The NEET-UG 2026 paper leak produced something larger than an examination controversy. It became a national argument about political accountability. Nearly two million students had prepared for an examination capable of determining the direction of their lives, only to discover that the integrity of the process had been compromised. The examination was cancelled, investigations followed, protests intensified and the anger of students moved from the National Testing Agency to the Union Education Ministry. The protesters were no longer satisfied with arrests, procedural reforms or promises that the next examination would be more secure. They demanded that someone at the political level accept responsibility. Union Education Minister Dharmendra Pradhan’s resignation became the movement’s central demand. After weeks of protests, opposition pressure and public outrage, Pradhan resigned on July 25, 2026. Among the politicians who encouraged this demand was Arvind Kejriwal. The AAP leader invoked Gen Z and pointed towards youth movements in neighbouring countries as examples of how young people could force governments and ministers to answer for institutional failures. His message was clear: students should not remain passive when their futures are endangered. They should organise, protest and demand consequences from those occupying positions of power. The Cockroach Janta Party movement led by Abhijeet Dipke became one of the most visible expressions of that politics. CJP helped transform the NEET controversy from a student grievance into a broader anti-establishment agitation. Dipke and other prominent faces of the movement, including Saurav Das and Ashutosh Ranka, repeatedly insisted that mere administrative action was insufficient. Political accountability, they argued, required resignations. Kejriwal did not remain a distant ideological supporter. He appeared alongside Dipke at the CJP protest and Sonam Wangchuk’s hunger strike at Jantar Mantar, where demonstrators were demanding Pradhan’s resignation over the NEET leak and examination irregularities. Dipke publicly thanked the AAP chief for joining and supporting the agitation. Reports have also examined Dipke’s earlier association with AAP, although he has denied having any current organisational link with the party. That context is essential because Kejriwal’s own test of accountability has now arrived. Former AAP councillor Tahir Hussain and four others have been sentenced to life imprisonment for the murder of Intelligence Bureau officer Ankit Sharma during the February 2020 Northeast Delhi riots. Sharma’s body, bearing numerous injuries, was recovered from a drain. The court has now imposed legal accountability for one of the most horrifying crimes associated with those riots. Yet the political accountability demanded so loudly during the NEET protests has suddenly become far more difficult to locate. Kejriwal Called Gen Z to the Streets—Now Gen Z Must Question Him Kejriwal’s argument during the NEET controversy was not that Dharmendra Pradhan had personally stolen the examination paper, distributed it to candidates or participated in the criminal conspiracy. The demand for his resignation was based on ministerial responsibility. He headed the ministry overseeing a system that had failed students, and therefore protesters argued that political consequences had to travel upwards. That principle cannot be selectively rewritten when the political spotlight reaches AAP. Tahir Hussain did not become a public representative without political sponsorship. AAP selected him, gave him its electoral symbol and presented him to the voters of Delhi as someone suitable to hold public office. The party’s leadership benefited from his election and counted him as part of its political organisation until the riots and criminal allegations made that association indefensible. Kejriwal’s defence has been that Hussain was expelled from AAP long ago. The expulsion was necessary, but it does not answer the larger questions. It explains how AAP reacted after the allegations became public. It does not explain how Hussain passed the party’s candidate-selection process, who recommended him, what scrutiny was conducted or whether the party has reviewed the institutional failures that allowed him to receive its endorsement. Most importantly, it does not amount to an apology to Ankit Sharma’s family. There is an obvious legal distinction here. Kejriwal is not criminally responsible for Hussain’s actions merely because Hussain was elected on an AAP ticket. A political party cannot automatically be held legally liable for every offence committed by one of its members. But the present argument is about political accountability—the very doctrine Kejriwal helped deploy against the Union government. If ministers must answer for failures inside institutions they supervise, party leaders must at least answer for the people they select and empower. Kejriwal cannot demand that political responsibility extend beyond personal participation