Nitin Gadkari has never been known for carefully measuring every word before speaking. His public interventions are frequently blunt, colourful and occasionally capable of creating controversies that overshadow the point he was originally trying to make. His recent remarks in Nagpur were another example. Speaking about electoral behaviour, Gadkari contrasted the support he receives in highly educated parts of Nagpur with what he claimed was considerably stronger support in areas associated with poorer communities, crime and the red-light district. He said that while he received around 70–75 per cent support in some educated localities, his vote share reached around 92 per cent in areas he described, in his characteristic language, as connected with the criminal world, underworld and red-light neighbourhoods. Predictably, the “underworld” part of the remark became the headline. But Gadkari himself offered an explanation that was considerably less sensational. His argument was that he had built roads, improved infrastructure and undertaken social work in these neighbourhoods, and that people remembered it when they voted. Ignore the flamboyant terminology for a moment and there is an important political question buried inside his statement. Do educated and affluent Indians really vote less than poorer Indians? And, more importantly, do poorer communities reward visible development more strongly because government delivery has a greater impact on their everyday lives? The first proposition does not stand up particularly well to scrutiny. The second deserves considerably more attention. Gadkari may therefore have diagnosed the wrong reason for the voting pattern he believes he has observed. It may not be that poorer Indians are inherently more enthusiastic voters while educated Indians sit at home complaining about politics. The more interesting possibility is that development itself has different electoral values depending on who receives it. A road, drainage system, bus service, hospital or water connection is not worth the same politically to every voter because it does not change every voter’s life by the same amount. That distinction may explain far more about Indian elections than the familiar cliché that the poor vote while the educated merely complain. The Old Myth of the Poor Voter and the Educated Non-Voter Indian political commentary has repeated the same caricature for decades. The poor queue patiently outside polling booths. The affluent urban voter sleeps late, complains about corruption over breakfast, lectures everyone about governance and then fails to vote. There was once enough evidence behind this perception for it to become conventional wisdom. India witnessed an extraordinary expansion of democratic participation among poorer and historically marginalised communities during the later decades of the twentieth century. Groups that had once possessed little influence over formal politics became increasingly assertive at the ballot box. Electoral participation became a means of acquiring political power in a society where economic and social power remained unevenly distributed. That democratic mobilisation was one of the great achievements of Indian politics. But a historical trend gradually hardened into a stereotype. Modern electoral evidence does not support a simple proposition that poorer Indians reliably vote while richer and better-educated Indians do not. National data shows relatively small differences in turnout between economic groups. More importantly, some studies of metropolitan India have found the opposite of the popular assumption: affluent voters can participate at rates equal to or greater than poorer urban voters. There are practical reasons for this. Urban poverty is frequently accompanied by migration, temporary housing, documentation problems and unstable voter registration. A prosperous household that has lived at the same address for fifteen years may encounter far fewer obstacles to voting than a migrant worker who has changed neighbourhoods three times. Education itself is also a poor standalone predictor of electoral participation. So Gadkari’s criticism of educated voters may make for an entertaining speech, but it is not a particularly robust explanation of modern Indian turnout. Nagpur Itself Points to a Different Explanation Gadkari’s own constituency provides a useful clue. During the 2024 Lok Sabha election, turnout across Nagpur’s six Assembly segments remained within a comparatively narrow range of roughly 53 to 56 per cent. That is significant. If Gadkari’s principal argument were correct — that some sections vote enthusiastically while educated areas largely stay home — one might expect much larger turnout differences between different parts of the constituency. Instead, turnout remained relatively similar while Gadkari’s electoral performance changed considerably between areas. That suggests the more important variable was not whether people voted. It was how they voted. And that changes the question completely. Instead of asking why poorer voters supposedly participate more than educated voters, we should ask why particular communities might be substantially more willing to reward a politician who delivers visible improvements to their neighbourhood. That is where Gadkari’s argument becomes far more persuasive. A Road Does Not Have the Same Value Everywhere Consider something as simple as a road. In an affluent neighbourhood, resurfacing a road is appreciated. Residents may complain if potholes remain. They may praise the municipal corporation if the work is completed quickly. But their basic ability to work, travel or obtain essential services generally does not depend upon that single road. They probably own private vehicles. Their children may attend private schools. Their