India has become accustomed to learning the names of terrorists after tragedy has already struck. A bomb goes off, civilians are killed, policemen fall in the line of duty, television channels begin flashing photographs of the mastermind, and only then does an obscure handler become a household name. By that stage, however, the country has already paid the price for recognising the threat too late. The Shahzad Bhatti story appears to offer a very different example, because Bhatti is still hardly a name most Indians would recognise, yet the Union Home Ministry says security agencies have dismantled an ISI-backed network associated with him through an operation spanning 14 states, involving 253 detentions, more than 200 arrests and over 80 FIRs. At first glance, that creates an obvious question. If Shahzad Bhatti was such an important terror figure, why had most Indians never heard of him? Perhaps because the security establishment did exactly what we should expect it to do. There is an old Marathi saying, “बाळाचे पाय पाळण्यात दिसतात” — the signs of what a child may become can often be seen while still in the cradle. The argument is not that Bhatti had already become another Masood Azhar or Hafiz Saeed. He clearly had not. The point is that the signs of where his network appeared to be heading were becoming increasingly difficult to ignore. India did not wait for Bhatti to become famous through Indian blood. Shahzad Bhatti Was Already Moving Beyond Gangsterism Bhatti’s story is unusual because he does not appear to have emerged from the conventional hierarchy of a large ideological terrorist organisation. Indian investigators initially identified him primarily as a Pakistan-based gangster with a strong social-media presence. Over time, however, the nature of the allegations surrounding him became considerably more serious. Agencies increasingly began describing Bhatti as a terror handler involved in recruiting Indians, coordinating weapons movement, directing reconnaissance and facilitating attacks from abroad. Investigations also began examining links between his network and organisations such as Tehreek-e-Taliban Hindustan, while other cases pointed towards cooperation with extremist and criminal networks. This is what makes the case significant. Organised crime, social-media recruitment, espionage and terrorism appear to have begun overlapping. A gangster’s ability to attract young followers can become a recruitment mechanism. Criminal arms routes can become terror logistics. Extortion networks can provide financing channels. Local criminals can be converted into reconnaissance agents, weapons couriers or attackers. Once those functions begin converging, the distinction between gangsterism and terrorism becomes increasingly meaningless from a national-security perspective. The Warning Signs Were Already There Bhatti’s alleged record is not based merely on vague intelligence warnings or anonymous claims. The National Investigation Agency has formally pursued him in multiple terror cases. In March 2025, a grenade was thrown at the residence of social-media personality Navdeep “Roger” Sandhu in Jalandhar, and the NIA subsequently chargesheeted Bhatti in connection with the conspiracy. In November 2025, a grenade attack targeted the Women Police Station in Sirsa, Haryana, and Bhatti was again among those chargesheeted by the NIA. Then came the January 2026 Baldev Nagar Police Station case in Ambala, where an IED was planted in a vehicle. Bhatti was among eight accused later chargesheeted by the NIA. These are not allegations involving somebody merely posting threatening videos from abroad. Grenades had entered the picture. IEDs had entered the picture. Police installations had entered the target list. The warning signs were no longer theoretical. From Individual Cells To A 14-State Footprint The most significant feature of the Home Ministry’s announcement is therefore not any single attack attributed to Bhatti, but the scale of the network that authorities say they uncovered. The August operation involved 253 detentions across 14 states, while the government says more than 200 arrests and over 80 FIRs have cumulatively been associated with the network. Taken individually, many of those cases may initially have appeared to involve local criminals, isolated terror suspects, weapons couriers, reconnaissance operatives or people maintaining contact with handlers abroad. The intelligence achievement lies in determining whether those apparently disconnected dots formed part of a larger structure. A terror network does not suddenly become dangerous on the morning of a spectacular attack. It becomes dangerous months or years earlier, when someone recruits, someone transfers money, someone identifies a target, someone photographs a police installation, someone stores a weapon, someone provides accommodation and somebody else eventually carries out the attack. The explosion is merely the final stage of a process that has often been developing quietly beneath the surface. If Indian agencies have indeed disrupted such a process across 14 states, the significance of the operation should not be measured by how famous Bhatti already was. It should be measured by what may have been prevented. The Best Terror Attack Is The One That Never Happens Counter-terrorism suffers from an unusual problem: failure is spectacular while success is largely invisible. When agencies fail, India sees burning vehicles, grieving families, funerals, photographs of dead policemen and television debates demanding to know why intelligence warnings were missed. When agencies succeed, none of that happens. There is no blast, no body count and no horrifying CCTV footage replayed for days. Precisely because nothing happens, the public can sometimes underestimate the achievement. That is backwards. The ideal counter-terror operation does not punish terrorists only after they have murdered Indians; it prevents them from reaching that stage in the first place. India does not need another terrorist celebrity whose name becomes nationally recognisable because hundreds of Indians had to die before the state understood the danger. If Bhatti’s network was expanding in the manner alleged by the Home Ministry, then clipping its wings before it matured is far preferable to writing heroic accounts of retaliation after a massacre. Credit Where It Is Due The Home Ministry and India’s security establishment deserve recognition for this operation if the cases now progressing through investigation and prosecution substantiate the network described publicly. The NIA has been pursuing Bhatti-linked cases, Delhi Police’s Special Cell has investigated alleged recruitment modules, and state ATS units and police forces across several regions have carried out arrests and searches. Connecting these cases into a national picture would have required intelligence sharing, digital forensics, surveillance, financial investigation and coordination across jurisdictions. India’s