For hundreds of families across India and elsewhere, the catastrophe unfolding along the Nepal–Tibet border is not a satellite image, a casualty figure or another breaking-news notification. It is a silent telephone. It is a WhatsApp message that remains unread. It is the photograph of a husband, wife, parent, sibling or friend whose whereabouts have been unknown since the Bhotekoshi flash floods tore through the border region. Some relatives of missing Indian tourists have now travelled to Kathmandu themselves, unwilling to sit hundreds or thousands of kilometres away waiting for another vague official update. Others have formed WhatsApp groups to pool whatever information they can find. They are exchanging names, emergency telephone numbers, last-known phone locations, immigration details and snippets of information gathered from tour operators, police officers and rescue personnel. Several relatives who spoke with Bharat Pulse News described an increasingly agonising search for information. They have contacted helplines, embassies, government departments, tour operators and local authorities repeatedly. Yet for many of them, the most basic question remains unanswered: Where are our loved ones? Nepal's own August 27 tourist list identified 178 Indian nationals as out of contact following the Bhotekoshi flood. The document records all 178 as unresolved at the time it was issued. The terminology matters: “out of contact” does not establish that every one of those people is physically missing or dead. But these are not abstract estimates either. They are named individuals, identified through passport details and tour operators. The scale of the disaster is enormous. Nepalese security forces are confronting destroyed roads, washed-away bridges, unstable mountainsides, damaged tunnels and communities cut off from normal access. China is simultaneously battling devastation on the Tibetan side and has issued fresh warnings of further flooding. Nobody should underestimate what the rescuers themselves are confronting. But neither should that become an excuse for a fragmented international response. When hundreds of people remain unaccounted for and families are staring at phones that stopped transmitting days ago, governments simply cannot afford to spend precious time playing bureaucratic and diplomatic chess. Families Are Having to Become Investigators Among the Indians travelling through Richa Treks was a smaller trekking group from Mumbai and other parts of Maharashtra associated with Hills and Trails, led by Dr Milind Chitaley. The Nepalese list independently records Milind Purushottam Chitley as an Indian traveller with Richa Treks. Janhavi Milind Chitley is also listed with the same operator. Relatives interviewed by Bharat Pulse News say several families used phone-location services to track their loved ones during the crucial period before contact was lost. According to those accounts, multiple devices belonging to members of the wider group were showing locations on the Nepal side of the immigration-terminal area at approximately 8:10 am to 8:20 am Nepal time on the morning of the catastrophe. After that, the phones went silent. There is also a separate account from the tour side placing members of the wider Richa group around the customs and immigration zone towards the Tibetan side. Both versions should be reported and investigated. They are not necessarily mutually exclusive in a sprawling border-processing area where travellers may have been moving between checkpoints when disaster struck. What is disturbing is that families themselves are having to reconstruct this timeline. Governments possess immigration databases. They have border-crossing records, passenger information, official communications between agencies and considerably greater access to satellite and telecommunications data than desperate relatives sitting in WhatsApp groups. Families have screenshots. And yet, days after the disaster, some of those screenshots remain among the clearest clues they possess. Nepal Has Released Names, But Families Need Much More Nepal deserves credit for releasing significant person-level information. Its authorities have published lists containing names, nationalities, passport details and travel operators for people who could not be contacted. That transparency matters. Families need exactly this kind of information because aggregate figures tell them very little. Knowing that hundreds of people are missing across a disaster zone does not tell a woman in Mumbai whether her husband crossed the border. It does not tell a son in Pune whether his mother was evacuated. It does not tell relatives whether somebody was at the terminal, on the road, inside a tunnel or already across into Tibet. China has released information about the scale of the disaster, rescue operations and the dangers facing the Gyirong area. Chinese rescuers have also succeeded in reaching the terminal zone from their side. But what families desperately need now is a comparable individual accounting: which foreign travellers entered Chinese territory, who cleared immigration, who was present around the border complex, who has subsequently