Ganeshotsav noise pollution – Bharat Pulse News

Pune is once again approaching Ganeshotsav with an argument that has become almost as predictable as the festival calendar itself. On one side are Ganesh mandals and organisers who want the freedom to celebrate with elaborate sound systems. On the other are residents who say that what is described as celebration increasingly means hours of extreme noise forced upon entire neighbourhoods. Between them stand the police, pollution-control authorities, courts and politicians, attempting every year to find some new compromise over decibel limits, speaker configurations, timings and enforcement. This year, however, the debate has become considerably sharper. Pune Police have warned mandals about high-decibel DJ systems and particularly powerful equipment such as plasma and pressure-mid systems. Mandal representatives, meanwhile, have opposed sweeping restrictions and sought permission for configurations including four bass and four top speakers and operation until midnight. Citizens have now taken their opposition to the streets. On August 30, hundreds of Pune residents gathered at Goodluck Chowk and Abhinav Chowk against high-decibel DJs and amplified sound. Around 250 to 300 people reportedly participated, with many signing a memorandum intended for the Police Commissioner. An online campaign against loud DJs had also gathered more than 23,000 signatures within days. Their stated objection was not to Ganeshotsav or any particular religion, but to excessive noise imposed upon people who have no choice in the matter. Simultaneously, Pune Police Commissioner Amitesh Kumar is facing a contempt petition in the Bombay High Court filed by Akhil Bharatiya Grahak Panchayat and five other petitioners. They allege that earlier judicial directions concerning noise pollution have not been adequately implemented. Kumar has rejected the broader suggestion of police inaction, saying police have been engaging with mandals and taking action when permissible limits are crossed. All of this has produced the familiar ingredients of a Pune festival controversy: religion, tradition, political influence, citizens' rights, police discretion and accusations from every direction. But perhaps Pune is asking the wrong question. The question should not be whether Ganesh mandals deserve DJs, whether politicians should support restrictions, whether traditional instruments deserve different treatment, or how many bass and top speakers constitute an acceptable compromise. The first question should be much more clinical: What does medical science say happens to human beings exposed to extreme sound? If the answer is that certain levels of sound can damage hearing and create other serious health consequences, then the law has no business negotiating that danger according to religion, political influence or the popularity of a celebration. The Human Ear Does Not Recognise a Festival The medical evidence surrounding excessive sound exposure is hardly mysterious. The World Health Organization says safe listening time falls dramatically as sound intensity rises. At an average 90 dB, its guidance allows around four hours of safe listening per week. At 100 dB, that falls to approximately 20 minutes. At 105 dB it is about eight minutes, at 110 dB roughly two-and-a-half minutes, and at 120 dB only seconds. Excessive sound can damage the sensory structures of the inner ear, resulting in tinnitus and temporary or permanent hearing impairment. Environmental noise is also associated with sleep disturbance, hypertension, increased risk of ischaemic heart disease, cognitive effects and other stress-related consequences. These biological effects do not change according to the calendar. A human cochlea does not know that it is Anant Chaturdashi. Blood pressure does not recognise that a procession is religious. An infant awakened repeatedly by extreme amplification does not receive physiological protection because the sound comes from a festival. Nor does an elderly resident with a heart condition become less vulnerable because thousands of people outside are celebrating. If 105 dB is harmful on an ordinary Wednesday, it remains harmful during Ganpati Visarjan. That simple fact should be the starting point of public policy. Why Are Extreme Sound Systems Allowed on Public Streets at All? There is an important distinction between powerful audio technology and its use. A high-output professional sound system can have legitimate applications in a stadium, concert arena or controlled outdoor venue where speaker placement, distance, acoustic dispersion and audience exposure can be professionally managed. A narrow Pune street is not such an environment. During a major procession, speakers may operate within metres of residents, police personnel, vendors, children and spectators. People living along the route cannot move their homes further from the sound source. A senior citizen sitting inside a century-old wada cannot choose the distance between his bedroom and a DJ wall outside. That makes the continued argument over increasingly powerful amplification somewhat bizarre. If pressure-mid, plasma or other high-output configurations are capable of generating sound levels fundamentally