It was a month in which India's ambitions in space, defence, infrastructure and diplomacy translated into tangible accomplishments. A privately developed Indian rocket successfully reached orbit for the first time. Indigenous defence manufacturing continued its remarkable rise. Advanced missile systems found new international buyers. A new stealth warship entered naval service. India's first hydrogen-powered passenger train became a reality. Major trade and strategic partnerships strengthened the country's economic and geopolitical standing. Taken together, these developments painted the picture of a nation steadily moving up the global value chain, no longer content with being merely a large market but increasingly becoming a producer of advanced technology and strategic capability. Yet ask an average citizen what dominated the headlines throughout July, and the answers are unlikely to begin with Skyroot Aerospace, BrahMos exports or India's expanding strategic footprint. Instead, many would remember images of students clashing with police, activists being removed from protest sites, arguments over compulsory E20 petrol, demonstrations by farmers, disputes over rehabilitation in infrastructure projects and an atmosphere of almost continuous political confrontation. For much of the month, the national conversation revolved less around India's achievements than around the government's handling of public dissatisfaction. That contrast raises an uncomfortable but important question. How did a month that contained so many genuine achievements end up feeling politically defensive? How did the narrative slip away from a government that had objectively delivered significant milestones? The answer, arguably, is not that India lacked achievements. It is that the government allowed avoidable controversies to eclipse them. The Modi government today possesses one of the strongest records of strategic delivery in independent India's history. But increasingly it also displays an equally striking weakness: an inability to distinguish between an attack on its authority and a legitimate grievance from its own citizens. That political deafness is slowly becoming one of the greatest risks to a government that has otherwise demonstrated exceptional administrative capability in many areas. India's Problem Was Never a Lack of Achievement Critics often make the mistake of assuming that acknowledging the government's communication failures requires dismissing its accomplishments. The opposite is true. Any serious assessment of July must begin by recognising that India genuinely had an exceptional month. Skyroot Aerospace's successful Vikram-1 mission was not simply another rocket launch. It marked India's arrival as a serious private-space power. For the first time, an Indian private company independently designed, manufactured and successfully launched an orbital rocket, demonstrating technological capabilities that only a handful of nations have nurtured through their private sectors. This achievement alone would have dominated headlines in many countries for weeks. Defence offered equally significant reasons for optimism. India's indigenous missile programmes moved beyond domestic self-reliance towards becoming credible global export products. The BrahMos and Astra agreements with Indonesia reinforced India's emergence as a supplier of advanced military technology rather than merely a buyer. The commissioning of INS Mahendragiri further strengthened indigenous naval capability while showcasing the growing maturity of India's defence manufacturing ecosystem. Infrastructure and clean energy also produced notable milestones. The launch of India's first hydrogen-powered passenger train demonstrated that Indian Railways was prepared to participate in the next generation of transport technology. Diplomatically, India's engagements across the Indo-Pacific and its trade agreements expanded both strategic influence and economic opportunity. None of these developments were symbolic announcements. They represented years of planning, investment, technological development and institutional execution. Any fair observer would conclude that July was, in objective terms, one of India's stronger months. The tragedy is that very few people are likely to remember it that way. The Administrative State Failed While the Strategic State Succeeded July exposed two very different faces of the Indian state. The first was the strategic state. It plans years ahead. It invests patiently. It develops rockets, warships, missile systems, infrastructure and diplomatic partnerships. It is staffed by scientists, engineers, military planners and long-term policymakers who rarely seek daily headlines. In this sphere, India increasingly performs with remarkable confidence. The second was the administrative state. This is the government that ordinary citizens encounter every day. It manages examinations, consumer policies, rehabilitation programmes, public communication and law-and-order responses. It operates in real time rather than over decades. It requires empathy as much as efficiency and consultation as much as conviction. During July, these two versions of government appeared to exist in entirely different worlds. While one India demonstrated extraordinary competence in building national capability, the other seemed unable to anticipate how ordinary citizens would react to decisions affecting their daily lives. The contradiction could not have been sharper. India looked globally ambitious while simultaneously appearing domestically insensitive. The lesson is not that the government is incompetent. If anything, July proves the opposite. A government capable of producing achievements in space, defence and infrastructure cannot reasonably be described as incapable. The problem lies elsewhere. It is selectively competent but increasingly politically tone-deaf. Real Grievances Were Handed to the Opposition on a Silver Platter Perhaps the government's biggest mistake during July was treating every complaint as though it were merely another political attack. Take the examination controversy. Students demanding accountability over repeated paper leaks and examination irregularities were not inventing imaginary problems. Public confidence in competitive examinations is fundamental to any merit-based society. A government confident in its institutions could have immediately commissioned an independent review, announced transparent reforms, engaged with student representatives and demonstrated that it took the concerns seriously. Instead, the public conversation became dominated by confrontation. Police action replaced dialogue as the defining visual. Regardless of who initiated escalation, the political optics shifted away from reform and towards resistance. The ethanol controversy followed a similar pattern. The broader policy objective deserves support. Reducing crude oil imports, strengthening energy security and creating new income opportunities for farmers are legitimate national goals. Yet governments are judged not merely by the objectives they pursue but by how they implement them. Millions of vehicle owners whose cars were originally designed around lower ethanol blends naturally questioned why they had lost the option of purchasing E10 petrol. Maintaining dual availability during a transition period would not have weakened India's