when the accused belongs to the BJP-controlled system, and then reduce responsibility to direct criminal involvement when the convicted man entered office through AAP. Tahir Hussain Has Faced Legal Accountability. AAP Has Avoided Political Accountability The conviction and life sentence mean that Tahir Hussain has faced the judicial system. He intends to challenge the verdict before the Delhi High Court, as is his legal right, but the present trial has ended with a finding of guilt and a life sentence. AAP, however, appears determined to treat Hussain’s expulsion as the beginning and end of its responsibility. That position is particularly difficult to accept from a party founded on claims of exceptional political morality. AAP did not originally ask voters to judge it like every other political organisation. It promised superior candidate selection, clean governance and freedom from the compromises associated with established parties. It built its appeal around the claim that its internal standards were higher. When a politician elevated by such a party is convicted in the murder of an IB officer, saying that he was subsequently expelled is not sufficient. Who screened Tahir Hussain before he received the ticket? Who approved his candidature? Were his political activities, local associations and financial background examined? Did anyone inside AAP raise concerns? Has the party undertaken an internal review since the riots? Have its candidate-vetting procedures changed? These questions do not presume that AAP knew Hussain would commit a crime. They demand something more basic: acknowledgement that the party’s political judgment failed catastrophically. Ankit Sharma’s family is not owed a technical explanation about the date on which Hussain’s membership ended. It is owed recognition that the man convicted of his murder had earlier been granted legitimacy and public authority by a party that claimed to represent a new standard of politics. Kejriwal has demanded resignations and apologies from numerous political opponents over the years. Why can he not offer an apology for AAP’s failure of judgment? The Dipke–Kejriwal Convergence Cannot Be Ignored There is no need to manufacture an unproven conspiracy between CJP and AAP. The visible facts are already sufficient to raise legitimate questions. Kejriwal publicly called upon Gen Z to mobilise over the NEET controversy. Dipke’s CJP subsequently became a leading force in that mobilisation. Kejriwal joined the protest where Dipke and others were demanding Pradhan’s resignation. Dipke thanked him for his support. Reports have also discussed Dipke’s past association with AAP, while noting his denial of any current formal connection. The relevant issue is therefore not whether Kejriwal secretly controlled CJP. Without evidence, such a claim would be irresponsible. The relevant issue is whether the movement’s definition of accountability consistently aligns with AAP’s political interests. During the NEET agitation, the standard was uncompromising. An investigation was not enough. Arrests were not enough. Cancellation and re-examination were not enough. Proposed legal reforms were not enough. A minister had to resign because the failure occurred under his watch. But when Tahir Hussain was sentenced to life imprisonment, there was no comparable Gen Z campaign demanding that Kejriwal apologise. There was no major mobilisation asking AAP to disclose how Hussain was selected. There was no insistence that Kejriwal personally meet Ankit Sharma’s family and accept moral responsibility for the political platform his party gave Hussain. Instead, the accountability movement appears to have moved on. That silence matters because movements prove their independence not by describing themselves as independent, but by demonstrating whom they are prepared to confront. Punjab Exposes the Limits of Their Paper-Leak Outrage The selective nature of this activism becomes even more apparent when the discussion moves to AAP-ruled Punjab. Punjab Chief Minister Bhagwant Mann has maintained that not a single competitive-examination paper leaked during AAP’s four-and-a-half years in power. His government has argued that the Pharmacy Officer recruitment controversy involved an attempted high-technology cheating operation detected by the authorities, not a proven leakage of the examination paper. That distinction may ultimately prove factually correct. Every cheating attempt is not automatically a paper leak, and allegations should not be presented as established findings without an investigation. But this is precisely where the inconsistency begins. During the NEET controversy, protesters were not willing to accept government explanations, procedural distinctions or assurances that the guilty would be arrested. They argued that the scale of the failure itself justified political consequences. In Punjab, however, the government’s explanation appears to have received far less aggressive scrutiny from the same youth movement. The