A disturbing video from a government primary school in Uttar Pradesh has once again exposed the humiliating reality hidden behind official claims about welfare, nutrition and good governance. The footage, reportedly recorded at Changapur Primary School in Sitapur district, showed young children sitting with burnt rotis and what appeared to be an extremely watery vegetable preparation. There were also allegations that the milk provided under the school meal programme was inadequate. The images provoked predictable outrage. Questions were raised, officials rushed into action, and punishments followed. The head teacher was suspended, the cook was reportedly removed, and action was initiated against supervisory officials. Such action may have been necessary. Nobody responsible for serving unsafe or visibly substandard food to children should escape accountability. But suspending a teacher and dismissing a cook is also the easiest part of governance. It allows the administration to identify a few convenient faces, announce swift punishment and wait for the public anger to subside. The harder question is not who cooked that particular meal. The harder question is what kind of meal the government realistically expects schools to prepare when the material allocation for a primary-school child is only ₹6.78 per school day. That amount is expected to cover pulses, vegetables, cooking oil, spices, salt and cooking fuel. Foodgrain is supplied separately, which is an important factual qualification. But rice or wheat alone does not produce a balanced, nutritious or dignified meal. Grain does not pay for dal. Grain does not buy vegetables. Grain does not provide oil, seasoning, fuel, milk or protein. And then comes the comparison that the Uttar Pradesh government cannot wish away. The state provides around ₹50 per day for the maintenance of a stray cow under its cattle-care arrangements. For a primary-school child’s lunch, the material allocation is ₹6.78. In Yogi Adityanath’s Uttar Pradesh, a stray cow appears to be worth several times more than a hungry child. ₹6.78 Cannot Buy Nutrition, Quality and Dignity Governments frequently speak about nutritional standards, balanced diets, protein requirements, calorie intake and the importance of keeping children in school. On paper, the midday meal programme is presented as one of India’s most important welfare interventions. It is supposed to improve nutrition, increase attendance, reduce classroom hunger and give children from poor families a better chance of learning. But lofty objectives require realistic funding. What exactly is a school expected to buy with ₹6.78? Prices of pulses, vegetables, edible oil, spices and cooking fuel have all increased over the years. Yet the government expects school authorities and cooks to somehow stretch a few rupees into a meal that is nutritious, safe, varied and appetising. When that impossible arithmetic produces watery dal, thin vegetables or inadequate portions, the same government acts shocked. Officials descend on the school. Notices are issued. Employees at the bottom of the administrative chain are punished. But nobody asks whether the system itself has been designed to fail. A government cannot demand restaurant-level accountability while providing starvation-level cooking money. It cannot prescribe nutrition charts in offices and then ask cooks in village schools to perform miracles with loose change. ₹50 for a Cow, ₹6.78 for a Child The comparison between the cattle-maintenance allowance and the school meal allocation is not perfectly identical. The ₹50 provided for a cow may cover broader upkeep, including fodder and basic care. The child’s ₹6.78 is a material cost supplemented by separately supplied foodgrain. That distinction should be stated honestly. But it does not erase the moral or political question. The Uttar Pradesh government previously recognised that the amount being provided for cattle maintenance was inadequate and increased it. The state understood that rising costs made it difficult to feed and maintain an animal properly. Why was the same urgency not shown for children? Why has there been no comparable political campaign to ensure that every poor schoolchild receives a meal worthy of human dignity? Why is inadequate funding for cattle treated as a crisis demanding correction, while inadequate funding for children is treated as an accounting detail? These are not merely questions about numbers. They are questions about priorities. This Is Not an Argument Against Feeding Cows The government and its defenders may try to portray this criticism as hostility towards cows or animal welfare. That would be dishonest. Abandoned cattle must be fed. They must be sheltered, protected from disease and prevented from wandering onto roads, farms and railway tracks. A civilised society has a responsibility toward animals that depend upon human care. The argument is not that the government should spend less on cows. The argument is that it must spend substantially more on children. Uttar Pradesh is not being asked to choose between feeding a cow and feeding a child. A government with the resources, administrative machinery and political ambitions of Uttar Pradesh should be capable of doing both. But when a cow receives ₹50 and a child’s meal receives ₹6.78 in material support, the government cannot complain when citizens question its sense of proportion. Animal welfare cannot become an excuse for human neglect. Religious symbolism cannot substitute for child nutrition. Budgets Reveal What Speeches Conceal Politicians may deliver endless speeches about children being the future of the nation. They may launch campaigns, print posters and release advertisements celebrating welfare schemes. But budgets reveal priorities more honestly than slogans. The amount a government assigns to a citizen tells us how that citizen is valued within the system. In this case, the message is deeply uncomfortable. The stray cow has