ethanol policy. It would simply have recognised that public transitions require public confidence. Instead, the issue evolved into a debate over whether the government was imposing costs upon consumers without offering meaningful choice. The Ken-Betwa rehabilitation dispute reveals a similar pattern. India undoubtedly needs ambitious infrastructure projects. Large dams, highways and river-linking programmes inevitably require land acquisition. But infrastructure development and humane rehabilitation should never become competing priorities. Proper compensation, transparent consultation and timely resettlement should precede displacement rather than follow public outrage. Even the farmers' concerns over proposed trade arrangements deserved engagement rather than dismissal. Whether those fears ultimately prove justified is almost secondary. Democratic governments strengthen public trust by addressing anxieties before they become political movements. In each of these cases, the opposition did not receive political opportunities by accident. They were handed them. The Government Started Treating Every Complaint as an Attack on Its Authority One explanation for this pattern may lie in the government's own remarkable political journey. Over the past decade, the Modi government has repeatedly faced challenges that genuinely demanded firmness. Cross-border terrorism required decisive responses. Constitutional changes such as the abrogation of Article 370 demanded political resolve. Global crises, geopolitical tensions and the pandemic required strong executive leadership. Success in these confrontations appears to have created an unintended habit. Increasingly, every disagreement is approached with the psychology of a national security challenge. Every criticism becomes a test of authority. Every concession appears to be viewed as weakness. Every compromise risks being interpreted as surrender. That mindset works when confronting hostile states or terrorist organisations. It is far less effective when dealing with students, motorists or displaced villagers. Democratic governance requires governments to distinguish between existential threats and ordinary policy disagreements. Treating both with identical rigidity gradually erodes the political goodwill that strategic successes are meant to generate. Political Opponents Didn't Create Every Grievance—They Simply Connected Them It would be equally dishonest to suggest that the opposition merely responded neutrally to these controversies. Political parties and activist groups recognised an opportunity. Separate disputes involving examinations, ethanol, rehabilitation, farmers and other issues were increasingly woven together into a broader narrative that portrayed the government as fundamentally indifferent to public concerns. This is effective politics. It transforms isolated administrative failures into evidence of a larger governing philosophy. But it succeeds only when the underlying grievances possess credibility. The opposition did not manufacture examination irregularities. It did not invent motorists' concerns about E20 implementation. It did not create disputes surrounding rehabilitation or compensation. What it successfully manufactured was the perception that all these unrelated issues reflected one single characteristic of the government: an unwillingness to listen. That narrative gained strength because the government repeatedly responded in ways that appeared to validate it. A Strong Government Should Know When to Stand Firm and When to Bend One of the greatest misconceptions in modern politics is that flexibility signals weakness. Strong governments should indeed refuse compromise on matters involving national sovereignty, terrorism, constitutional integrity or strategic security. These are areas where hesitation can carry enormous consequences. Administrative implementation is entirely different. Allowing a transition period for fuel choices does not weaken energy policy. Meeting students does not weaken examination reform. Improving rehabilitation does not weaken infrastructure development. Listening to criticism does not weaken authority. In fact, the opposite is often true. Governments that confidently acknowledge implementation gaps while firmly defending their larger objectives usually emerge politically stronger than those that refuse to admit even minor mistakes. The Modi government has accumulated enormous political capital precisely because citizens trusted its ability to take difficult decisions. Political capital exists to solve problems, not to convert every policy disagreement into a prestige battle. July Should Have Been Remembered for Skyroot, Not Street Battles Perhaps the saddest aspect of July is that the government's greatest achievements became victims of its own political handling. Skyroot's Vikram-1 mission should have dominated the national imagination. India's growing defence-export capability should have generated widespread discussion about the country's technological transformation. Indigenous naval construction, hydrogen rail technology and expanding global partnerships collectively represented the story of an India becoming more capable, more confident and more influential. Instead, each fresh controversy pushed those accomplishments further down the public agenda. Governments often complain that the media prefers conflict over achievement. There is some truth in that observation. Conflict naturally attracts attention. But governments also possess considerable influence over whether manageable disputes become prolonged confrontations. The most effective political communicators understand that resolving small grievances early prevents larger narratives from taking shape. By allowing relatively contained issues to escalate into prolonged controversies, the government unintentionally helped bury its own accomplishments beneath daily political drama. The Greatest Threat to This Government Is Not the Opposition—It Is Political Deafness The Modi government enters the second half of its third term with extraordinary achievements already behind it. Few governments anywhere can point to comparable advances across infrastructure, defence, digital governance, manufacturing and strategic diplomacy within such a short historical period. Ironically, its greatest vulnerability no longer appears to be a resurgent opposition. It is an increasingly rigid political instinct that mistakes responsiveness for weakness. Citizens rarely expect governments to be perfect. They do expect governments to listen. A confident administration should be capable of simultaneously defending ethanol blending while accommodating owners of older vehicles. It should be capable of pursuing ambitious infrastructure while ensuring dignified rehabilitation. It should be capable of rejecting unreasonable political demands while still engaging sincerely with students seeking accountability. The choice is not between strength and sensitivity. The strongest governments understand that the two reinforce each other. If July 2026 is ultimately remembered more for protests than for rockets, warships and technological breakthroughs, it will not be because India failed. It will be because a government that demonstrated remarkable vision in building the nation showed surprisingly little imagination in listening to the people it was building it for.
