Pakistan Kashmir hypocrisy – Bharat Pulse News

For decades, Pakistan has carried Kashmir into virtually every international arena available to it. At the United Nations, in meetings of the Organisation of Islamic Cooperation, in diplomatic exchanges and through its political leadership, Islamabad has repeatedly presented itself as the champion of Kashmiri political rights. Its argument has been familiar: Kashmiris deserve representation, dignity, political choice, freedom from excessive state force and international attention when those rights are allegedly violated. Pakistan was so committed to internationalising Kashmir that criticism of India became almost inseparable from its foreign-policy identity. Islamabad wanted foreign governments, international organisations and global media outlets to examine what happened on the Indian side of the Line of Control. It argued that Kashmir could not simply be treated as an internal Indian matter and repeatedly invoked the principle of Kashmiri self-determination at the United Nations. There was, however, an obvious weakness in this moral posture. Pakistan appeared comfortable with international scrutiny so long as the spotlight was pointed east. Now the spotlight has turned around. Pakistan-administered Kashmir — commonly referred to in India as Pakistan-occupied Kashmir, or PoK — is experiencing one of its gravest political crises in years. Protests have turned deadly. Elections have been disrupted. Residents have challenged controversial electoral arrangements. Internet services have been restricted. Journalists have faced tighter controls. International broadcasters are carrying allegations of lethal force against demonstrators. Suddenly, Pakistan is discovering something remarkably inconvenient: if Kashmiri rights are universal, they do not stop at the Line of Control. The Kashmir Card Was Pakistan’s Favourite Diplomatic Weapon Pakistan did not occasionally mention Kashmir. It institutionalised Kashmir as an international diplomatic cause. Its governments repeatedly demanded that the world scrutinise India’s actions, invoked UN resolutions and portrayed political discontent in Indian-administered Kashmir as evidence of a larger failure of legitimacy. Whether one agreed with Islamabad's interpretation or rejected it entirely, Pakistan's message was consistent: the treatment and political aspirations of Kashmiris were matters of legitimate international concern. That rhetoric created a standard. And standards have an inconvenient habit of eventually applying to those who preach them. Pakistan cannot spend decades arguing that protests, political representation, security-force conduct and communications restrictions in Kashmir deserve international attention and then become indignant when international journalists investigate precisely those issues in territory administered by Pakistan. That is the contradiction now staring Islamabad in the face. PoK Has Turned That Moral Argument Against Islamabad The current unrest cannot simply be dismissed as another demonstration over inflation. Economic grievances certainly helped build the movement. Pakistan-administered Kashmir has seen previous protests over electricity prices, flour and economic hardship. But the confrontation has expanded into something more politically dangerous: a challenge over representation and the structure of regional power itself. At the centre of the dispute are 12 legislative seats reserved for constituencies representing refugees from Indian-administered Kashmir who live elsewhere in Pakistan. Protesters argue that this arrangement dilutes the political voice of people who actually live in the territory and gives Islamabad-based political parties excessive leverage over the regional assembly. Pakistani authorities reject accusations that the arrangement is designed to manipulate local politics. Whatever one's view of that dispute, the political irony is spectacular. Pakistan has spent generations demanding that the world listen to Kashmiri political aspirations. Now Kashmiris under Pakistani administration are challenging an electoral arrangement they say does not adequately represent them. Apparently, listening to Kashmiri voices becomes rather more complicated when those voices are complaining about Islamabad. When Protesters Are Shot, The Sermons Become Harder To Deliver The crisis became substantially more serious once people began dying. Reuters reported that at least 20 civilians and four police officers had been killed during the June unrest, according to government and police officials, while subsequent confrontations produced additional disputed casualty claims. The JAAC later claimed more than 30 people were killed around Rawalakot during clashes linked to the election period, a toll Pakistani authorities disputed and Reuters could not independently verify. ABC News Australia has since carried testimony from people in Rawalakot describing what they allege was indiscriminate firing on unarmed demonstrators. Pakistan maintains that armed elements were involved in the unrest and has accused militants backed by India of infiltrating protests. Those competing claims deserve verification. But Pakistan's diplomatic predicament exists regardless. For years, Islamabad has treated allegations of excessive state force in Kashmir as internationally relevant. It therefore cannot reasonably demand that allegations against its own security apparatus be treated as nobody else's business. The vocabulary Pakistan helped internationalise has come back to haunt it: protesters, lethal force, political rights, accountability, communications blackouts and independent investigation. The chickens have not merely come home to roost. They have arrived carrying Pakistan's own talking points. The Election Crisis Hits Pakistan Where It Hurts Most This is where the problem becomes much deeper than street unrest. Regional elections were originally expected to proceed in a more conventional fashion. Instead, security concerns forced voting to be divided into phases, seven constituencies subsequently had voting postponed, and allegations of irregularities led to reruns at polling stations. Reuters reported that the PML-N was positioned to dominate the assembly while several of the most politically