become a powerful political symbol in Uttar Pradesh. Its protection receives attention, funding, public announcements and administrative urgency. The hungry child becomes visible only when a humiliating video goes viral. Until then, the child is a number in a register. An attendance entry. A grain allocation. A cooking-cost calculation rounded off to a few rupees. This is what is fundamentally wrong. Compassion has become selective. Visibility has become political. Welfare appears to depend not on vulnerability, but on symbolism. The Convenient Scapegoating of Teachers and Cooks Those who served burnt food or failed to maintain minimum standards must be questioned. But accountability must travel upward, not stop at the school kitchen. Was the full allocation released on time? Did the school receive the prescribed quantity of grain? Were vegetables, pulses, oil and milk actually purchased in the quantities shown in official records? Did attendance numbers match the meals prepared? Were inspections genuinely carried out? Did block-level and district-level officials visit the school, or did they merely sign documents confirming that everything was satisfactory? If funds or supplies were diverted, who benefited? If the allocation itself was inadequate, who designed it? If inspections failed, who supervised the inspectors? Punishing one teacher and one cook may create headlines. It does not reform a broken chain of procurement, supervision and financial accountability. The weakest people in the system must not become human shields for those sitting higher up. Where Did the Money and Supplies Go? The Sitapur incident demands more than disciplinary action. It requires a full audit. The government must examine foodgrain records, daily attendance, ingredient purchases, milk supplies, cooking expenses and inspection reports. Those findings should be placed in the public domain. If the sanctioned supplies reached the school and were misused, the guilty must be punished. If the supplies never arrived, the investigation must move upward. If funds were delayed or reduced, the government must admit it. And if the real problem is that ₹6.78 is simply insufficient to produce a nutritious meal, then the allocation must be revised rather than hidden behind administrative jargon. The government cannot have it both ways. It cannot underfund the programme and then criminalise the people expected to run it. A Midday Meal Is Often a Child’s Main Meal For many children studying in government schools, the midday meal is not a snack. It may be the most substantial meal they receive all day. Its quality affects attendance, concentration, health and the willingness of parents to continue sending children to school. That makes the sight of burnt rotis and watery vegetables more than an embarrassing lapse. It is a betrayal. These children are not asking for luxury. They are not demanding expensive menus or elaborate kitchens. They are asking for edible food. For enough dal. For real vegetables. For milk in the quantity promised. For a meal that does not make poverty feel like punishment. The children eating these meals deserve the same safety, quality and dignity that ministers, officers and politicians would demand for their own families. Yogi Adityanath Must Answer the Real Question The chief minister should not allow this controversy to end with a suspension order. Yogi Adityanath must answer whether he genuinely believes ₹6.78 is enough to provide a nutritious lunch to a primary-school child in present-day Uttar Pradesh. He must explain why his government can independently raise the cattle-maintenance allowance but appears unwilling to make a similarly bold intervention for schoolchildren. The state does not have to wait passively for the Union government. It can increase its own contribution. It can introduce additional support for milk, eggs, fruit, pulses or regionally suitable sources of protein. It can link the meal allocation to inflation. It can make school-wise expenditure and supply records publicly accessible. Strong governance is not measured by how quickly a teacher is suspended after a video goes viral. It is measured by whether the system was properly funded and monitored before the child was handed a burnt roti. Feed the Child, Do Not Merely Punish the Cook The government should immediately revise the material allocation using actual market prices rather than bureaucratic assumptions. The rate should be automatically adjusted for inflation every year. School-wise allocations, menus, supplies and inspection records should be made public. Parent committees should be empowered to inspect food quality and report shortages without fear. Repeated complaints should trigger independent nutritional and financial audits. Cooks should be trained, paid properly and given the resources necessary to do the job expected of them. Most importantly, the state must stop pretending that accountability begins and ends in the kitchen. The cook can only use what the system provides. Children Cannot Remain the Cheaper Obligation The most disturbing part of the Sitapur video is not only what was on the plate. It is what the plate reveals about the value assigned to the child holding it. A state should be judged by how it treats animals that cannot speak for themselves. But it must also be judged by how it treats poor children who have no political influence, no television platforms and no powerful lobby demanding better food for them. Cows deserve care. Children deserve care. The two responsibilities are not enemies. But when a state provides ₹50 for the upkeep of a stray cow and only ₹6.78 toward preparing a primary-school child’s lunch, something has gone fundamentally wrong with its moral balance. The Uttar Pradesh government must not reduce the cattle allowance. It must raise the value it places on its children. Because a government that makes a hungry child its cheaper responsibility has no right to call itself compassionate.
