There is something striking about the public reaction to Tukaram Mundhe in Maharashtra. He is not a film star, cricketer or politician walking into a rally. He is a serving IAS officer heading Maharashtra's Food and Drug Administration. Yet recent public appearances have seen people greet him with the kind of applause normally associated with celebrities. That reaction has followed an aggressive FDA enforcement drive covering food adulteration, hygiene violations, unsafe eateries, misleading food products and other issues that directly affect ordinary families. Restaurants, dairies, food businesses and other establishments have come under scrutiny, while the department has also pushed action around school food environments, product standards and regulatory transparency. Some individual actions will inevitably be challenged. Businesses deserve due process, regulators must remain proportionate and courts should intervene whenever administrative power is exercised incorrectly. But the larger public response is impossible to ignore. People are not cheering paperwork. They are cheering what they perceive as something increasingly valuable in public administration: an officer willing to enforce rules without first calculating who might be inconvenienced. And that applause carries a message far beyond Maharashtra. Dear Indian bureaucrats, look at those crowds. They are reminding you that honest, fearless public service can still earn something political connections, prestigious postings, money and power cannot manufacture: genuine public respect. Mundhe's Popularity Is Not Just Celebrity Worship It would be easy to dismiss Mundhe's following as another social-media phenomenon. India loves tough-officer stories. Raid videos travel quickly. Dramatic enforcement earns attention. Social media naturally rewards visible action. But Mundhe's reputation predates his current FDA assignment. Across earlier postings, he acquired an image of administrative toughness, repeated confrontation with entrenched interests and a willingness to accept transfers rather than quietly adjust himself to the system. What makes the FDA assignment particularly powerful is its proximity to everyday life. Everyone buys milk. Everyone eats outside occasionally. Families purchase paneer, packaged food and groceries. Parents worry about what their children consume. Food safety is not an abstract policy discussion. It enters the kitchen. So when citizens suddenly see a regulator taking enforcement seriously, the reaction becomes immediate. And underneath that reaction lies an uncomfortable question: If the rules could be enforced today, why were violations tolerated yesterday? India Does Not Hate Bureaucracy. India Hates Indifference There is a mistaken belief that Indians automatically dislike bureaucrats. They do not. Indians repeatedly show enormous affection for officers whom they believe are sincere, accessible and willing to act fairly. What citizens dislike is administrative indifference. The unanswered complaint. The mysteriously delayed file. The illegal construction everyone can see except the department responsible for stopping it. The influential establishment that somehow escapes inspections. The officer who has authority but permanently explains why nothing can be done. Then an officer arrives and suddenly something can be done. That is when admiration begins. Mundhe is not the first Indian officer to experience this. T.N. Seshan Proved That Rules Become Powerful When Someone Enforces Them Perhaps the greatest historical example remains T.N. Seshan. The Election Commission existed before him. Electoral laws existed before him. The Model Code of Conduct existed before him. Yet when Seshan became Chief Election Commissioner in 1990, the institution suddenly acquired teeth. He aggressively asserted the Election Commission's authority, confronted political parties, tightened enforcement and made election rules part of everyday national conversation. His methods were sometimes abrasive and politically controversial. But citizens understood the larger transformation. Here was an officer behaving as though rules were rules rather than polite suggestions. More than three decades later, Indians still remember Seshan. That is an extraordinary legacy for a bureaucrat. He demonstrated something that remains relevant to Mundhe today: institutions sometimes do not need another committee, another slogan or another announcement. They need someone willing to use the authority already available. Kiran Bedi Made Enforcement Visible Kiran Bedi represented another version of this phenomenon. As India's first woman IPS officer, she became one of the country's most recognisable public servants through highly visible policing and later prison administration. Her career eventually moved into activism and politics, and her record attracted both admiration and criticism. But long before that, Bedi demonstrated how an officer could become a household name simply because citizens associated that officer with direct enforcement. The lesson was not that every officer should copy her style. The lesson was that authority becomes meaningful when citizens can actually see it being exercised. A police uniform, government designation or statutory power does not automatically command respect. Action does. Ashok Khemka Demonstrated the Price of Saying No If Mundhe represents the reward that sometimes