The investigation into the CJP protests appears to be moving beyond the visible chaos on the streets and towards the digital ecosystem that may have helped manufacture, magnify and weaponise it. Reports of suspected fake accounts, foreign-linked handles, coordinated social-media amplification, AI-generated material and inflammatory misinformation have transformed the controversy from a routine law-and-order matter into something potentially far more serious. Investigators are reportedly seeking account details, IP records, server logs and other technical information from platforms including Meta, Google and X. Separate reports have also pointed to hundreds of objectionable posts, profiles operating from outside India and manipulated content allegedly designed to exaggerate events surrounding the protests. These claims remain under investigation, and guilt must ultimately be established through evidence. But the direction of the probe is important. For once, the authorities do not appear satisfied with merely identifying the people who shouted slogans, confronted the police or circulated provocative posts from their personal accounts. They appear to be asking who built the machinery behind the mobilisation. Who created the content? Who supplied it to coordinated networks? Who paid for the infrastructure? Who activated foreign amplification? Who expected to gain politically or institutionally from the resulting anger? For finally asking those questions, Amit Shah and the Home Ministry deserve credit. But only for waking up. The real test begins now. India does not need another investigation that catches a collection of expendable pawns, produces a few dramatic headlines and then quietly loses momentum when the trail approaches money, influence and political protection. If the government genuinely believes that an organised digital ecosystem helped inflame the CJP protests, it must follow that ecosystem all the way to its source. Fake Accounts Are Instruments, Not Masterminds Fake accounts do not create themselves. Bot networks do not independently develop political opinions, select a protest and begin amplifying inflammatory narratives out of spontaneous enthusiasm. Someone creates the accounts. Someone acquires the phone numbers, email addresses, devices and proxy infrastructure. Someone supplies the captions, graphics, edited clips, hashtags and posting schedules. Someone decides which narratives should be amplified and which emotional pressure points should be exploited. The same principle applies to AI-generated or manipulated material. Synthetic voices, altered videos, fabricated visuals and artificially enlarged crowds do not emerge accidentally. They require tools, operators, instructions and distribution channels. Therefore, identifying thousands of suspected fake profiles—or even conclusively proving that some were coordinated—would only establish the existence of the weapon. It would not identify the person who aimed it. Blocking handles may interrupt the campaign. Arresting account operators may disrupt its immediate functioning. But neither action answers the central question: who commissioned the operation? Foreign Amplification Was Not Harmless Curiosity Reports of accounts operating from Pakistan and other foreign locations allegedly amplifying misleading or inflammatory CJP-related content should not be dismissed as ordinary social-media commentary. Foreign propaganda networks thrive on domestic tension. Their purpose is not necessarily to create every grievance from scratch. It is often enough to identify an existing dispute, exaggerate every allegation, circulate manipulated evidence, portray the state as brutal and deepen mistrust between citizens and institutions. The CJP protests provided exactly the kind of emotional and political opportunity that hostile networks routinely exploit. But investigators must now establish the nature of that foreign involvement. Did overseas accounts merely notice the controversy and opportunistically exploit it? Were they obtaining material from Indian sources? Were domestic actors sharing content, talking points or edited clips with foreign operators? Was there any technical, organisational or financial coordination between the two? Those are very different possibilities, with very different implications. A foreign account repeating Indian political content is propaganda. A foreign network receiving material or instructions from domestic collaborators could point towards a coordinated influence operation. The investigation must determine which of these occurred rather than using the phrase “foreign bot network” as a dramatic label without identifying how the network functioned. Follow the Money Behind the Digital Machinery This must become the heart of the investigation. Organised online campaigns require resources. Even when individual supporters participate voluntarily, the larger infrastructure behind mass coordination is rarely free. Devices cost money. SIM cards cost money. Proxy servers cost money. Virtual private networks, account-management software, social-media dashboards, advertising campaigns, video production, graphic design, influencer promotion and bulk messaging services all create financial trails. If the network was sophisticated enough to operate large numbers of accounts, distribute coordinated content and produce manipulated media, investigators should ask who financed those capabilities. Bank accounts must be examined. Payment gateways must be traced. Digital advertising accounts must be scrutinised. Cryptocurrency transactions, agency contracts, consulting retainers, reimbursements and transfers routed through intermediaries must be investigated where evidence justifies it. The authorities must also determine whether funds moved through NGOs, political