been located and who remains unidentified. This is where the information gap becomes unbearable. For governments, the difference between 500 and 600 missing people may be an operational statistic. For every family, the only number that matters is one. The Nepal-Side Immigration Terminal Remains Crucial Bharat Pulse News has spoken with relatives who travelled to Kathmandu searching for answers. According to those families, local Nepal Army and Police sources told them that Nepalese rescue teams had still not physically reached the devastated immigration-terminal area from the Nepal side on the ground. The information shared with families indicated that efforts over that particular location had so far depended on aerial reconnaissance, including helicopters and drones searching for signs of survivors. Chinese rescue teams, meanwhile, have reached the terminal area from their side. That difference is enormously important because multiple relatives say last-known phone locations placed their family members around the Nepal-side immigration area shortly before contact vanished. It also makes one thing abundantly clear: this is not the moment to ration rescue manpower. Do Not Blame the Nepal Army for Being Overwhelmed The criticism must be directed at the right place. It would be deeply unfair to attack Nepal's soldiers, police officers, pilots and disaster-response personnel for struggling to cover a calamity of this magnitude. These people are already operating in conditions that would overwhelm the emergency services of far wealthier countries. Bharat Pulse News has also spoken with personnel involved in the disaster response, including NDRF personnel in Nepal. The picture that emerges is not one of rescuers unwilling to act. It is of personnel trying to do everything possible while confronting a vast, dangerous and constantly changing disaster zone. Nepal's Army is brave. Its rescue personnel are stretched. Those two statements are perfectly compatible. Bravery does not create another helicopter. Courage does not create another engineering team. Patriotism does not manufacture tunnel-rescue equipment or another hundred trained rescuers. When your own people are working themselves to exhaustion, accepting reinforcements is not weakness. It is common sense. Nepal Should Never Have Hesitated Over Foreign Help This is where the political leadership deserves scrutiny. Nepal initially maintained that its own rescuers were capable of handling search-and-rescue operations and that foreign rescue teams would not be allowed. That position did not survive long. Following mounting diplomatic pressure from countries whose nationals are among the missing, Kathmandu subsequently reversed course and agreed to seek limited foreign expertise, including assistance in areas such as tunnel rescue, DNA testing and forensic examinations. That reversal was welcome. But it inevitably raises a difficult question: why was there hesitation at all? A national government facing catastrophe understandably wants to retain control of operations within its territory. Nobody is suggesting that Nepal surrender command of its rescue mission. But control and cooperation are not opposites. Nepal can command the operation while Indian NDRF teams, Chinese specialists, Australian forensic experts, South Korean rescuers and other international teams work under clearly defined Nepalese coordination. Prime Minister Shah's government should judge every credible offer of assistance through one question: Will this help us find people faster or make the operation safer? If the answer is yes, diplomatic pride should end there. India Offered Additional NDRF Capability India has not merely issued statements of sympathy. New Delhi has offered personnel, equipment and specialist assistance, including additional NDRF capability. At a time when Nepal's own forces are visibly stretched across an enormous disaster zone, that assistance should be welcomed wherever it can make a practical difference. The question is not whether Nepal's rescuers are competent. They plainly are. The question is why any government confronting a disaster of exceptional magnitude would voluntarily limit the number of trained rescuers available to it. When lives may still be recoverable, every hour spent debating permissions becomes harder to defend. The relatives waiting in Kathmandu do not care whether the person reaching their loved one wears the insignia of the Nepal Army, India's NDRF or an international rescue organisation. They want somebody to reach them. China’s Fresh Flood Warning Makes the Situation Even More Dangerous The rescue operation is not taking place in a stable post-disaster environment. China issued another warning on Friday as authorities monitored a dangerous barrier lake and the possibility of further flooding through the already devastated border corridor. That means rescuers are not simply searching yesterday's wreckage. They are doing so while unstable terrain, continuing rainfall and the possibility of another surge threaten the same areas they need to enter. The implications should be obvious. A renewed flood threat is not an argument for restricting international