accompanies bureaucratic courage, Ashok Khemka represents its cost. Khemka retired after a career marked by an extraordinary number of transfers and repeated disputes involving politically sensitive administrative decisions. Over time, he became nationally associated with the image of an officer willing to question powerful interests even when doing so appeared professionally inconvenient. Not every controversy involving a bureaucrat can be reduced to a simple battle between one honest officer and an entirely corrupt system. Administration is more complicated than that. But public perception matters. And Khemka became a symbol of something ordinary Indians immediately understand: the officer who keeps saying "no" when saying "yes" would probably make his career much easier. Now consider the contrast. How many bureaucrats who occupied comfortable offices during those same decades can ordinary citizens name today? Very few. People remember Khemka. That cannot be awarded through promotion. Durga Shakti Nagpal Showed Why Citizens Rally Around Officers Who Take Risks Durga Shakti Nagpal's national prominence demonstrated another pattern. While serving in Gautam Buddh Nagar in Uttar Pradesh, she became associated with action against illegal sand mining. Her suspension in 2013 triggered a major political controversy and widespread public support. The government offered its justification for the suspension. Her supporters argued that the broader context was her crackdown against entrenched mining interests. The dispute became politically charged. But the public reaction revealed something important. Indians understand that illegal mining, land rackets and similar activities rarely survive because nobody noticed them. They survive because networks develop and enforcement becomes weak, selective or compromised. So when citizens see an officer confronting such an ecosystem and then apparently suffering professionally, admiration often intensifies. They are not merely applauding enforcement. They are applauding the willingness to accept consequences for enforcing the law. Shivdeep Lande Showed How Deep Local Admiration Can Become IPS officer Shivdeep Lande developed a strong grassroots following during postings in Bihar because of his image as an accessible, tough and highly visible police officer. His popularity demonstrated that bureaucratic admiration does not need to become a national television phenomenon. Across India, citizens remember individual district collectors, municipal commissioners and police officers long after those officers leave. They remember the SP who made neighbourhoods feel safer. They remember the municipal commissioner who cleaned up a city. They remember the collector who actually answered complaints. They remember the officer who challenged something everyone else had accepted as untouchable. Lande later entered politics, but the admiration he commanded as an officer illustrates an important distinction. Citizens can respect an administrator without viewing that person through a party lens. That makes such respect unusually powerful. The Bureaucratic Incentive System Often Encourages Caution This is where Mundhe's popularity becomes especially important. Civil servants operate inside political and administrative systems. Postings matter. Transfers matter. Departmental relationships matter. Political relationships matter. Nobody has to explicitly order an officer to become timid. The system can teach timidity indirectly. An officer learns which decision caused problems for a predecessor. Which businessman knows which politician. Which inspection would create unnecessary trouble. Which file should perhaps move slowly. Which issue is better handled after transfer. Eventually caution becomes habit. And habit becomes administrative paralysis. The public reaction to Mundhe creates a different incentive. It tells bureaucrats that another constituency exists beyond ministers, senior officials and transfer boards. The citizen. The citizen cannot guarantee your next posting. But the citizen can determine how your career is remembered. Dear Bureaucrats, Look Carefully at That Applause Imagine being a young IAS probationer watching crowds applaud Mundhe. That moment contains a lesson no training manual can fully teach. Many officers enter public service with enormous idealism. They speak about improving schools, cleaning cities, fighting corruption, fixing administration and changing lives. Then reality arrives. Hierarchy. Files. Budgets. Political pressures. Resistance. Transfers. Some officers gradually reduce their ambitions. Perhaps that is understandable. But Mundhe's reception reminds them that another version of the career remains possible. It may not be comfortable. It may involve conflict. It may occasionally involve mistakes. But it can matter. A Prestigious Posting Is Temporary Indian bureaucracy places enormous importance on postings. Who became municipal commissioner? Who got finance? Who became chief secretary? Who received the prestigious central assignment? Inside administrative circles, these questions naturally matter. Outside them, they disappear quickly. Ask ordinary citizens to name bureaucrats who enjoyed powerful postings twenty years ago. Most cannot. Ask them about T.N. Seshan and many still remember. The government residence eventually has to be vacated. The official car eventually disappears. The designation