sensitive constituencies had still not completed voting. The PTI boycotted the elections citing fraud concerns, while the JAAC campaign challenged the disputed refugee-seat system. Al Jazeera reported boycotts, strikes and widespread political disillusionment surrounding the electoral process. This strikes directly at the heart of Pakistan's traditional Kashmir narrative. A state that repeatedly invokes democratic representation when discussing Kashmir internationally now finds itself confronting questions about whether the political system operating under its own administration commands sufficient local confidence. That cannot be brushed away with another speech about India. The Media Clampdown Made A Bad Story Worse Then Islamabad made perhaps the most predictable mistake available to a government facing an embarrassing international story: it made reporting the story more difficult. Reuters reported in August that Pakistan expanded restrictions affecting foreign media operations. Pakistani journalists, fixers and other employees of overseas outlets were required to obtain government permission to report outside Islamabad, Karachi and Lahore, while the measures arrived amid the unrest in Pakistan-administered Kashmir. Earlier, road closures, internet disruptions and restrictions on media access had already complicated independent reporting from the region. None of this proves every allegation made by protesters. It does something politically almost as damaging: it creates suspicion about why independent scrutiny is being constrained. Governments rarely improve their credibility by making verification harder. If Pakistan believes allegations against its security forces are false or exaggerated, unrestricted professional journalism is one of the strongest mechanisms available to demonstrate that. Restricting journalists achieves the opposite. It allows every unanswered question to grow larger. Al Jazeera And ABC Matter More Than Indian Criticism This is where the international dimension becomes particularly uncomfortable. Pakistan can dismiss Indian politicians, Indian television channels and Indian commentators as participants in a hostile bilateral rivalry. Everyone understands that New Delhi and Islamabad have competing narratives over Kashmir. It becomes much harder when the reports are coming from ABC News Australia and Al Jazeera. ABC's August reporting focused explicitly on allegations of a violent crackdown and carried first-hand accounts from residents. Al Jazeera has reported repeatedly on election boycotts, political grievances, clashes and disputed representation. One of its reports described the territory as facing its worst political crisis in years. Al Jazeera is especially awkward for Islamabad to dismiss as some extension of Indian messaging. Its global audience and editorial positioning make that argument considerably less persuasive. This is precisely why the current coverage matters. The PoK story is escaping the India-Pakistan propaganda box. The Real Exposure: Pakistan Never Wanted One Standard For Both Sides Pakistan's problem was never that it demanded Kashmiri rights. Demanding rights is not hypocrisy. Demanding rights selectively is. For decades, Pakistan constructed an international argument in which the political grievances of Kashmiris under Indian administration deserved amplification, while conditions under Pakistani administration attracted dramatically less diplomatic attention. The present crisis exposes the weakness of that asymmetry. If shutting down communications is objectionable, it is objectionable on both sides of the Line of Control. If protesters being killed demands scrutiny, the nationality of the security force should not determine whether anyone cares. If political representation matters, awkward questions about representation cannot suddenly become illegitimate because they are being asked in Muzaffarabad or Rawalakot rather than Srinagar. Pakistan wanted principles that travelled in only one direction. International media are now demonstrating that they can travel both ways. The World Is Finally Looking At Both Sides Of The Line None of this means every accusation against Pakistan has been established. Casualty numbers remain disputed. Islamabad has alleged that armed and India-backed elements were involved in the violence, while protesters and residents have described a far more indiscriminate crackdown. Independent verification has itself been complicated by communications disruptions and access restrictions. But that uncertainty does not rescue Pakistan's larger narrative. The critical development is that international audiences are now being exposed to political grievances originating inside Pakistan-administered Kashmir itself. That changes the conversation. Pakistan can no longer assume that any international discussion of Kashmir will automatically begin and end with accusations against India. Its own governance of the territory, its electoral arrangements, its security response and its handling of journalists can now be placed under the same microscope. Islamabad spent decades demanding precisely such a microscope. It simply never imagined somebody might rotate it. The Farce Was The Double Standard Pakistan did not make a mistake by telling the world that Kashmiri lives matter. It made a mistake by behaving as though Kashmiri lives mattered principally when they could be used to indict India. If political rights are important in Srinagar, they are important in Muzaffarabad. If state violence deserves investigation on one side of the Line of Control, allegations of state violence deserve investigation on the other. If Kashmiris have a right to political representation, that principle cannot mysteriously expire when residents challenge arrangements favoured by Islamabad. Pakistan spent decades demanding that Kashmir be internationalised. Now ABC, Al Jazeera, Reuters and other international organisations are examining what is happening in territory under Pakistan's control, and Islamabad suddenly finds internationalisation rather less enjoyable. That is the delicious irony at the centre of this crisis. Pakistan preached Kashmiri rights to the world. PoK has now forced the world to ask whether Pakistan ever intended to practise what it preached.
