The Delhi government is preparing to move ahead with its proposed Electric Vehicle Policy 2.0, which seeks to stop new registrations of petrol two-wheelers in the capital from April 2028 despite pushback from automobile industry stakeholders. Delhi EV Policy 2.0 Targets Petrol Two-Wheelers Under the draft EV Policy 2.0, only electric two-wheelers will be allowed for new registrations in Delhi from April 2028. The move is part of the government’s wider effort to speed up electric mobility adoption and reduce vehicle-related emissions in the national capital. The policy is expected to be placed before the Delhi Cabinet soon and may be implemented after the current EV policy expires on June 30. Once notified, the new policy is expected to remain valid until 2030. Petrol Two-Wheeler Ban Faces Industry Pushback The proposed mandate has drawn opposition from automobile manufacturers and industry bodies. Stakeholders have argued that a sudden restriction on internal combustion engine two-wheelers could affect consumer choice, especially for buyers who depend on affordable petrol motorcycles for daily mobility. Concerns have also been raised over India’s battery supply chain, charging readiness and dependence on imported battery materials. Some stakeholders have questioned whether the EV ecosystem is ready to support a transition at this scale. Delhi Electric Vehicle Incentives Planned The draft policy proposes purchase incentives for electric two-wheelers priced up to ₹2.25 lakh. Buyers may receive incentives based on battery capacity, with the benefit reducing gradually over the policy period. The government is also considering electrification mandates for CNG autos, school buses, fleet aggregators and delivery service providers. Supporters of the policy say strong regulatory signals are needed to encourage manufacturers to invest in EV production and expand model availability.
