Japan has launched a National Intelligence Bureau to centralise security intelligence and improve coordination among government agencies amid growing concerns over espionage, cyberattacks and regional threats. Japan National Intelligence Bureau Launched The bureau began operating on July 31 after Japan’s Parliament approved the necessary legislation in May. It replaces and upgrades the Cabinet Intelligence and Research Office, which previously coordinated intelligence work from within the Cabinet Secretariat. The new organisation will initially employ about 700 personnel and consolidate information collected by the foreign and defence ministries, National Police Agency, Public Security Intelligence Agency and other government bodies. Kazuya Hara, an experienced public-security official who previously served as Japan’s Cabinet intelligence director, has been appointed to lead the bureau. Centralised Intelligence System Strengthens Coordination The bureau will serve as the secretariat of the newly established National Intelligence Council, chaired by Prime Minister Sanae Takaichi. The council will assess intelligence concerning national security, terrorism, foreign interference and influence operations. The reform is intended to reduce fragmentation across Japan’s intelligence network and provide the government with a more comprehensive assessment of emerging threats. The bureau can also direct ministries and agencies to provide relevant intelligence. However, it is primarily a coordination and analysis body rather than a standalone overseas espionage service comparable to Britain’s MI6 or the United States’ CIA. Japan Plans Wider Intelligence Reforms Tokyo is separately considering the creation of a dedicated foreign intelligence agency and stronger legislation targeting espionage. An expert panel is expected to examine both proposals. Japan has faced growing security challenges involving China, Russia and North Korea, alongside concerns about cyber intrusions and attempts to obtain sensitive technology. Opposition parties and civil-liberties groups have sought safeguards against political surveillance and privacy violations. Parliament adopted a supplementary resolution calling for political neutrality and protection of personal information.
