Narendra Modi’s governments have spent more than a decade transforming India at scale. Highways have expanded, railway stations are being rebuilt, airports have multiplied, digital payments have become ubiquitous, welfare delivery has increasingly moved directly into bank accounts, defence manufacturing has received a stronger push, and massive infrastructure projects that once seemed impossible are now routinely executed across the country. None of this should be dismissed. In fact, the most serious criticism of the Modi government is not that it has done too little, but that it has often concentrated too much political and administrative energy on the big picture while allowing the citizen’s everyday interaction with the state to remain frustratingly ordinary. The common Indian does not experience government primarily through an expressway, a semiconductor policy or a presentation about GDP. He experiences it through the government school where his child studies, the Primary Health Centre where his family seeks treatment, the road outside his house, the municipal drain overflowing during the monsoon, the police station where he tries to register a complaint, and the tehsil office where a minor correction can consume several working days. That is the level at which governance becomes personal, and it is precisely here that the BJP has left a political opening. AAP understood this years ago. Its early politics was built around electricity, water, schools, mohalla clinics, corruption and citizen grievances. Now CJP appears to be occupying much of the same political terrain. Its founder, Abhijeet Dipke, has an AAP background, and several members of its core leadership have had previous associations with or public support for AAP. There is no established evidence that CJP is formally controlled by AAP, so it would be wrong to present that as fact. But politically, the similarities in personnel, style and issue selection are difficult to ignore. After AAP’s 2025 defeat in Delhi, the party’s brand carries years of baggage accumulated through incumbency, controversy and anti-incumbency. CJP, by contrast, enters with a fresh label and the advantage of movement politics without the burden of governance. That should concern the BJP. BJP Defeated AAP in Delhi. It Did Not Defeat the Politics That Created AAP The BJP’s return to power in Delhi in 2025 was decisive. AAP lost the government it had dominated for more than a decade, and Arvind Kejriwal himself lost his constituency. It was easy to read that result as the end of the AAP political experiment. But political parties can lose elections while their most effective ideas survive. AAP’s great political insight was that apparently mundane governance issues can become mass politics. A broken school, a high electricity bill, an unreliable water supply, a corrupt clerk or a neglected clinic may not dominate national television, but citizens encounter these failures repeatedly. One humiliating interaction with a government office can leave a stronger impression than a dozen macroeconomic achievements. AAP eventually lost some of its insurgent advantage because it became the establishment it once attacked. Once in power, every school, hospital and corruption allegation could be turned back on it. CJP currently has no such burden. It can expose, protest and demand without having to explain its own administrative failures. That gives it the political freedom AAP once enjoyed. New Name, Familiar Political DNA The most sensible way to understand CJP is not to obsess over whether it is formally an AAP project, because there is no verified basis to make that claim. The more relevant political question is whether it represents the re-emergence of an AAP-style formula under new branding. The similarities are obvious: youth mobilisation, social-media communication, anti-establishment rhetoric, street-level activism, highly visual campaigns and a concentration on issues such as examinations, schools, hospitals and citizen grievances. Its campaigns around government schools are particularly significant. A broken classroom, missing toilet, unsafe building or absent teacher is instantly understandable. It does not require ideological framing. The photograph itself becomes the argument. The same applies to hospitals. A patient who cannot find a doctor or essential medicine is unlikely to be impressed by a debate over whether the people exposing the problem once belonged to AAP. That is why CJP is politically dangerous. It may be using familiar political DNA, but it is attacking a real weakness. The Gap Between Big India and Everyday India The Modi government has become extremely effective at telling the story of Big India: expressways, airports, Vande Bharat trains, UPI, defence production, industrial corridors, space missions, global diplomacy and public infrastructure. But millions of Indians simultaneously inhabit another India: the village school, the PHC, the municipal office, the local road, the police station, the drainage line and the land-record office. A parent can admire a new airport while being furious that his daughter’s school lacks a functioning toilet. A farmer can appreciate a new highway