Chief Election Commissioner Gyanesh Kumar is today the latest public official to discover how quickly a controversy can become a nationwide political campaign. The Cockroach Janta Party, or CJP, has demanded his resignation, issued an ultimatum and threatened another Jantar Mantar-style agitation. Opposition parties have intensified their own attack after reports that fellow Election Commissioners had expressed reservations about some electoral-roll decisions, even as the Election Commission maintains that internal discussions are normal and its eventual decisions were collective. But Gyanesh Kumar is only the latest name. Go backwards through the previous few months and a striking sequence appears. National Security Adviser Ajit Doval is publicly placed by Rahul Gandhi inside a six-person “system” that supposedly controls India. Before Doval, Education Minister Dharmendra Pradhan becomes the central target of weeks of street protests until he resigns. Before Pradhan, Chief Justice of India Surya Kant finds a courtroom observation transformed into a national controversy, despite repeatedly explaining that his “cockroach” remark concerned people entering professions through bogus qualifications, not India's young generation generally. Out of that controversy emerges CJP, which rapidly moves from social-media satire to nationwide agitation. Then CJP moves again. From the CJI to examinations. From examinations to a Cabinet minister. From a Cabinet minister to government schools. From schools to the Election Commission. At some point, the obvious question has to be asked. Did the Modi government suddenly wake up one morning in 2026 and decide to become uniquely objectionable on every front at once? Or did something change in the political and activist campaign being mounted against it? This op-ed argues that the chronology deserves to be traced backwards. And when we trace it backwards, one strategic development keeps appearing near the beginning of the escalation: Great Nicobar. The Great Nicobar Moment Changes the Context The Great Nicobar project did not begin in 2026. Its environmental clearance dates back to 2022 and its infrastructure plans have been debated for years. But something important changed this year. Great Nicobar stopped being discussed merely as a port, airport, township or environmental controversy and became publicly and unmistakably associated with India's defence strategy. On April 29, Rahul Gandhi attacked the project in extraordinarily strong language, describing it as one of India's biggest scams and a grave crime against the country's natural and tribal heritage. Environmental activists and tribal-rights groups have raised their own objections for years, so Gandhi was not inventing the environmental controversy. But what followed is important. On May 1, the Government of India responded by laying out what Great Nicobar actually means strategically. It described the project as being of “strategic, defence, and national importance”. The government said Great Nicobar would strengthen India's permanent presence in the Andaman Sea, enhance maritime and defence capabilities and allow India to better secure critical maritime routes while responding to the growing presence of foreign powers in the Indian Ocean. That is the point at which the argument changes. This is no longer simply about trees, ports or rehabilitation. Great Nicobar sits close to the East-West shipping route and near the approaches to the Strait of Malacca, one of the world's most important maritime chokepoints. A stronger Indian air, naval, surveillance and logistical presence there substantially increases India's strategic leverage in the eastern Indian Ocean. China clearly has reason to watch such a development closely because its maritime trade and energy routes are heavily dependent on this geography. Other major powers also have interests across the Indian Ocean, although those interests do not necessarily conflict with India's. The United States, for example, also has reasons to welcome stronger Indian capabilities as a counterweight to China. The larger point is simpler. Great Nicobar gives India greater independent strategic capacity. And almost immediately after the political confrontation over that project, the domestic pressure cycle becomes difficult to ignore. Rahul Gandhi's Intervention Deserves a Second Look Rahul Gandhi has every democratic right to oppose the Great Nicobar project. But when the Leader of the Opposition makes such a strategically important project a major political target, his wider record on China naturally becomes relevant. In August 2008, Rahul Gandhi signed a memorandum of understanding between the Indian National Congress and the Communist Party of China. The agreement was publicly described as establishing mechanisms for exchanges between the two political organisations, including consultations and party-level engagement. The existence of that agreement is not a conspiracy theory. It happened. Nor does the existence of an MoU establish that Congress acts on Chinese instructions. But the full detailed document has never been subjected to the level of public examination one might expect given the deterioration in India-China relations since then. That becomes particularly relevant because Rahul Gandhi has repeatedly accused the Modi government of surrendering territory to China and now places himself prominently against a project that the Government of India describes as critical to strengthening its position in an area where Indian and Chinese strategic interests intersect. One need not manufacture a conclusion. The political relationship exists. The strategic dispute exists. The Great Nicobar intervention exists. The reader can ask why the connections themselves receive so little sustained scrutiny. Then Came the CJI Controversy and CJP Barely weeks after the Great Nicobar confrontation, Chief Justice Surya Kant became the centre of another national storm. His courtroom remarks involving the word “cockroaches” were circulated as though the Chief Justice had casually insulted India's unemployed youth. Surya Kant objected strongly to that interpretation. He said his remarks concerned people entering the legal profession and other fields