families may use private hospitals. Water shortages can be mitigated through storage tanks or private suppliers. Power interruptions can be managed through generators, inverters or backup systems. They possess alternatives. Now consider that same road in a poorer settlement. It may determine whether an autorickshaw reaches the neighbourhood during the monsoon. It may determine whether an ambulance can enter quickly. It may reduce the time required to reach employment. It may make it easier for children to attend school. It may allow local shops and small businesses to receive goods. Combined with drainage, it may prevent homes from being surrounded by stagnant water every rainy season. The physical project may cost the government exactly the same amount per kilometre. Its impact on individual lives can be radically different. That means its electoral value can also be radically different. Development Has a Higher Marginal Value Where Alternatives Are Few Economics gives us a useful way of understanding this. The value of an additional benefit depends partly on what someone already possesses. For a household that already enjoys reliable infrastructure and can privately replace weak public services, another improvement is incremental. For a household with few alternatives, the same improvement can be transformative. That principle applies directly to politics. A middle-class voter may assess a government through a broad combination of inflation, taxation, employment, national security, corruption, ideology, institutional quality, economic policy and leadership. Local infrastructure is certainly relevant, but it is only one element in a much larger political calculation. For a poorer household, however, government can be present in everyday life in much more tangible ways. Did water finally arrive regularly? Was the road built? Was drainage installed? Did the bus route reach the locality? Did the public hospital improve? Was the neighbourhood connected to basic services? Those questions are not intellectually inferior to debates over fiscal policy or institutional reform. They are often more immediate. And voting for the politician associated with delivering those improvements can be an entirely rational decision. The Poorer Voter Is Not Necessarily Easier to Buy Indian political commentary can sometimes become surprisingly patronising when discussing poorer voters. When affluent voters make decisions based on taxes, economic policy or ideology, their choices are usually described as informed political preferences. When poorer voters support a government because it delivered housing, infrastructure or welfare, the same behaviour is sometimes dismissed as vote-bank politics. That distinction is difficult to defend. If a politician promises a road, builds the road and receives votes from residents who benefit from it, that is arguably democracy functioning exactly as intended. The politician sought office. The politician delivered a public good. The electorate evaluated the outcome. The electorate rewarded performance. That is not irrational voting. It is accountability. Indeed, there is an argument that such voting behaviour may be more directly performance-based than the behaviour of voters who continue supporting political parties regardless of what those governments deliver. Why Personal Loyalty Can Become Stronger Than Party Loyalty This also helps explain another phenomenon visible across Indian politics: the politician whose personal vote exceeds that of his party. Some leaders acquire constituencies that cannot be explained purely through ideology. Voters may dislike the leader’s party but support the individual candidate. They may disagree with the national leadership but believe their MP or MLA delivers. They may belong to communities that traditionally support another party yet make an exception for a politician with a reputation for getting things done. Gadkari himself provides an interesting example. There have been reports from parts of Nagpur, including Muslim-dominated areas, of voters distinguishing between their broader views of the BJP and their assessment of Gadkari personally. The explanation repeatedly offered is development. Roads. Infrastructure. Community work. Accessibility. This is politically important because it demonstrates one of the few mechanisms capable of weakening rigid identity voting. A voter may possess a caste identity, religious identity and ideological preference. But a politician who visibly improves that voter’s daily life can sometimes create a competing political consideration. That is development politics in its most consequential form. Development Can Cut Through Identity Politics Indian elections are routinely analysed through arithmetic. How many voters belong to a particular caste? How large is the Muslim vote? Which community traditionally supports which party? Which coalition of social groups produces the winning number? These questions matter because identity remains enormously important. But development creates another electoral pathway. A politician who builds credibility across communities can sometimes reduce the predictive power of conventional voting blocs. Not eliminate them. Not magically make caste or religion irrelevant. But weaken them. That possibility should interest anyone who wants Indian democracy to evolve beyond permanently segmented vote banks. The alternative to identity politics need not be ideology alone. It can also be performance. A voter who says, “I normally dislike this party, but this candidate delivered for my neighbourhood,” is engaging in precisely the kind of cross-cutting political judgement Indian democracy needs more of. Development Politics Is Strongest Where Neglect Was Greatest There is another uncomfortable reality politicians