controversy did not emerge in a vacuum. Punjab has faced political allegations relating to recruitment examinations, including an earlier alleged leak involving the Agriculture Development Officer recruitment process. Those allegations have become part of a wider political fight over whether AAP applies one standard to the Centre and another to its own government. Where were the sustained CJP demonstrations demanding an independent investigation into every Punjab recruitment controversy? Where were the calls for the Punjab Education Minister or other responsible ministers to resign while the allegations were examined? Where was the insistence that Bhagwant Mann could not hide behind officials or the police? The argument is not that Punjab’s ministers must resign automatically. That would be unreasonable without established responsibility. The point is that automatic ministerial resignation was exactly the standard CJP promoted during NEET. The movement must therefore explain why that standard appears flexible in Punjab but absolute in Delhi when the target is a BJP minister. Karnataka’s Recruitment Scandal Deserves the Same Outrage Congress-ruled Karnataka offers an even more serious test. Twenty-five aspiring veterinary medical officers filed a police complaint alleging extensive irregularities in the Karnataka Public Service Commission’s recruitment of 400 veterinary officers. The allegations reportedly included demands for bribes as high as ₹80 lakh, question papers being circulated or used at resorts and suspiciously high marks being awarded to favoured candidates. An FIR was registered, the selection process was stayed and the Karnataka government later directed the CID to investigate. These are allegations under investigation, not judicially proven conclusions, but they are unquestionably serious. The scandal goes directly to the concern that supposedly motivated the NEET protests: young Indians being denied fair opportunities because examinations and recruitment systems may have been corrupted. A veterinary graduate who spends years studying, incurs educational expenses and competes honestly for a government post does not suffer less because the alleged wrongdoing occurred under a Congress government. A candidate who believes a job was sold for tens of lakhs has as much right to demand accountability as a NEET aspirant. Yet where is the national Gen Z uprising? Where are the demonstrations demanding the resignation of the Karnataka minister responsible for the system? Where are the marches against the Congress leadership? Where are the ultimatums declaring that an internal probe or CID investigation is not enough? Karnataka’s own Medical Education Minister had demanded Dharmendra Pradhan’s resignation after the NEET cancellation. That makes the contrast sharper. When the failure was at the Centre, ministerial resignation was presented as a democratic necessity. When grave allegations emerged inside Karnataka’s recruitment machinery, the political response shifted towards investigations and administrative action. Investigations and administrative action may indeed be the appropriate response. But then that principle should have been applied consistently during NEET. Accountability cannot mean resignation for the BJP and inquiry committees for Congress. Was NEET About Students—or About Finding the BJP’s Weakest Point? The NEET paper leak was real, serious and deserving of public anger. Students were right to demand a credible investigation, a fair re-examination, stronger safeguards and punishment for those responsible. The Centre’s later move to strengthen the anti-paper-leak law demonstrated the need for systemic reform. The question is not whether students had a legitimate grievance. They unquestionably did. The question is whether political actors attached themselves to that grievance selectively because it offered an opportunity to weaken the Union government. A genuinely national student movement would apply the same principles everywhere. It would question the BJP over NEET, AAP over Punjab, Congress over Karnataka and every other government presiding over a compromised examination or recruitment process. It would distinguish proven facts from allegations but would not distinguish between victims based on which party governed their state. It would also recognise that accountability is not limited to examination leaks. If Gen Z has the power and duty to demand apologies from ministers for institutional failures, then it has the power and duty to demand answers from Kejriwal when a former AAP councillor is convicted in the brutal murder of an IB officer. Instead, the pattern increasingly resembles partisan outrage. Failures involving BJP governments are transformed into national moral emergencies. Explanations are dismissed as excuses. Resignations become non-negotiable. Protest tactics escalate until political concessions are obtained. Comparable controversies involving opposition-ruled states are treated as local matters requiring