changes. The staff moves on. The politician whose confidence once determined your career eventually leaves office too. Then what remains? Your reputation. The stories people tell about what you did while authority was temporarily placed in your hands. Political Proximity Can Buy Access, Not Admiration Bureaucrats and elected governments must work together. Ministers possess democratic legitimacy; civil servants implement policy. There is nothing wrong with an officer enjoying the confidence of political leadership. The danger begins when competence becomes indistinguishable from convenience. An officer who never objects may enjoy an excellent posting. An officer who always tells powerful people what they want to hear may accumulate influential friends. But none of that guarantees respect. You cannot transfer yourself into public affection. You cannot lobby for integrity. You cannot arrange a standing ovation through government procedure. Public admiration operates differently. It has to be earned. India Does Not Need Celebrity Bureaucrats There is an important caution here. India should not create a bureaucracy obsessed with social-media popularity. Officers do not need to become influencers. Good administration is frequently boring. An excellent civil servant may quietly improve procurement, digitise files, speed up approvals, clean databases or redesign workflows without appearing in a single viral video. Aggressive enforcement is also not automatically good governance. Officials must respect law, evidence, proportionality and due process. The goal should therefore never be: How do I become famous like Tukaram Mundhe? The correct question is: Am I using the authority entrusted to me seriously and fairly? If public respect follows, let it be the consequence. Never the objective. Perhaps LBSNAA Should Show Young Officers These Crowds There is a lesson here for India's civil-service academies. Teach young officers administration, law, economics and policy. But also show them Seshan. Show them Khemka. Show them Nagpal. Show them the public following Bedi and Lande once commanded as officers. And now show them the crowds cheering Mundhe. Then show them the other side too. Transfers. Political conflict. Court challenges. Criticism. Administrative mistakes. The lesson should not romanticise bureaucratic rebellion. It should simply remind young officers that integrity is sometimes expensive, but it is rarely invisible. One Good Officer Can Change How People See an Entire Institution Perhaps one of Mundhe's biggest achievements is that ordinary people are now discussing the Maharashtra FDA itself. Departments that usually appear faceless suddenly become visible when citizens believe someone is operating them seriously. Seshan changed how Indians perceived the Election Commission. Popular municipal commissioners have changed how cities perceive civic bodies. Effective police officers can alter an entire district's relationship with law enforcement. Institutions are ultimately more important than individuals. But strong individuals can remind citizens what institutions were always capable of becoming. Transfers Fade. Public Respect Doesn't An officer may lose a posting tomorrow. A transfer order may arrive. A minister may become irritated. A powerful businessman may complain. A bureaucratic colleague may consider the officer unnecessarily difficult. All these things feel enormous while they are happening. Twenty years later, many will be forgotten. Reputation often survives longer. That is why Indians still remember Seshan. It is why Khemka's transfers became part of his public identity. It is why Durga Shakti Nagpal became nationally recognised. And it is why crowds today are cheering Tukaram Mundhe. Dear Indian Bureaucrats, Watch That Applause Carefully Mundhe's popularity should not become merely another passing internet craze. It should become a case study. Not because every decision he takes deserves automatic applause. Not because every officer should imitate his personality. And certainly not because India needs bureaucrats chasing fame. The lesson is much simpler. People still care. They notice when government works. They notice when rules suddenly apply to people who previously appeared untouchable. They notice when an officer appears willing to accept professional discomfort rather than transfer that discomfort onto citizens. And when they believe somebody is genuinely working for them, they respond. So every young IAS officer, IPS officer, state-service officer and government employee wondering whether honest work is worth the trouble should look carefully at those crowds. Political proximity may secure a posting. Silence may protect a career. Power may provide privilege. But none of those things can manufacture what Tukaram Mundhe appears to have earned: public respect. T.N. Seshan earned it. Kiran Bedi experienced it. Ashok Khemka earned it despite the professional turbulence surrounding his career. Durga Shakti Nagpal experienced it when citizens rallied around her. Shivdeep Lande experienced it on the streets of Bihar. And today Mundhe is experiencing it in Maharashtra. That should inspire India's bureaucracy. Because the crowds are reminding every public servant of something the system can sometimes make them forget: Your posting is temporary. Your designation is temporary. Your power is temporary. Your reputation need not be.
