Something deeply uncomfortable has just happened in Punjab, and instead of allowing it to disappear beneath bureaucratic language about transfers and postings, India needs to ask a much harder question. Gurpreet Singh Bhullar was the Commissioner of Police in Amritsar. Under his watch, Amritsar Police announced the busting of two alleged Pakistan ISI-backed terror modules. Nine people were arrested, including four juveniles. Police alleged that Pakistan-based handlers were directing members of the network, providing instructions and money, and preparing them for violent operations. Weapons, ammunition and material connected with petrol bombs were recovered. Then Bhullar revealed something even more explosive. According to his account of the investigation, individuals connected with the alleged module had travelled to Delhi. Jantar Mantar had entered the operational picture. Petrol bombs, reconnaissance and an intended operation in the national capital were now part of a case that had begun as an alleged ISI-backed terror investigation in Punjab. Suddenly, this was no longer merely another story about Pakistan attempting to recruit young men in Punjab. It had become politically radioactive. And then Gurpreet Singh Bhullar was gone. On August 7, the Punjab government transferred him out of the Amritsar Police Commissioner’s post. Harmanbir Singh Gill was given additional charge. The officer whose police force had just announced a significant counter-terror breakthrough, and whose disclosures had raised deeply uncomfortable questions about an alleged operation involving Jantar Mantar, was removed from the chair within days. Forget the bureaucratic jargon. The question India should be asking is brutally simple. Why was Gurpreet Singh Bhullar removed? What Did Bhullar Uncover? This is where the conversation needs to begin. Not with transfer regulations. Not with administrative prerogative. Not with carefully drafted government explanations designed to move the story along. What did this police investigation uncover? If Bhullar’s team had merely arrested a few petty criminals, nobody outside Punjab would have cared. But that is not what police announced. They alleged an ISI-backed network. They alleged Pakistani handlers. They alleged financing and operational instructions. They alleged training involving petrol bombs. They alleged reconnaissance. And then the investigation reached Delhi and Jantar Mantar. That is an extraordinary escalation. The natural question is therefore not why Bhullar’s statements became controversial. The natural question is: Where was his investigation going next? Who Was About to Get Into Trouble? That is the question nobody should be afraid to ask. Investigations do not end with the arrest of the lowest person in the chain. You follow the phones. You follow the money. You follow travel records. You identify handlers. You examine who arranged accommodation and transport. You establish who supplied materials. You trace instructions backwards. You discover who knew what, who met whom, who communicated with whom and who expected what to happen next. So how far had Bhullar’s investigators reached? Were they still dealing only with expendable foot soldiers? Or had they begun climbing the ladder? Had they identified facilitators? Had they discovered financial trails? Were there local contacts yet to be questioned? Were political organisations, activists, intermediaries or other networks going to emerge somewhere in the evidence? Nobody should invent those answers. But everybody has the right to demand them. Because when the police commissioner overseeing an investigation this sensitive is suddenly removed, the most important question becomes unavoidable: Who was about to get into trouble if Bhullar kept digging? Why Jantar Mantar? There is another question that deserves relentless examination. Why Jantar Mantar? This is not some anonymous street corner. Jantar Mantar is one of India's most politically visible protest spaces. Cameras are present. Political parties react instantly. Activists, journalists and social-media networks amplify events within minutes. Violence there would never remain a local crime story. A petrol-bomb attack or similar act of terror at such a location could create panic, confrontation and enormous political consequences. So why was this particular location allegedly part of the operation? Who selected it? Was the purpose simply to cause casualties? Was the objective to manufacture chaos? Was somebody hoping that violence at a politically charged gathering would produce consequences far beyond the physical attack itself? Could a violent incident have triggered accusations, counter-accusations, street mobilisation and national outrage before investigators even understood what had happened? If an alleged hostile foreign intelligence network was looking at Jantar Mantar, investigators should be obsessed with understanding why. That trail should be followed until there is nowhere else for it to go. Did Bhullar Say Too Much — Or Know Too Much? There is something striking about the sequence. First comes the counter-terror breakthrough. Then comes Bhullar’s public disclosure. Then comes the political storm. Then comes his removal. Perhaps there is an innocent explanation for that chronology. But governments do not get to demand that citizens ignore what is happening in front of them. Maybe Bhullar simply said too much. But what exactly was “too much”? The ISI connection? Jantar Mantar? The movement of alleged operatives to Delhi? The planned use of petrol bombs? Or was the real danger that Bhullar might continue following the investigation into territory somebody desperately did not want publicly explored? Again, we do not yet know. That is precisely why his removal deserves more scrutiny, not less. Was Bhullar removed because of what he had already uncovered — or because of what he was about to uncover? Follow the Money Every serious terror investigation eventually reaches the same place: money and communications. Who paid the alleged operatives? How was the money transferred? Were conventional banking channels used? Was cryptocurrency involved? Were hawala networks involved? Were payments broken into smaller amounts? Did anybody inside India act as a financial intermediary? Who purchased the materials? Who paid for travel? Who funded accommodation? Which telephone numbers were communicating with Pakistan-based handlers? Which Indian numbers repeatedly appeared alongside them? Who deleted messages after the arrests? Who suddenly changed phones? Who disappeared? This is where the real investigation begins. Arresting the men allegedly expected to carry out an attack is only the first layer. Finding the people who enabled them is far more important. And finding anybody who enabled the enablers is more important still. Bhullar’s removal cannot be allowed to become the point at which that trail goes cold. Who Benefits From Bhullar Being Gone? There is one question journalists should keep asking over and over again. Who benefits from Gurpreet Singh Bhullar no longer sitting in the Amritsar Police Commissioner’s chair? Certainly not the public, which deserves to know the entire architecture of an alleged ISI-backed operation. Certainly not honest police officers, who need confidence that politically sensitive investigations can be pursued without careers changing overnight. Certainly not national security. So who? Who sleeps easier now? Whose phone records might receive less attention? Whose financial trail might become less urgent? Whose relationship with somebody already under investigation might attract less scrutiny? Who was worried about where Bhullar’s investigation was heading? These are uncomfortable questions. Good. Questions about alleged foreign-backed terrorism are supposed to be uncomfortable. What Message Does This Send to Punjab Police? There is also an institutional consequence far bigger than one officer. Imagine being a Punjab Police investigator watching this unfold. Your commissioner’s force breaks an alleged ISI-backed terror module. The investigation reaches a politically explosive location in Delhi. The commissioner speaks publicly. A controversy follows. Days later, he loses his post. What lesson should the next police officer take from that sequence? Follow every lead? Or understand when a lead has become politically dangerous? Keep digging? Or recognise when you are approaching territory powerful people would rather you avoid? A government does not need to explicitly order an investigator to stop. Sometimes institutions learn through examples. That is why the Bhullar transfer matters far beyond Gurpreet Singh Bhullar himself. India cannot afford a policing culture in which officers investigating terrorism start wondering whether the next name in the evidence could cost them their chair. Punjab Is the Last Place to Play Games With Terror Investigations Punjab understands the cost of terrorism better than most parts of India. The state has repeatedly confronted cross-border weapons trafficking, narcotics networks, drones carrying contraband, extremist recruitment and Pakistan-based attempts to revive violence. The people running these operations are patient. They look for vulnerable young recruits. They look for criminal networks. They exploit social grievances. They exploit political tension. They exploit protests. They exploit anything capable of creating instability. That is why every alleged ISI-linked network discovered in Punjab must be investigated to its final node. Not until the first arrest. Not until the first press conference. Not until the story becomes politically uncomfortable. Until the final handler, financier, facilitator and collaborator has been identified. There can be no political Lakshman Rekha in a counter-terror investigation. Stop Looking at the Pawns. Find the King. Nine arrests may make headlines. But foot soldiers are replaceable. A serious counter-terror operation must climb upwards. Who recruited them? Who radicalised them? Who trained them? Who financed them? Who selected Jantar Mantar? Who decided the timing? Who provided the intelligence? Who coordinated movements? Who expected to benefit from the resulting chaos? And were the people arrested merely disposable pawns in something much larger? That should now be the national objective. Stop counting the pawns. Find the king. If Bhullar was moving upwards through that chain, his removal becomes even more important to examine. If he was not, then the investigation should demonstrate that clearly by continuing aggressively under whoever replaces him. Either way, the case cannot simply disappear from national attention now that Bhullar has disappeared from the Amritsar Commissioner’s office. AAP Must Understand That Removing Bhullar Does Not Remove the Questions Punjab's AAP government may have moved Gurpreet Singh Bhullar. It cannot move the questions with him. What did his investigation uncover? Why was Jantar Mantar selected? Who financed the alleged operation? Who controlled the accused? How extensive was the network? Who inside India facilitated it? What was Bhullar about to investigate next? And the question that will continue hanging over this entire affair: Who was about to get into trouble if Gurpreet Singh Bhullar remained in that chair? Perhaps the investigation will eventually produce completely mundane answers. Perhaps it will produce explosive ones. But India deserves those answers. Because when an officer exposes an alleged ISI-backed terror network, reveals an alleged operation involving one of India's most politically sensitive locations and then finds himself removed from his post days later, citizens are not obligated to shrug their shoulders and move on. They are entitled to become suspicious. They are entitled to demand scrutiny. And they are entitled to ask the question that the Punjab government would probably prefer disappeared with Gurpreet Singh Bhullar: What exactly did he uncover?