unsuitable for densely populated public streets, why should their use in such environments be permitted in the first place? Regulators appear trapped in a model where enormous amplification capability is allowed onto the road and authorities are then expected to chase it with decibel meters. That is backwards. Public-health regulation is supposed to prevent foreseeable harm, not merely document it after exposure has occurred. The Law Cannot Become a Negotiation With Mandals Ganesh mandals occupy an important place in Pune's social history. The public Ganesh festival has deep cultural significance to Maharashtra, and many mandals perform genuine charitable, community and social work throughout the year. None of that should place them outside ordinary public-health regulation. The moment questions such as speaker capacity, operating hours or sound restrictions become matters for negotiation between organisers, politicians and police, the fundamental principle becomes blurred. Medical safety should not be negotiable. Nobody calls a meeting of politically influential organisations to negotiate how much contamination should be permitted in drinking water. Fire departments do not ask prominent building owners how many emergency exits they would personally find convenient. Food-safety authorities do not adjust permissible toxins according to the cultural importance of a banquet. Why should harmful noise be different? The Noise Pollution Rules already recognise that excessive noise has deleterious effects on health and psychological well-being. For public places using loudspeakers or public-address systems, the rules prescribe boundary limits tied to ambient standards, with 75 dB(A) operating as an upper ceiling under the specified provision. Once public health becomes subject to annual bargaining, politically powerful organisations will inevitably possess greater negotiating leverage than ordinary citizens. That is precisely why clear, universal rules are necessary. Political Influence Makes Discretion More Dangerous Pune cannot pretend that major public festivals exist in a political vacuum. Ganesh mandals have neighbourhood networks, volunteers, local influence and relationships cutting across political parties. Politicians routinely associate themselves with festivals and community organisations because those networks matter electorally. This does not mean every mandal is politically controlled, nor does it prove that politicians are illegally preventing police action. But it means the regulatory structure should be designed so that such influence is irrelevant. The contempt petition against Commissioner Amitesh Kumar contains allegations of inadequate enforcement. Those allegations must be tested by the High Court and should not be treated as established fact. Equally, Kumar has pointed to enforcement action and maintained that police intervene when prescribed limits are violated. The larger problem therefore should not be reduced to the personality of one commissioner. Why should a Police Commissioner be placed in the position of politically negotiating what medical science should decide? Establish an objective rule and take the discretion away. Then neither a minister, a corporator, a mandal office-bearer nor a police officer gets to determine how much dangerous noise a neighbourhood must tolerate. No Selective Outrage: The Same Law Must Apply to Everyone This is where opponents of loud DJs must also remain consistent. If this argument is genuinely about health, there can be no Hindu exception, Muslim exception, Christian exception, political exception or "traditional instrument" exception. A dangerously high sound level remains dangerous regardless of its source. That means the same principles must apply to Ganpati processions, Eid celebrations, Navratri events, Christmas festivities, weddings, election victory processions, political rallies, concerts and every other public event. It also means dhol-tasha cannot automatically escape scrutiny merely because it is traditional. In 2024, the National Green Tribunal's Western Zone Bench directed real-time noise monitoring around Pune's Ganesh pandals and major Visarjan junctions, limited dhol-tasha-zanj troupes to 30 members and directed police to prohibit DJ and high-noise metallic "toll" systems during Visarjan processions. The order also required displays warning citizens that noise above prescribed limits is injurious to health. That approach recognises something important: regulation should address acoustic impact rather than cultural labels. If 30 drums produce unsafe exposure, regulate them. If amplification produces unsafe exposure, prohibit it. If a political rally crosses the same threshold, shut it down too. Same decibel. Same health risk. Same law. Anything less invites accusations of selective enforcement. Do Not Ban Culture — Ban Dangerous Acoustic Exposure Predictably, restrictions on DJs during Ganeshotsav can quickly be portrayed as restrictions on Hindu celebration itself. That argument should be rejected. Ganeshotsav did not begin with pressure-mid speakers, giant bass stacks, electronic DJ consoles or enormous walls of amplification. Pune's Ganesh tradition predates all of them. Removing an extreme sound system