The External Affairs Ministry has clarified that an Indian passport is primarily a travel document and should not be treated as conclusive proof of citizenship, amid wider discussion over identity documents and eligibility for government services. Passport Not Proof Of Citizenship Officials said passports are issued to Indian citizens, but their core purpose is to enable international travel and establish identity abroad. The clarification comes at a time when questions are often raised about whether documents such as passports, Aadhaar cards or voter IDs can be used as proof of citizenship. The ministry said the passport should be understood as a secure travel document rather than a final citizenship certificate. The clarification is significant because public confusion often arises when travel, identity and citizenship documents are used interchangeably. India Expands Passport Services The government also highlighted major improvements in passport delivery. Processing time has been reduced to as little as five working days in many cases, while applicants now spend less than 45 minutes at Passport Seva Kendras. India’s passport service network has expanded to 545 centres across the country. The government plans to open 20 more Passport Seva Kendras this year and aims to ensure at least one passport facility in every Lok Sabha constituency by 2027. E-Passports And Global Mobility Push The ministry said chip-enabled e-passports have been rolled out nationwide. These passports carry biometric data and security features designed to reduce fraud and improve acceptance at international border checkpoints. Officials also said India has signed 27 mobility agreements with 25 countries to support students, professionals, researchers and workers. Despite growing demand, only about 10% of India’s population currently holds a passport, making wider access a key government priority.
