The significance of the BRICS New Delhi Declaration is easy to miss if it is reduced to one sentence saying that the grouping condemned the Pahalgam terrorist attack. Countries across the world condemned the April 22, 2025 attack in Jammu and Kashmir, in which 26 people were killed. Another condemnation, viewed in isolation, might appear routine. What makes the BRICS declaration different is the collection of countries standing behind it and the diplomatic circumstances in which that consensus was achieved. BRICS includes China, Pakistan's closest major strategic partner, as well as Iran and several countries that maintain important relationships with Islamabad. Yet the declaration adopted in New Delhi specifically condemned the Pahalgam attack, reaffirmed "zero tolerance" for terrorism and addressed cross-border movement of terrorists, terrorist financing and safe havens. China joined that consensus despite its longstanding partnership with Pakistan. That does not mean the declaration formally blamed Pakistan or endorsed India's subsequent Operation Sindoor. It did neither. But diplomacy is rarely about getting every country to reproduce your government's preferred wording. It is about moving countries with different interests towards a position that advances your own strategic case. Measured by that standard, New Delhi has reason to regard the outcome as an important diplomatic success. The Hard Part Was Getting Pakistan's Friends on Board India does not need great diplomatic effort to persuade countries already sympathetic to its counter-terrorism concerns to condemn an attack on Indian civilians. The real test comes when the negotiating table includes countries whose strategic relationships pull them in another direction. China is the obvious example. Beijing describes its relationship with Pakistan in exceptionally close terms and has repeatedly defended Pakistani interests in international forums. That makes China's participation in a BRICS consensus explicitly condemning Pahalgam politically significant, even though Pakistan itself is not named. The same broader point applies to an expanded BRICS containing Iran, the UAE, Russia and other countries pursuing their own relationships with Pakistan and their own regional interests. These governments were not assembled as members of an India-led coalition. They had different priorities, rivalries and geopolitical calculations. Yet India, as the 2026 BRICS chair, presided over a declaration accepted across that diverse grouping. India's External Affairs Ministry said the consensus was the result of year-long engagement at multiple levels during its chairmanship. Pakistan Did Not Need to Be Named for the Message to Matter Much will inevitably be made of the fact that the declaration does not identify Pakistan. That is factually correct, but it should not obscure what the document actually achieved. The Pahalgam attack was not mentioned vaguely as part of a generic paragraph on international terrorism. BRICS specifically condemned the April 22 attack and then placed that condemnation within stronger language demanding zero tolerance towards terrorism, accountability and action against terrorist financing, safe havens and cross-border terrorist movement. For India, this matters because those themes closely resemble the diplomatic argument New Delhi has advanced for years: terrorism cannot be treated merely as the act of an individual gunman. The networks that move terrorists across borders, finance them, provide sanctuary and sustain their infrastructure must also be confronted. A multilateral declaration does not establish responsibility for an attack merely through implication, and the BRICS text should not be presented as doing so. But there is still substantial diplomatic value in persuading countries with very different relationships with Pakistan to endorse the broader counter-terrorism framework India has consistently promoted. China Makes the Achievement Particularly Noteworthy China's presence is what gives the Pahalgam wording much of its diplomatic weight. If the same language had appeared only in a statement by India's closest strategic partners, it would have attracted considerably less attention. Instead, Chinese President Xi Jinping's government accepted a declaration specifically condemning Pahalgam. The document emerged from a grouping whose working principle is consensus, meaning New Delhi could not simply insert language over another major member's objection. The declaration itself reaffirms BRICS' commitment to consensus, while also commending the progress made during India's 2026 chairship. That does not suddenly alter the China-Pakistan relationship. Nor should one declaration be exaggerated into evidence that Beijing has adopted India's entire position on Pakistan. What it demonstrates is narrower, but still important: India's diplomacy succeeded in obtaining language on Pahalgam that China was prepared to accept publicly alongside the other BRICS members. A Significant Foreign-Policy Result for the Modi Government For the Modi government, the achievement is therefore not simply that BRICS condemned terrorism. The achievement is that India converted its concern over a specific terrorist attack into a consensus position inside one of the world's most geopolitically diverse groupings. That distinction matters. Diplomatic influence is easiest to demonstrate when a country can obtain agreement from governments that do not naturally share all of its interests. India hosted a summit containing China, Russia, Iran, the UAE, Brazil, South Africa and other emerging powers, navigated competing geopolitical positions and still emerged with Pahalgam explicitly recorded in the final declaration. Reporting on the summit has consequently described the Pahalgam consensus as a diplomatic gain for India. The strongest measure of diplomacy is not whether your friends repeat your arguments. Friends are expected to do that. The more revealing test is whether countries close to the other side are willing to accept the central premise you have placed before them. On Pahalgam, India managed precisely that. Whatever the careful language of multilateral diplomacy, the political significance of such a consensus should not be underestimated.
