Matthew Aaron VanDyke did not arrive in India's Northeast with the résumé of an innocent backpacker. The American founder of Sons of Liberty International had already moved through some of the world's most violent theatres, from Libya to Ukraine, before Indian investigators say he travelled through India, entered the restricted areas of Mizoram and crossed illegally into Myanmar. He was not alone. Six Ukrainian nationals formed part of the wider operation, and according to the National Investigation Agency, the group was involved in training Myanmar-based ethnic armed organisations in drone warfare, drone operations, assembly and jamming technology. VanDyke and the Ukrainians were arrested in March, and although the NIA's first chargesheet this month invoked immigration offences rather than UAPA provisions, the agency says its investigation into the larger terror angle remains open. That should already have made this far more than the story of seven foreigners breaking immigration rules. India is building one of its most strategically important connectivity projects through precisely this neighbourhood: the Kaladan Multi-Modal Transit Transport Project, designed to create an alternative route between mainland India and the Northeast. Meanwhile, VanDyke's family has sought urgent American diplomatic intervention, and says US Ambassador Sergio Gor raised his situation with Foreign Secretary Vikram Misri and Secretary of State Marco Rubio. Washington's attention therefore appears to have reached the case. If America wants answers about what India intends to do with VanDyke, India has every right to turn the question around: what exactly was VanDyke doing there, who organised the operation, who financed it and how far up the chain does it go? The Man India Caught Was No Ordinary Tourist VanDyke's background matters. He fought in Libya, became involved in Ukraine and founded an organisation specialising in providing military assistance abroad. According to the NIA investigation, his latest journey took him and the Ukrainian specialists through India and into Myanmar, where ethnic armed groups fighting the junta were allegedly trained in sophisticated drone capabilities. This was not a lecture on consumer quadcopters. The allegations involve drone warfare, assembly, operations and jamming — technologies that have transformed modern battlefields by allowing relatively lightly equipped forces to conduct surveillance, strike targets and interfere with enemy communications. Then there is Maran Tu Awng. One investigative report, citing Indian intelligence officials and VanDyke's alleged interrogation disclosures, identifies this Maryland-based figure of Kachin origin as the man who contacted VanDyke, arranged his recruitment and helped organise the Ukrainian team that travelled towards Myanmar. The same account says VanDyke's organisation was paid millions of dollars for the assignment. If that account withstands scrutiny, Maran becomes at least as important as VanDyke, because the obvious question is no longer merely who carried out the mission. It is who commissioned the man who commissioned VanDyke. The Armed Groups Matter Because India Is Next Door The NIA's latest investigation has linked the foreigners to Myanmar-based ethnic armed organisations including the Chin National Front and the Kachin Independence Army. Other reporting around the case has also examined alleged links involving Arakan forces. These organisations operate in different parts of Myanmar and have their own agendas, alliances and rivalries, but collectively they illustrate how dramatically the country's territorial map has changed. Myanmar today is not a state in which Naypyidaw exercises unquestioned control from one border to another. Armed organisations administer territory, command military formations and increasingly possess technologies once available mainly to conventional armies. For India, the crucial geography is Paletwa. The Arakan Army controls this critical area, and Paletwa happens to sit at the hinge of the Kaladan project. That means the military balance inside western Myanmar is not an academic matter for New Delhi. Every foreign actor helping one faction become stronger, more technologically capable or more territorially entrenched potentially changes the environment through which a strategic Indian corridor must eventually operate. Kaladan Is India's Second Door to the Northeast The Kaladan project is easiest to understand by first looking at India's vulnerability. Much of the Northeast is connected to the rest of India through the narrow Siliguri Corridor, popularly called the Chicken's Neck. India has therefore spent years constructing an alternative approach. Goods can move by sea to Sittwe in Myanmar, travel inland through the Kaladan waterway to Paletwa, and from there proceed along a planned 109-kilometre road to Zorinpui on the Mizoram border. The waterway component has already been completed and inaugurated; the road remains the critical unfinished link. The Government itself identifies Kaladan as a flagship Act East connectivity project. That makes Kaladan much more than a trade route. It is strategic redundancy. A country with one narrow doorway into a large and sensitive region has a vulnerability; a second doorway changes the equation. Kaladan gives India another means of reaching the Northeast while simultaneously improving access towards Myanmar and Southeast Asia. Every kilometre completed therefore reduces the strategic weight placed upon Siliguri. You Do Not Have to Bomb a Corridor to Weaken It Now return to VanDyke. The important question is not whether investigators have discovered him physically planting explosives on the Kaladan road. That is an absurdly narrow way to think about strategic interference. Infrastructure depends upon the political and military environment around it. A corridor passing through territory dominated by competing armed organisations can be delayed, taxed, negotiated over, threatened or rendered