while spending weeks correcting a land record. A family can possess an Ayushman Bharat card yet still find the nearest public facility short of doctors or medicines. These realities are not contradictory. They coexist. And eventually they produce a simple question: if India can execute massive projects at national scale, why can’t government fix the school, clinic, road or office outside my home? That is the question BJP must answer before 2029. The Common Man Does Not Live Inside a PowerPoint Presentation Governments naturally measure expenditure, infrastructure created and beneficiaries enrolled. Those figures are important, but they are inputs. The citizen measures something else: whether the teacher came to school, whether the medicine was available, whether the ambulance arrived, whether the pothole was repaired, whether the complaint was resolved and whether a government certificate arrived without repeated visits. The difference is fundamental. Money spent is not the same as a problem solved. The Modi government’s next major reform phase should therefore shift from measuring schemes to measuring outcomes. India does not need another hundred acronyms. It needs a smaller number of citizen-facing standards that reveal whether government actually works. Rural Primary Education Must Become a National Priority Primary education should be one of the first targets because this is where inequality begins. A government school should not be considered functional merely because a building exists and children are enrolled. Minimum standards should include safe classrooms, functional toilets, drinking water, electricity, teacher availability, foundational literacy and numeracy, classroom quality and basic learning outcomes. The political mistake would be to react defensively whenever activists expose a failing school. If the criticism is accurate, fix the school. That is the most powerful rebuttal. India has made enormous progress in expanding access to education. The next challenge is ensuring that poor families do not feel compelled to escape government schools simply to secure a reasonable education for their children. Primary Healthcare Is an Even More Sensitive Weakness Healthcare failures hurt governments more deeply because they occur when families are vulnerable. A prestigious medical institute hundreds of kilometres away does not replace a functioning Primary Health Centre. The crucial test is simple: if a villager walks into the PHC today, is there a doctor? Are essential medicines available? Can basic tests be conducted? Can emergencies be stabilised? Is an ambulance accessible? Does the referral system work? Those answers should be measured publicly. The government should stop treating the existence of a facility as proof that healthcare has been delivered. A PHC without staff, medicines or functional equipment is a building, not healthcare. If CJP or any opposition group highlights such failures, the BJP should not merely attack their motives. It should make the facility work. BJP’s Blind Spot Is the Boring Stuff Many of the issues that most irritate citizens rarely feature in major political speeches: potholes, garbage, sewage, drainage, streetlights, waterlogging, property records, building permissions and local roads. Yet these problems shape daily life. The same is true of bureaucracy. India has digitised rapidly, but many citizens still spend days chasing land mutation, certificates, licences, pensions, registrations and corrections. A truly citizen-centric government should begin measuring something it rarely counts: how much of a citizen’s time is wasted dealing with government. Every common service should have a defined delivery timeline wherever feasible. Delays should trigger automatic escalation. Repeated failure should produce accountability. A citizen accustomed to completing a financial transaction in seconds through UPI will increasingly refuse to accept that a certificate must take weeks. Stop Announcing Schemes. Start Publishing Outcomes. The BJP should resist the temptation to answer every governance problem with another scheme launch. Instead of merely announcing how much money was allocated to schools, publish how many schools meet minimum standards. Instead of counting PHCs, publish doctor attendance and essential medicine availability. Instead of celebrating complaint portals, publish how many complaints were independently verified as genuinely resolved. Instead of announcing road-maintenance budgets, publish average repair times. The principle should be simple: expenditure is an input; delivery is the achievement. Put the PMO Behind a National Last-Mile Governance Mission This is where Modi should intervene directly. India needs a National Last-Mile Governance Mission monitored at PMO level. That does not mean Delhi should attempt to run every municipality, school or PHC. Many of these subjects are primarily state and local responsibilities, and federalism must be respected. But the Centre can establish benchmarks, create comparable indicators, publish performance, reward improvement and make failure visible. The mission should focus on perhaps 20 to 30 citizen-facing outcomes covering primary