Canadian Prime Minister Mark Carney has intensified trade negotiations with the United States while warning that Ottawa could retaliate if President Donald Trump’s proposed 50% tariffs take effect on August 19. Canada Intensifies US Trade Talks Carney said Canada would continue pursuing a comprehensive trade agreement before the tariff deadline. However, he maintained that the government had a “full range” of response options available if negotiations failed. Speaking after meeting provincial and territorial leaders in Prince Edward Island, Carney said imposing retaliatory measures before August 19 would be counterproductive. He suggested Washington’s tariff threat could be intended to increase pressure during negotiations. Trump Tariffs Target Canadian Goods Trump has announced an additional 50% tariff on approximately $20 billion worth of Canadian imports, representing about 5% of annual US imports from Canada. The measures would cover products including dairy goods, alcohol, cement, clothing, furniture, wood products and hockey sticks. Energy products, potash, fish and critical minerals are among the major exclusions. The proposed duties would also affect certain goods that previously received tariff-free treatment under the United States-Mexico-Canada Agreement. The USMCA has not expired, but Washington declined to extend the agreement for another 16 years following its scheduled 2026 review. The pact will instead face annual reviews, increasing uncertainty for businesses. Ottawa Keeps Retaliation Options Open Ontario Premier Doug Ford called for Canada to negotiate from a position of strength and raised the possibility of retaliatory measures. However, provincial leaders remain divided over using electricity or critical mineral exports as leverage. Carney said any final agreement must be credible and enforceable. Canada also plans to diversify its international trade relationships and provide support to affected businesses, workers and farmers if the tariffs proceed.