commercially unusable without anybody blowing up a bridge. If foreign specialists are increasing the drone and electronic-warfare capabilities of armed actors inside this theatre, India has every reason to examine whether changing the balance of power around its strategic infrastructure formed part of the calculation. Paletwa's significance makes that question unavoidable. Kaladan cannot fulfil its strategic purpose merely because Delhi has constructed concrete and port facilities. India needs the route around them to remain accessible, predictable and sufficiently secure. Follow the Chain Beyond VanDyke This is where the CIA question deserves to be asked without embarrassment. VanDyke appears to have been the field-level operator. Maran Tu Awng is reported as the American-based recruiter and intermediary. Ukrainian military specialists supplied another layer of expertise. Money, drones, travel arrangements and contacts with armed organisations did not organise themselves. Somewhere there was financing; somewhere there was a decision about which forces required which capabilities; somewhere somebody decided that bringing an experienced American conflict operator and Ukrainians into Myanmar was worth paying for. If this was purely a privately financed anti-junta operation, India should know that. If it was supported by American intelligence, India must know that too. The way to settle the question is not by declaring all suspicion illegitimate; it is by following the money, communications, equipment, recruitment chain and command structure. If Maran was an intermediary, who stood behind Maran? If millions were involved, whose millions were they? If the CIA had any role whatsoever, New Delhi should demand to know its objective. Why Would Washington Want Kaladan Complicated? The strategic question is particularly uncomfortable because undermining Kaladan would not cut India's Chicken's Neck. It would do something subtler: it would help preserve India's dependence upon it. Kaladan is valuable precisely because it gives New Delhi another option. A permanently unstable western Myanmar keeps India's second door uncertain and therefore leaves greater strategic weight on the first. What would Washington gain from that? Was India itself the intended target, or would Indian interests merely be collateral damage in a wider American attempt to influence Myanmar's post-junta order? Was the objective to build armed partners against the Myanmar military, counter Chinese influence, establish influence over whichever groups eventually control territory, or preserve American leverage over the political architecture emerging on India's eastern flank? None of these possibilities should be treated casually when an Indian strategic corridor sits inside the same battlespace. Trump Calls Modi a Friend. Who Knew What? Donald Trump repeatedly presents his relationship with Narendra Modi as one of friendship. That makes the political question unavoidable. If an American intelligence agency was involved in an operation capable of affecting such an important Indian interest, did the Trump administration know? If it knew, India deserves an explanation considerably more meaningful than the rhetoric of strategic partnership. If it did not know, another disturbing question arises: how much autonomy did the American intelligence establishment possess to run an operation along the frontier of a supposedly close strategic partner? These are not anti-American questions. They are pro-Indian questions. Strategic partnerships do not require India to surrender its curiosity whenever American interests are involved. Friends explain themselves when their activities collide with each other's national security. Allies certainly do not get a free pass to cultivate military capabilities around infrastructure another country considers strategically vital. Washington Is Asking About VanDyke. India Should Ask About His Mission VanDyke's family has been lobbying Washington for intervention, while reports say his case has reached Ambassador Gor, Secretary Rubio and senior Indian officials. India, meanwhile, still has VanDyke in custody, and investigators have continued questioning him even as the first chargesheet proceeds under immigration law. The terror investigation remains open, which means the story is plainly not over. New Delhi should therefore be asking far more than whether VanDyke possessed the correct permit. What was recovered from his devices? Who paid him? Who supplied the drones? What did Maran Tu Awng organise? Which armed organisations were promised what assistance? Who selected the Ukrainian specialists? What communications led back to the United States? Did any American government agency know of the mission, facilitate it or direct it? Most importantly, has India formally put those questions to Washington? India Deserves Answers Before VanDyke Gets Sympathy Kaladan exists because India understands the danger of depending upon a single narrow geographical connection to its Northeast. It is a project of exceptional strategic importance, built at enormous cost and pursued despite years of instability inside Myanmar. An American conflict operator allegedly entered this theatre through Indian territory and participated in building sophisticated military capabilities among armed organisations fighting inside Myanmar. That alone demands scrutiny far beyond a routine immigration prosecution. Washington may want explanations about VanDyke's detention. India should demand explanations about VanDyke's mission first. Who recruited him, who financed him, who stood behind the intermediaries, what was the ultimate objective, and was the CIA involved? If American intelligence was interfering in a theatre containing infrastructure fundamental to India's strategic security, New Delhi has a duty to confront Washington. India did not spend years building a second door to its Northeast so that any foreign intelligence service could decide who controls the street outside it.
