Jammu Kashmir transformation since 2019

PM Modi has said Jammu and Kashmir and Ladakh have undergone significant changes since Articles 370 and 35A were repealed in 2019. Marking the seventh anniversary of the decision, he described the constitutional change as the beginning of a decisive new chapter for both Union Territories. PM Modi on Article 370 PM Modi said the repeal enabled the Indian Constitution to apply fully across Jammu and Kashmir and Ladakh. He maintained that the change expanded security, dignity and opportunities for women, young people, tribal communities and other marginalised groups. The prime minister also highlighted progress in infrastructure, education, healthcare and investment. He said the government would continue working to fulfil the aspirations of residents across both regions. Jammu Kashmir Transformation Since 2019 On August 5, 2019, Parliament approved the effective removal of Jammu and Kashmir’s special constitutional status. Article 35A, which had empowered the former state to define permanent residents and provide them with specific rights, also ceased to operate. The former state was subsequently divided into the Union Territories of Jammu and Kashmir and Ladakh. The Centre has consistently argued that the changes improved national integration, extended central laws and welfare benefits, strengthened local governance and created new development opportunities. The Supreme Court upheld the constitutional changes in December 2023. Article 370 Debate Continues The seventh anniversary also highlighted continuing political differences over the decision. Jammu and Kashmir Chief Minister Omar Abdullah said the wounds caused by the abrogation had not healed and renewed his demand for political redress. The National Conference, Peoples Democratic Party and Congress held demonstrations against the 2019 move. Restoration of full statehood to Jammu and Kashmir remains a major regional demand. Jammu and Kashmir now has an elected assembly and government but continues to function as a Union Territory. Ladakh remains a separate Union Territory without a legislature.
