Congress Ireland flag controversy

India’s Independence Day ceremony at the Red Fort ought to provide the Opposition with no shortage of serious material to scrutinise. The Prime Minister delivers one of the most politically significant speeches of the year, lays out his government’s priorities and makes claims about its record before the country. There is policy to question, promises to examine and political messaging to challenge. Yet, on 15 August, sections of the Congress decided that one of the great controversies of the day was sitting inside Narendra Modi’s breast pocket. Prime Minister Modi had appeared for his Independence Day address wearing three pocket squares in colours associated with the Indian Tricolour. Congress leaders, including the party’s media and publicity chief Pawan Khera, quickly seized upon their arrangement. Because the colours appeared green, white and saffron from the viewer’s perspective, the joke practically wrote itself for Congress’s social-media machinery: had the Prime Minister accidentally dressed for Ireland’s Independence Day instead? Khera joined in with a sarcastic line suggesting that Modi had either worn the Tiranga “in Urdu” or was celebrating Ireland instead of India. It probably sounded devastating for the few minutes during which nobody bothered to ask the more elementary question: was Modi actually wearing the Indian National Flag? He was not. And that is where a political wisecrack intended to demonstrate somebody else’s ignorance begins exposing the superficiality of the people making it. The Joke Congress Thought It Had The visual trick behind the Congress attack is easy enough to understand. Every Indian knows the familiar horizontal Tricolour: saffron above, white in the middle and green below, with the navy-blue Ashoka Chakra at the centre. Modi’s pocket arrangement did not reproduce that horizontal image. Three individual folds of coloured fabric appeared side by side, and the resulting sequence gave Congress an opportunity to compare it with Ireland’s green-white-orange flag. Several Congress leaders subsequently amplified essentially the same criticism. As political trolling goes, it was simple, visual and perfectly suited to social media. There was only one problem: three pieces of coloured fabric do not automatically become the National Flag merely because they use saffron, white and green. That distinction should matter enormously if your accusation depends upon invoking the rules governing the Tiranga. What the Flag Code Actually Says The Flag Code of India is remarkably specific about what constitutes the National Flag. It describes a tricolour panel consisting of three rectangular panels of equal width: India saffron at the top, white in the middle carrying the Ashoka Chakra, and India green at the bottom. It further specifies a rectangular flag with a length-to-height ratio of 3:2. A trio of separate pocket squares protruding from a jacket satisfies none of those characteristics. There is no rectangular 3:2 flag. There are no three equal panels forming one flag. There is no Ashoka Chakra at the centre of a white panel. What Modi wore was unmistakably a sartorial reference to India’s national colours. But symbolism inspired by a flag and the National Flag itself are not interchangeable concepts. That makes the confidence of the Congress attack rather curious. If Pawan Khera and his colleagues wanted to prosecute a case about improper presentation of the Indian flag, they first needed to establish that what they were looking at was actually the Indian flag. They appear to have skipped that stage and gone directly to the punchline. And Yes, the Flag Code Has a Vertical-Display Rule There is another reason anyone entering this argument should have opened the Flag Code before opening X. The Code expressly deals with the National Flag when it is displayed vertically. It says that when displayed vertically, the saffron band must be on the flag’s right — clarified as the left of the person facing the flag. That provision does not, contrary to some social-media counterclaims, mean that a viewer-facing green-white-saffron arrangement is the prescribed vertical orientation. Properly read, the viewer would see saffron on the left. That distinction is worth stating clearly because defending Modi does not require inventing a Flag Code provision that does not exist. The much simpler point is stronger: the provision governs a vertically displayed National Flag. Modi was not displaying a National Flag vertically on his jacket. He was wearing three separate pocket squares using the national colours. Congress therefore managed to turn a piece of clothing into a quasi-constitutional controversy without first asking whether the rule it was implicitly invoking applied to the object at all. Twenty-Four Years Old — And One Search Away The Flag Code of India, 2002 is hardly an inaccessible historical manuscript. It has governed the display and use of the National Flag for more than two decades, and the Ministry of Home Affairs makes the Code and related guidance publicly available. Which is why this entire episode is so revealing. A political party has an enormous communications apparatus. Congress has spokespersons, researchers, media departments, social-media teams and senior leaders surrounded by people whose job is supposedly to ensure that what goes out under the party’s banner can withstand elementary scrutiny. Yet apparently nobody stopped for a few minutes and asked: What does the Flag Code actually define as the National Flag? Does