investigation. The language becomes cautious. The demand for ministerial accountability disappears. The television cameras move elsewhere. That is not a universal accountability movement. It is selective political pressure wrapped in the vocabulary of youth empowerment. The BJP’s Failure to Sustain the Question The BJP cannot escape criticism either. After Tahir Hussain’s life sentence, BJP leaders demanded that Kejriwal apologise and attacked AAP over its past association with the former councillor. The party has therefore not been completely silent. But a few press statements are not a sustained accountability campaign. The BJP should have placed three clear demands before Kejriwal and repeated them nationally: apologise to Ankit Sharma’s family, disclose how Hussain was vetted and selected, and explain what institutional reforms AAP introduced after discovering that someone it elevated to public office was implicated in such grave violence. Instead, the party has allowed the issue to remain another brief exchange in Delhi’s political news cycle. This is a major communications failure. The BJP spends enormous energy responding to every slogan, insult and social-media controversy, yet struggles to sustain attention on a judicial outcome that raises profound questions about AAP’s political judgment and Kejriwal’s selective morality. The party should also ask CJP directly whether its accountability campaign extends to Kejriwal. It should demand that Dipke, Das and Ranka state clearly whether they believe AAP owes Ankit Sharma’s family an apology. It should ask why Punjab and Karnataka have not produced demonstrations of comparable intensity. If the BJP believes the movement is politically selective, it must prove that case with facts and consistency rather than scattered accusations. Accountability Cannot Be a Weapon Reserved for One Party The principle at stake is larger than Kejriwal, CJP or the BJP. Political accountability cannot operate only when it benefits one ideological camp. Either leaders carry responsibility for the institutions and political structures they control, or they do not. Kejriwal cannot argue that a Union minister must resign for a paper leak carried out by others, while claiming that expelling Tahir Hussain completely ends AAP’s moral responsibility. CJP cannot present itself as the voice of India’s students while displaying far greater enthusiasm for failures under the BJP than allegations under AAP or Congress governments. Punjab cannot expect its technical distinction between cheating and leakage to be accepted unquestioningly after AAP rejected every technical explanation offered during the NEET controversy. Congress leaders in Karnataka cannot demand resignations at the Centre while treating serious allegations in their own recruitment system as matters that can be contained through an internal panel or CID inquiry. And the BJP cannot complain about selective accountability while failing to construct a disciplined, sustained case for holding its opponents to the same standards they impose upon it. Accountability is meaningful only when it becomes uncomfortable for one’s own side. Gen Z’s Real Test Begins With Questioning Its Political Allies Kejriwal told Gen Z that it possessed the power to force governments and ministers to answer for their failures. Young Indians should take that message seriously. They should demand answers from every party. They should ask the Centre how NEET was compromised and whether examination reforms will prevent another generation from suffering the same betrayal. They should question the AAP government about recruitment controversies in Punjab. They should demand transparency regarding the KPSC scandal in Karnataka. They should also ask Arvind Kejriwal a question that has so far gone unanswered: Why has he not apologised to Ankit Sharma’s family after a former AAP councillor was sentenced to life imprisonment for his murder? Tahir Hussain has faced a court. Dharmendra Pradhan faced political consequences. Investigations are proceeding in Punjab and Karnataka. Kejriwal, however, has largely escaped with the explanation that Hussain was expelled from AAP. That is not enough from a leader who built his political career by demanding apologies, resignations and moral accountability from everyone else. Gen Z cannot claim to have transformed Indian democracy if it merely replaces one political establishment’s selective outrage with another’s. Its credibility will not be determined by how loudly it confronts the BJP. It will be determined by whether it is prepared to confront Kejriwal, AAP, Congress and the political figures who stood beside its protests. Dharmendra Pradhan was compelled to answer for a system that failed students. Tahir Hussain has answered before a court for the murder of Ankit Sharma. It is now Arvind Kejriwal’s turn to answer for the political judgment that placed Hussain in public office—and Gen Z’s turn to prove that accountability does not end where its preferred politics begins.
