not “clean up your act.” It is an evidence-based argument about the consequences of financing Moscow and the alternatives available to importing countries. Once Washington turns the discussion into a moral lecture, countries are inevitably going to examine America's own conduct in Iran, Venezuela and the global oil market. That examination exposes why the accusation of double standards has become difficult for Washington simply to dismiss.