a combination of three differently coloured pocket squares legally become one? Does the Code prescribe how individual pieces of decorative fabric must be arranged on a jacket? These are not questions requiring a constitutional bench. They require a browser. Had somebody performed that elementary exercise, Congress could still have mocked Modi’s fashion choice. It could have said the colour arrangement looked odd. It could even have made the Ireland comparison as a joke. What it could not seriously pretend is that three independent pocket squares necessarily amount to Modi getting the Indian National Flag wrong. A Pocket Square Is Not the National Flag — Which Makes the Attack Weaker This is the elementary distinction at the heart of the episode. Nobody looking at Modi’s jacket could reasonably mistake those pieces of fabric for an actual Indian National Flag. They were an aesthetic representation of its colours. That matters because symbols inspired by national colours are everywhere in India. Independence Day advertisements use saffron, white and green typography. Buildings are illuminated in the three colours. Flower arrangements reproduce them. Clothing designers incorporate them into scarves, turbans, jackets and accessories. Plates of food have even been arranged in tricolour themes. Nobody seriously proposes that every such representation suddenly acquires the exact legal geometry and construction requirements of the National Flag. If that were the standard, Independence Day graphic designers across the country would require Flag Code lawyers sitting beside them. There is also a telling contradiction in the Congress argument. If Modi’s pocket squares were merely decorative pieces of clothing, comparing their arrangement with Ireland was little more than a visual joke. Fine. Politics permits jokes. But if Congress wanted the joke to carry the weightier accusation that the Prime Minister had somehow displayed the Indian Tricolour incorrectly, then it had to demonstrate that the Flag Code applied to those three pieces of fabric in the first place. That is the part that was missing. The Problem With Politics Designed for Screenshots The episode says something broader about contemporary political communication. Parties increasingly communicate at the speed of outrage. A photograph appears. Someone notices an apparently embarrassing detail. A clever caption is produced. Hundreds of accounts repeat it. Supporters cheer. By the time somebody asks whether the underlying proposition is actually correct, the political ecosystem has already moved on to its next outrage. It is politics built for screenshots rather than scrutiny. Congress is hardly alone in participating in this culture. BJP supporters, regional parties and ideological campaigners across the spectrum are capable of precisely the same behaviour. But that does not excuse senior Congress office-bearers when they fall into it. Pawan Khera is not an anonymous meme account with twelve followers. He heads the Congress’s media and publicity operation. When a person occupying that position publicly ridicules the Prime Minister over a national symbol on Independence Day, expecting him to understand the basic distinction between the National Flag and three pieces of coloured cloth is not an unreasonable standard. Especially when the relevant government document is available to anybody with an internet connection. Political mockery can be extraordinarily effective. But its effectiveness depends on an inconvenient prerequisite: the person being mocked should actually have made the mistake. Otherwise the joke has a nasty habit of travelling back towards its author. Congress Had Better Targets Than a Pocket Square The strangest aspect of this episode is that Congress does not suffer from a shortage of things on which to challenge Narendra Modi. An Opposition party can interrogate his economic record, employment claims, foreign policy, national-security decisions, welfare programmes, institutional reforms, federal relations, parliamentary strategy or virtually any other aspect of a government that has been in power for more than a decade. Those arguments matter. A Prime Minister standing at the Red Fort making claims about the direction of the country should be subjected to vigorous scrutiny. That is precisely what an Opposition is supposed to do. Instead, senior Congress voices spent political energy inspecting the contents of his breast pocket. Worse, the attempted gotcha depended upon conflating a decorative use of saffron, white and green with the legally defined National Flag. There is a delicious irony here. The entire purpose of the “Ireland” joke was to present Narendra Modi as somebody insufficiently attentive to the Indian Tricolour. Yet the episode ultimately raises a rather different question: how attentive were the people making the accusation to the rules they were implicitly relying upon? That is how political self-goals happen. Not because politicians make jokes. They should. Not because Modi is beyond ridicule. He certainly is not. But because when senior political leaders become so desperate for the next viral “gotcha” that the punchline arrives before the homework, they risk making themselves the story. So by all means, Mr Khera, troll Narendra Modi. Mock his policies. Mock his speeches. Mock his politics. And if you find his pocket squares ridiculous, mock those too. But before turning three pieces of fabric into an international flag controversy, perhaps read the Flag Code first. It is only a web search away.
