The Delhi government has announced restrictions on vehicles registered outside the national capital that do not meet Bharat Stage VI (BS-VI) emission standards, beginning November 1, 2026. The measures form part of a winter pollution control plan scheduled to remain in force until February 28, 2027, aimed at reducing vehicular emissions, construction dust and deteriorating air quality. Delhi BS-VI Vehicle Entry Restrictions From November 1 Under the winter action plan announced by Chief Minister Rekha Gupta, vehicles registered outside Delhi that fail to meet the prescribed emission standards will face entry restrictions. The government also intends to enforce existing restrictions on older commercial goods vehicles, including the expiry of transitional permission granted to certain BS-IV vehicles. CNG, LNG and electric goods vehicles are covered by separate exemptions under the existing pollution control framework. Authorities are expected to strengthen enforcement at border checkpoints to prevent non-compliant vehicles from entering the capital. Delhi Introduces No PUC, No Fuel Policy The government has announced a strict 'No PUC, No Fuel' policy, under which motorists without valid Pollution Under Control certificates will be denied petrol, diesel, CNG and LPG at fuel stations. The winter action plan also includes restrictions on construction and demolition activities to reduce dust pollution. Construction sites will be monitored through AI-enabled cameras connected to the government's central command and control system. Measures encouraging 50% work-from-home arrangements and greater use of public transport have also been announced. Delhi Government Expands Winter Pollution Measures The Delhi Cabinet has approved mechanised road sweeping across approximately 609 kilometres of roads, covering 854 roads in 250 wards. It has also approved a five-year collaboration with IIT Delhi to study PM2.5 and PM10 pollution sources, including vehicle emissions, road dust and biomass burning. The initiatives aim to improve pollution monitoring and strengthen enforcement during Delhi's high-risk winter months.