education, primary healthcare, water, road maintenance, sanitation, administrative-service timelines, land records, grievance redressal and basic police responsiveness. The dashboard should be deliberately simple. Too many indicators merely give bureaucracy places to hide. Rank Every District Every district should receive a public service-delivery score. Which districts have the best-performing schools? Which PHCs are reliably staffed? Which districts resolve citizen complaints fastest? Which municipalities maintain local roads best? Which administrations deliver certificates with the least delay? Public ranking would create administrative and political pressure. High performers should be rewarded. Districts showing the greatest improvement should receive recognition and additional incentives where feasible. Persistent failure should trigger corrective plans. India has embraced competitive federalism in investment. It should now embrace competitive delivery federalism. Make the Citizen the Auditor Government cannot rely entirely on officials reporting on themselves. Technology makes citizen verification possible. Random phone surveys, SMS confirmations, geotagged photographs, third-party inspections and spot audits can verify whether a complaint marked “resolved” was actually solved. If an authority claims a pothole has been repaired, randomly ask the complainant. If the answer is no, reopen the case. That sounds minor, but it would address one of the biggest problems in government reporting: the assumption that closing a file is the same as solving a problem. It is not. Expose CJP’s AAP Roots, But Do Not Hide Behind Them BJP is perfectly entitled to question CJP’s political genealogy. If senior figures have AAP backgrounds, voters should know. If further organisational connections emerge, scrutinise them. If CJP exaggerates, challenge it. But this cannot become BJP’s entire defence. If CJP exposes a broken school and BJP responds only by saying “these are former AAP people”, a parent can reasonably ask: fine, but is the school broken? If it exposes a hospital without doctors and BJP responds that it is AAP under a new name, the patient can ask: fine, but where is the doctor? That is the trap. Political genealogy does not repair public services. The smartest way to defeat this style of opposition politics is to eliminate the grievances it depends on. AAP Lost Delhi. Its Most Powerful Insight Survived. AAP’s defeat proved that its brand could be beaten. It did not prove that its original political insight was wrong. Everyday governance remains politically powerful, and Modi’s own success has actually raised expectations. People who once demanded electricity now expect reliable electricity. Villages that once demanded roads now expect good roads. Parents who once celebrated school enrolment now demand quality learning. Citizens accustomed to digital efficiency increasingly resent analogue bureaucracy. Development changes expectations. That is progress, but it also raises the political benchmark. The BJP cannot ask voters in 2029 to compare India indefinitely with 2014. Voters will compare India with what they believe India should be capable of delivering after fifteen years of Modi-led government. From Nation Building to Neighbourhood Building The answer is not to abandon big-ticket reforms. India still needs infrastructure, manufacturing, defence modernisation, energy investment, railways and technology. But the next phase must connect national transformation with neighbourhood experience. Build the expressway, but repair the village road. Build the medical college, but make the PHC work. Build Digital India, but make unnecessary visits to the tehsil disappear. Build world-class railway stations, but make the government school respectable enough that poor parents do not feel forced into private education. This is not small politics. It is the next stage of state capacity. CJP May Be the Messenger. BJP’s Problem Is the Message. CJP presents the BJP with two uncomfortable realities. First, much of its political style and part of its leadership come from the same broader AAP political ecosystem that BJP defeated in Delhi. Second, it is highlighting issues where citizen frustration is real enough that its political background may become irrelevant. BJP can expose the first. It must solve the second. The Modi government has shown that India can execute projects at extraordinary scale. Before 2029, it must prove that the same urgency can reach the school, PHC, municipality and government office. Because the most dangerous question BJP may face will not necessarily come from an opposition manifesto. It may come from an ordinary voter standing outside a broken school, a dysfunctional clinic or a cratered road and asking: if my country can build everything else, why can’t my government fix this? AAP understood the political power of that question. CJP appears to understand it too. BJP still has time to answer it, but the answer cannot be another speech. It has to be visible in a repaired school, a functioning PHC, a responsive office and a government that works as impressively at the citizen’s doorstep as it does on the national stage.