understand instinctively. The electoral return on development is often greatest where governance was previously weakest. Build another premium flyover in an already well-connected district and residents may consider it normal government work. Bring functioning drainage, roads or public transport to a locality that has spent twenty years without them and residents may remember exactly which administration finally delivered. That is not necessarily gratitude in the feudal sense. It is comparison. People remember what existed before and what exists now. The greater the difference, the easier it becomes to associate political leadership with change. This is why development politics can be especially powerful in poorer districts, informal settlements, rural areas and previously neglected urban neighbourhoods. The baseline matters. Moving someone from eight to nine is useful. Moving someone from two to six can be transformative. The second achievement will almost inevitably produce a stronger political reaction. Why the Affluent Voter May Be Harder to Impress This also explains why richer voters may appear politically less grateful for infrastructure. Their expectations are different. A good road is not viewed as a political gift. It is viewed as something their taxes should already provide. Reliable electricity is not extraordinary. It is expected. Clean streets are not considered evidence of exceptional governance. They are a minimum standard. As prosperity increases, voters frequently begin demanding higher-order outcomes: better air quality, efficient regulation, institutional competence, tax rationalisation, quality employment, urban planning and sophisticated public services. The political threshold therefore rises with economic security. That does not make affluent voters ungrateful. It means the state must do more to materially improve their lives because the basic functions of governance have already been achieved. This is another reason Gadkari’s educated-versus-poor comparison may be misleading. He may not be witnessing apathy. He may be witnessing different expectations. The Danger: Development Must Not Become Patronage There is, however, an important distinction that should not be ignored. Citizens are entitled to roads, drainage, water and infrastructure. These are public goods funded by taxpayers. They are not gifts personally bestowed by politicians. Development politics is healthy when voters evaluate performance and reward governments that deliver. It becomes unhealthy when public resources are presented as personal favours requiring permanent political loyalty in return. The difference is between accountability and patronage. A politician should be able to say: “Judge me on what I delivered.” A politician should not be able to say: “I delivered this, therefore you owe me your vote forever.” The former encourages competition between governments to perform better. The latter merely replaces caste patronage or religious patronage with infrastructure patronage. The goal should therefore be a political culture in which delivery earns support — but continued support must continually be earned. What Gadkari Accidentally Got Right Return, then, to Gadkari’s original remark. His sweeping suggestion that educated voters discuss politics but fail to participate is too simplistic. Modern evidence does not justify dividing India neatly between politically active poor citizens and apathetic affluent ones. Nagpur’s own broad turnout patterns do not particularly strengthen that argument either. But buried underneath that questionable explanation is a far more compelling insight. Development does not generate equal political returns everywhere because development does not have equal material value everywhere. A road that merely improves convenience in one neighbourhood may transform access to employment in another. A water connection that is taken for granted in one household may save hours of labour in another. A public hospital that serves as an alternative for one family may be the only healthcare option available to another. Consequently, the voter whose life changes most may remember development most clearly when entering the polling booth. That is the part of Gadkari’s argument worth examining. Not the underworld. Not the red-light district. Not the colourful percentages. The politics of delivery. India Should Pay More Attention to the Development Voter Indian political analysis spends enormous energy studying caste coalitions, religious polarisation, welfare schemes, ideology and leadership personalities. All are important. But somewhere between these categories sits another voter whose importance is frequently underestimated. The development voter. The citizen who knows what the neighbourhood looked like five years ago. The parent who knows whether the road to school improved. The worker who knows whether public transport became easier. The shopkeeper who knows whether infrastructure brought more customers. The family that knows whether water supply became more reliable. These voters do not necessarily abandon identity. They do not necessarily abandon ideology. But performance enters their calculation. And where government intervention produces the greatest improvement in everyday life, performance may enter that calculation with considerably greater weight. That is why the most defensible interpretation of Gadkari’s observation is almost the opposite of the cliché with which he began. The lesson is not that poor Indians vote while educated Indians merely complain. The lesson may be that the electoral return on development rises sharply wherever development changes lives most dramatically. Gadkari may be wrong about educated voters. But on the politics of delivery, he may have stumbled onto something far more important.