internal-security architecture has often been criticised whenever agencies failed to communicate with one another. When a multi-state operation instead suggests that intelligence was shared, connected and acted upon, that deserves acknowledgement. Much of the credit belongs to people whose names the public will never know: intelligence officers, analysts, digital-forensics teams, surveillance units, investigators tracing money and phones, and policemen carrying out arrests on the ground. Their greatest professional achievement may occasionally be that absolutely nothing happens the following morning. “Why Haven’t We Heard Of Him?” Is The Wrong Question Scepticism is healthy, particularly when governments make sweeping national-security claims. The public should eventually be shown, through chargesheets, prosecutions and judicial proceedings, how the dozens of FIRs connect to the central network. But Bhatti’s lack of fame is not in itself evidence that the threat was exaggerated. In fact, asking why nobody had heard of him may miss the entire point of successful prevention. Why should India wait until a terrorist becomes famous? Terrorists usually become famous because they have already succeeded in killing people, carrying out spectacular attacks, building infrastructure and creating propaganda around bloodshed. Bhatti is not Masood Azhar and he is not Hafiz Saeed. Nothing in the public record justifies pretending otherwise. But the objective of a competent security apparatus should be to stop the next dangerous handler before he ever reaches that stature. A good system identifies the trajectory rather than merely cataloguing the consequences. Terrorism No Longer Requires The Terrorist To Cross The Border The Bhatti allegations also highlight how the architecture of terrorism is changing. The traditional image of cross-border terrorism involved trained militants physically infiltrating India carrying weapons and instructions. That threat still exists, but technology has created another model in which the handler can remain abroad while the recruit already lives inside India. Contact can begin through social media, move to encrypted platforms, involve small payments through intermediaries, and eventually result in reconnaissance, weapons collection or attack preparation. In such a structure, the person photographing a sensitive installation may never meet the person who supplies the weapon, and neither may ever meet the handler directing the operation from another country. The mastermind may never enter India at all. That is why arresting only the eventual attacker is no longer sufficient. The network itself must become the target, because the real capability lies in the chain connecting recruitment, finance, weapons, intelligence gathering and operational direction. Bhatti May Be Abroad, But His Network Wasn’t Bhatti’s location outside India presents the obvious challenge. A handler sitting abroad enjoys protections unavailable to the young recruit he allegedly sends to collect a grenade, photograph an installation or carry out an attack. Yet physical distance did not make his Indian infrastructure untouchable. That may be the clearest message emerging from this crackdown. His alleged recruits were being identified, his modules were being penetrated, his cases were being connected and his methods were becoming known. The network he was allegedly trying to expand across India suddenly found itself facing a coordinated national response. Bhatti may remain beyond India’s immediate physical reach, but that does not mean he should confuse distance with immunity. Nor should any foreign-based handler assume that sending expendable operatives into danger while remaining abroad provides permanent protection from Indian justice. India Must Keep The Pressure On A large crackdown is not the end of a terror network. It is one stage in a longer campaign. Remaining recruitment channels, financing routes, weapons conduits, propaganda accounts, encrypted communication networks and local intermediaries will require continued attention. Every unexplained connection within those 80-plus FIRs deserves to be followed until investigators understand whether dormant cells remain and whether the network retains the capacity to regenerate. There is also an obligation on the government. The larger the claim, the more important eventual transparency becomes. As these cases reach court, Indians should learn how the network operated, how accused individuals were connected, what attacks were allegedly being prepared, how money travelled and how weapons and instructions moved across borders. Successful prosecutions will ultimately provide the strongest validation of what the Home Ministry has announced. Shahzad Bhatti Should Understand What Has Changed For Bhatti himself, one fact should now be impossible to ignore. India knows his name. Indian agencies know the allegations surrounding his network, have identified many of the people allegedly working for him, have investigated attacks connected to him and have demonstrated that operating from foreign soil does not prevent India from dismantling infrastructure built inside the country. Bhatti may believe geography protects him today, and perhaps for the moment it does. But his room for manoeuvre has become considerably smaller. The objective of Indian security agencies must remain relentless: dismantle what remains of the network, prevent its regeneration, pursue every legal and national-security avenue available against its leadership, and ensure that those directing terrorism against Indians eventually face Indian justice. Don’t Wait For The Monster To Become Famous “बाळाचे पाय पाळण्यात दिसतात.” Sometimes the most important intelligence victory is recognising what something could become before everybody else can see it. A gangster allegedly became a recruiter, a recruiter allegedly became a terror handler, grenade attacks followed, an IED case followed and suspected operatives began appearing across multiple states. The responsible response was not to wait for Shahzad Bhatti to accumulate a larger body count merely so nobody could later question whether he represented a threat. There will always be arguments over raids, arrests and intelligence assessments, and those arguments should continue. Evidence must ultimately withstand scrutiny in court. But the underlying principle should not be controversial: India should never require the blood of its citizens as proof that a terrorist has become dangerous enough to stop. If this operation prevented Shahzad Bhatti from becoming India’s next notorious terror mastermind, then the Home Ministry, NIA, intelligence agencies, ATS units and police forces involved deserve something they rarely receive when prevention succeeds: credit for the tragedy that never happened. Bhatti should understand the message as well. India has seen him, India has moved against what he was building, and Indian justice should keep closing the distance.