therefore does not remove Ganpati. A family can worship Ganesh. A mandal can install its murti. Devotees can perform aarti. Processions can take place. Traditional cultural programmes can continue. Communities can celebrate with enormous enthusiasm. What they cannot reasonably claim is an unlimited right to project potentially harmful sound into somebody else's home. The same principle must apply to every religion. Restricting dangerously amplified sound at an Eid procession is not an attack on Islam. Restricting amplification at a church celebration is not an attack on Christianity. Controlling extreme sound during Navratri is not an assault on Hinduism. The state is regulating physics, not faith. Once that distinction is made clearly and applied universally, much of the religious controversy disappears. Pune Needs a Scientific Noise Policy, Not an Annual Compromise Every festival season seems to produce another administrative formula. How many speakers? How many bass units? Until what time? Which technologies? Which routes? Which exemptions? Then mandals object, residents protest, politicians intervene, police negotiate and courts are approached. Pune should stop governing noise through annual improvisation. Maharashtra should commission an independent technical assessment involving audiologists, public-health experts, acoustic engineers and pollution-control authorities. High-output systems should be tested under realistic procession conditions, including measurements at distances representing spectators, residents and police personnel. If a class of equipment cannot realistically be operated within safe and lawful exposure limits on crowded public streets, its use in public processions should simply be prohibited. Not just at Ganeshotsav. Everywhere. Major procession corridors should have calibrated real-time monitoring with publicly visible readings. Violations should be automatically documented. Equipment should be seized when predetermined thresholds and procedures are breached, and repeat offenders should lose permission for future events. The standards should be announced well before festival season and remain identical throughout the year. That is regulation. What Pune currently experiences too often resembles negotiation. Police Should Enforce the Rule, Not Decide the Science This would also make policing significantly fairer. A Police Commissioner should not have to become an acoustic engineer every August. Individual police stations should not be required to decide whether a particular speaker stack is culturally important enough to tolerate. Medical experts and technical regulators should determine the hazard. Government should translate that evidence into clear law. Police should enforce it. That separation is important. It protects citizens from arbitrary enforcement, protects festival organisers from changing rules and protects police officers from political allegations every time they act. Most importantly, it moves the debate away from identity. A police officer should not need to ask whether the procession belongs to a powerful Ganesh mandal, an influential mosque committee, a political party or a wealthy wedding organiser. He should need only a calibrated meter and a clear law. Public Health Cannot Depend on Who Controls the Speaker There is an even more fundamental issue at stake. People attending a DJ event voluntarily can make choices about their exposure. Residents living along a public procession route often cannot. The newborn child sleeping upstairs did not buy a ticket. The heart patient in the neighbouring building did not join the procession. The student preparing for an examination did not consent to hours of amplification. The senior citizen suffering from tinnitus cannot simply switch off the street outside. Their rights matter too. Public streets belong equally to the celebrant and the citizen who wishes to remain inside his home. Religion deserves constitutional protection. Culture deserves respect. Festivals deserve space to flourish. None of those principles requires the state to tolerate a preventable health hazard. Let Science End Pune’s DJ Argument Pune does not need another decade of this argument. It does not need politicians deciding how many speakers constitute acceptable devotion. It does not need mandals negotiating health standards. It does not need residents fleeing their homes during major processions. And it should not require repeated litigation merely to enforce the principle that excessive noise is harmful. Ask the scientific question first. Determine what levels and forms of amplified sound create unacceptable health risks in crowded public environments. Then legislate accordingly. If high-powered DJ systems cannot realistically operate on public streets without creating harmful exposure, ban them from public celebrations. Ganpati included. Eid included. Navratri included. Weddings included. Political rallies included. No religious exemptions. No political bargaining. No selective outrage. That would not weaken Pune's festivals. It would restore some sanity to them. The law should neither hear the religion nor recognise the politician standing behind the speaker. It should hear the decibels — and follow the science.