assistance. It is an argument for more specialist assistance. Flood-rescue teams, geologists, engineers, high-altitude specialists, drone operators, communications experts and search personnel may all be needed simultaneously. Nepal's forces cannot be expected to conjure unlimited specialist capacity from nowhere. The United Nations Should Step Up This disaster now involves missing citizens from numerous countries and two sides of an international border. That is exactly the kind of humanitarian emergency in which the United Nations and established international search-and-rescue mechanisms should become more visible. The UN need not take control away from Nepal. Nor should it. What it can do is help coordinate international teams, specialist equipment, forensic capabilities and logistical support so that Nepalese commanders are reinforced rather than burdened. There is a basic principle here that should transcend politics: Nepal does not need the world to take over. Nepal needs the world to reinforce the brave people already doing the rescuing. Countries routinely coordinate far more complicated military deployments, multinational exercises and strategic operations. Surely the international system can organise itself when hundreds of civilians are missing beneath mud, rubble and destroyed infrastructure. Governments Must Stop Playing Bureaucratic Chess This catastrophe has exposed an ugly tendency in international disaster response. Governments instinctively think in terms of borders, jurisdictions, diplomatic permissions, sovereignty and protocol. Families think in terms of minutes and hours. That difference matters. A trapped survivor does not care which ministry approved the rescuer approaching him. A woman waiting beneath debris does not care whether the rescue team arrived under a bilateral agreement, a UN mechanism or an emergency waiver. And parents waiting beside a silent telephone certainly do not care which government won an argument about jurisdiction. There will be plenty of time later for diplomatic posturing. There will be time to investigate whether flood warnings were adequate, whether border infrastructure was properly protected, whether evacuation plans were sufficient and whether decisions taken during the first crucial hours slowed the response. Right now, the only acceptable priority is finding people. Anything else is bureaucratic chess played with human lives. Shame on Leaders Who Put Politics Before Rescue It is difficult to avoid a broader conclusion. The international community can mobilise extraordinary resources almost overnight when strategic interests are threatened. Aircraft move. Troops move. Intelligence assets move. Governments coordinate around the clock. Yet when ordinary tourists, pilgrims and local residents disappear into one of the most destructive natural disasters in the region, the world suddenly rediscovers procedure. Permissions have to be negotiated. Offers have to be considered. Responsibilities have to be divided. Diplomatic sensitivities have to be managed. Shame on any leadership that allows those considerations to outrank the rescue window. This criticism is not directed only at Nepal. Every country with citizens missing has an obligation to push harder for information, offer usable assistance and cooperate without turning tragedy into geopolitics. China needs to provide the clearest possible accounting of foreign nationals who reached its side. India must continue offering every capability that could realistically help. Nepal must accept whatever additional assistance its operational commanders can effectively absorb. And the United Nations should help make that cooperation easier. Stop Counting the Missing and Start Finding Them The families understand that the eventual news may be terrible. They have seen the images. They know the destructive power of what swept through the border corridor. They are not asking governments to manufacture hope where none exists. They are asking for something much more fundamental: the truth. Did their loved ones cross immigration? Where exactly were they when the flood struck? Was their last-known phone location searched? Have Chinese rescuers found anything at the terminal? Have unidentified survivors been recovered? Have bodies been found that still require identification? Has every accessible location been searched on the ground? And perhaps most painfully: was every available rescue resource actually used while there was still time? Those questions should haunt governments until they are answered. Nepal's August 27 records alone placed 178 Indians out of contact after the disaster. Behind every entry is a family refreshing WhatsApp, calling another number and wondering whether the person they love is somewhere waiting to be found. The Nepal Army and emergency services do not need politicians protecting their pride. They need reinforcements. Families do not need another carefully worded diplomatic statement. They need answers. And if there is even one person still alive somewhere beneath the devastation, then every government involved has one overriding duty: Stop playing bureaucratic chess and start finding them.