through fake or bogus degrees, and later reiterated that he regarded India's youth as central to the country's future. But by then the phrase had become politically useful. From it came the Cockroach Janta Party. CJP founder Abhijeet Dipke did not arrive in political communications without experience. He has acknowledged working with the Aam Aadmi Party from 2020 to 2023, including political and social-media work. Reporting on CJP's initial leadership also found several individuals with previous AAP connections or sympathies. CJP rejects the suggestion that it is controlled by AAP, and previous political association does not prove present organisational control. But again, the connection exists. And what happened next demonstrated that CJP was capable of something considerably more important than producing viral memes. It could take a grievance, build a narrative around it, move people onto the streets and create sustained political pressure. Dharmendra Pradhan Became the Next Target The NEET paper leak was serious. Students had every reason to demand answers, prosecution and reform. Where the controversy changed character was when accountability became concentrated around one political demand: Dharmendra Pradhan must resign. The government's own education machinery had helped trigger the criminal investigation. The Department of Higher Education submitted the complaint that led the CBI to register its case after information emerged concerning unauthorised circulation of examination material. Investigators then pursued officials and others allegedly involved in the examination process. The NTA later dismissed dozens of officials as part of its internal crackdown. None of this meant that the minister was immune from political accountability. A Cabinet minister can be held responsible for failures occurring under his ministry without personally committing the offence. But look at how the narrative developed. The alleged criminals leaking the examination paper increasingly became secondary to the political theatre surrounding Pradhan's resignation. CJP explicitly made his departure non-negotiable. Its Jantar Mantar agitation intensified. Opposition parties joined the pressure. By July 25, Pradhan had resigned. CJP had now demonstrated something important. It could move from a controversy around the Chief Justice of India to an education scandal and contribute to sustained pressure ending with a Union minister leaving office. That success mattered because the campaigns did not stop there. From Protest Group to Parallel Watchdog CJP subsequently launched its “School Thik Karo” campaigns, sending volunteers into government schools and publishing findings about infrastructure, sanitation, classrooms and administration. Some of those findings exposed conditions that clearly deserve government attention. Recent CJP inspections in Rajasthan, for example, reported unsafe infrastructure and disturbing hygiene conditions. Such conditions should be corrected regardless of who discovers them. But another question arises. A citizen group can inspect, photograph, expose and campaign. It does not thereby become a constitutional auditor. Yet that is increasingly how CJP presents itself politically: moving from one institution to another, deciding what needs to be “fixed”, building campaigns around those findings and then demanding resignations or institutional change. The pattern matters more than any single school visit. CJI. Education Ministry. Schools. Election Commission. The target keeps changing. The mobilisation continues. Then Ajit Doval Enters the Narrative By September, Rahul Gandhi had widened his argument substantially. This was no longer merely criticism of a government policy. He publicly described India as being controlled by a small “system” and specifically included National Security Adviser Ajit Doval among six people he said occupied its commanding heights. That is a qualitatively different political narrative. Attack a policy and voters debate whether the policy works. Attack a minister and voters debate political responsibility. But repeatedly tell citizens that the country's institutions, security apparatus, judiciary or electoral machinery have been compromised, and the argument moves from dissatisfaction to distrust. Days later, Gyanesh Kumar becomes the centre of another resignation campaign. That is why the sequence deserves examination as a sequence rather than as unrelated headlines. FCRA Makes the Funding Question Impossible to Ignore There is another development running through the same year. The Foreign Contribution (Regulation) Amendment Bill was introduced in March 2026. The legislation concerned the handling of foreign contributions and assets connected with organisations whose FCRA permissions lapse, are surrendered or are cancelled. It subsequently faced heavy political resistance and was referred to a Joint Parliamentary Committee. The Bill predates Rahul Gandhi's Great Nicobar intervention, so it cannot reasonably be described as a government response to the later protest wave. But its relevance to the broader discussion is obvious. India is simultaneously debating the regulation of foreign-funded civil society while witnessing the rapid growth of new activist movements capable of generating enormous online and street pressure. That makes one question unavoidable: where does the money come from? Not because foreign funding automatically means wrongdoing. It does not. But organisations seeking to influence public policy, elections, institutions or political narratives should be transparent about who finances them. AAP, Ford Foundation and the Wider Philanthropic Network This is where the history becomes particularly interesting. Before AAP became a political party, figures from the India Against Corruption movement operated through civil-society organisations. Manish Sisodia's organisation Kabir, with which Arvind Kejriwal was also associated, received funding from the Ford Foundation. Contemporary reporting put Ford Foundation grants to Kabir at roughly $397,000. That funding was publicly defended as legitimate support for governance and Right to Information work. Receiving a foundation grant does not establish foreign political control. But