China Nepal disaster cooperation

Nepal is moving to rebuild an early-warning system along its border with China after catastrophic flooding killed more than 1,100 people across Nepal and Tibet and left thousands missing. The planned network will use seismic sensors, cameras and satellite communications to provide faster alerts in the highly vulnerable Himalayan region. Nepal Plans New Warning System at China Border The equipment is expected to be installed initially at Timure in Nepal’s Rasuwa district, along the same river corridor devastated when a collapsing glacier triggered a massive surge of water, rock and debris. Officials are concerned that the landscape remains unstable following the disaster, increasing the risk of further landslides and sudden flooding. Sensors and Satellite Link to Replace Destroyed Network A Very Small Aperture Terminal, or VSAT, satellite connection will form a key part of the new warning system, allowing monitoring stations to remain connected even when conventional mobile networks fail. At least four gauging stations near the border were knocked offline during the floods, while an earlier warning system capable of transmitting regular updates was also destroyed. Nepal’s disaster management authorities plan to install cameras, seismic sensors and satellite equipment initially at one location, with additional sites expected later. Nepal Seeks Stronger Disaster Cooperation With China Nepal is also expected to strengthen information-sharing with China following concerns over the speed and availability of cross-border warnings during the disaster. Chinese authorities have said they provided Nepal with satellite imagery, hydrological information and warnings relating to upstream barrier lakes following the floods. Officials have warned that future landslide-triggered floods could leave downstream communities with only minutes to react, making real-time monitoring and faster cross-border communication critical.