Ford Foundation's wider history is itself worth knowing. Ford and George Soros's Open Society Foundations are separate institutions. Yet they have repeatedly collaborated within the international philanthropic ecosystem. In 2015, for example, Ford, Open Society Foundations and other major foundations jointly launched the NetGain initiative around technology, civil society and the public interest. There is also a striking personnel connection. Ricardo Castro became Ford Foundation's vice-president and general counsel after spending sixteen years at Open Society Foundations, including nine years as its general counsel. Then there is Ford's historical intersection with Cold War influence operations. The CIA itself describes the Congress for Cultural Freedom as one of its major covert Cold War initiatives, designed to influence intellectual and cultural opinion. Historical records also show Ford Foundation later becoming an important supporter of the organisation that continued after the CIA relationship was exposed. These are historical facts. They do not establish that Ford Foundation, Open Society Foundations, AAP or CJP is today operating under CIA direction. But they explain why questions about international philanthropic networks, political activism and funding cannot simply be dismissed as paranoia whenever somebody asks them. History tells us that influence networks have existed. Transparency tells us whether they exist now. Put the Timeline Together Now return to the chronology. India begins speaking increasingly openly about Great Nicobar as a defence and national-security asset. Rahul Gandhi attacks the project. The government responds that it will strengthen India's military and maritime position. Soon afterward, the CJI controversy erupts. CJP is born from that controversy. Its founder has a documented AAP political background. CJP then becomes a national protest force during the NEET crisis. Dharmendra Pradhan resigns. CJP expands into school campaigns. Rahul Gandhi broadens his political attack to include NSA Ajit Doval and a supposed controlling “system”. The Election Commission becomes the next institutional battlefield. CJP now demands Gyanesh Kumar's resignation and threatens another national agitation. Alongside that political chronology sits another network of documented facts: AAP-linked activism, Ford Foundation funding of Kabir, collaboration between Ford and Open Society Foundations, personnel movement between those foundations and a historical record showing that major philanthropic and cultural institutions have sometimes intersected with American influence operations. Does that prove a single command centre directing today's protests? No. But neither does that make the chronology meaningless. There is enough here to ask harder questions. Who funds the organisations driving these campaigns? Which donors support the wider activist networks around them? Which personnel move between political parties, advocacy groups, NGOs and new protest organisations? How much coordination takes place behind apparently spontaneous online movements? And why has institutional distrust become such a dominant weapon at precisely the moment India is making major strategic decisions? Those questions require investigation, not ridicule. The Modi Government Is Helping Its Opponents The biggest political mistake may ultimately belong to the government itself. Its apparent communications strategy repeatedly allows controversies to expand until citizens become exhausted with the protests themselves. Perhaps the assumption is that blocked roads, prolonged demonstrations and daily agitation eventually irritate ordinary people more than the original controversy. That may have worked in another political era. It is dangerously inadequate in the social-media age. When allegations emerge about the Election Commission, Great Nicobar, examination leaks, foreign funding or constitutional institutions, the government should not leave an information vacuum for days while activists define the story. Put the documents out. Explain the decision. Publish the chronology. If somebody claims something illegal occurred, show whether it did or did not. If there is evidence of wrongdoing, investigate it. If demonstrably false information crosses an existing legal threshold, use the law through normal judicial process. If critics possess evidence, they should place it before the courts, parliamentary committees, statutory authorities or investigators. India's institutions cannot function on the principle that whoever mobilises the loudest crowd establishes the truth. Nor can the government assume that silence will eventually defeat every allegation. India Needs to Ask Who Benefits From Permanent Distrust The question raised by this entire sequence is therefore not whether criticism of the Modi government should stop. No democratic government is entitled to immunity from criticism. The more important question is why so many recent campaigns increasingly depend upon convincing Indians that the institutions themselves are compromised. First the judge is compromised. Then the minister. Then the examination system. Then the NSA becomes part of a shadowy “system”. Then the Election Commission is suspect. Each new controversy begins before the previous one has completely disappeared. Meanwhile, Great Nicobar, one of India's most strategically consequential infrastructure projects, continues moving forward. Perhaps all of these developments are unrelated. Perhaps domestic politics, social-media incentives and an energetic new protest organisation explain everything. Perhaps there is more to examine. The dates are available. The political affiliations are available. The philanthropic relationships are available. The historical record is available. The strategic significance of Great Nicobar is certainly available. Put them beside one another. Then ask the question that should have been asked much earlier: who is funding the growing protest pressure, who benefits from the relentless erosion of confidence in Indian institutions, and why has this campaign become so intense at precisely this moment? The reader does not need to be told what to think. The reader only needs to be given all the pieces.