organisations, advocacy groups, communications agencies or informal networks. That does not mean every organisation connected to the protest should be presumed guilty. It means no potentially relevant financial link should be ignored merely because the institution involved possesses influence, respectability or political connections. The person who posted the propaganda may be replaceable. The person who financed the machinery is not. Find the Factory That Produced the Narrative Bot accounts amplify content, but amplification can only begin after somebody creates the material. Investigators must reconstruct the content pipeline. Who first produced the graphics, slogans, videos, edited clips and claims that later appeared across multiple accounts? Which profiles posted them first? Were identical captions circulated through closed groups before appearing publicly? Did the same files move through WhatsApp groups, Telegram channels, shared cloud folders or social-media management tools? Metadata, upload times, file histories and account clusters could reveal whether supposedly independent users were drawing from a common content factory. This is particularly important when manipulated or AI-generated material is involved. Producing convincing synthetic media requires more preparation than writing an angry post. Someone must select the footage, train or access the relevant tools, prepare the altered material and package it in a form designed for maximum emotional impact. The content creators may therefore be more important than the accounts that repeated their work. A thousand fake profiles can be replaced. A central team producing the narratives, visuals and scripts represents the intellectual and operational core of the campaign. The Probe Must Move Upwards, Not Downwards India has seen this pattern too often. An investigation begins with explosive claims about a conspiracy, organised network or foreign hand. Police arrest students, volunteers, social-media administrators and local organisers. Phones are seized. Photographs of the accused appear in the media. The government declares that a major ecosystem has been uncovered. Then the inquiry slows down. The financiers remain unnamed. The political patrons are never questioned. The professional operators disappear from the story. The influential institutions that amplified the narrative insist they were merely exercising free expression. The entire matter eventually becomes a pile of blocked accounts and forgotten charge sheets. That cannot be allowed to happen here. Students, volunteers, junior organisers and account operators may have committed offences. Where evidence exists, they should face the law. But they must not be used as a convenient ending to an investigation that originally promised to expose a much larger network. The probe must move upwards through the chain. From the people operating the accounts to those coordinating them. From those coordinating the accounts to those supplying the content. From the content suppliers to those financing the infrastructure. From the financiers to the political, institutional or foreign beneficiaries—whoever they may be. Catching the pawns is policing. Identifying the people who placed them on the board is national security. No Ecosystem Should Be Declared Untouchable The investigation must examine the entire network surrounding the mobilisation without ideological hesitation. That may include protest organisers, political intermediaries, NGOs, digital consultants, influencers, lawyers, journalists, academics, communications professionals or others who played a relevant operational role. The existence of a connection does not prove criminality. Providing legal assistance is not a crime. Supporting a protest is not automatically suspicious. Criticising the government is not evidence of conspiracy. But those principles cannot become excuses for refusing to investigate evidence. If several influential accounts circulated identical unverified claims, investigators should establish where those claims originated. If organisations paid for digital advertising, logistics or communications support, the purpose and source of those funds should be examined. If political actors had advance knowledge of coordinated messaging, that connection deserves scrutiny. Respectability cannot provide immunity from investigation. Neither activism nor journalism can become a protective label behind which deliberate disinformation, covert financing or coordination with hostile networks is permitted to hide. The standard must remain simple: follow the evidence, regardless of whose door it reaches. Platform Records May Reveal the Command Structure The requests reportedly sent to Meta, Google and X could prove decisive. Platform data can reveal login locations, linked telephone numbers, recovery email addresses, device identifiers, advertising accounts, payment methods and shared administrative access. It can show whether multiple supposedly independent profiles were controlled from common devices or operated through the same technical infrastructure. Such records may also reveal coordination patterns: accounts created within similar timeframes, profiles logging in from identical locations, content scheduled through the same dashboard or advertising purchased using linked payment methods. This is how investigators can distinguish genuine mass participation from manufactured amplification. The government must therefore demand timely and complete cooperation from technology companies through proper legal processes. Platforms cannot be allowed to hide indefinitely behind procedural delays while crucial records disappear, accounts are deleted or operators change infrastructure. At the same time, the government must disclose enough evidence to establish public credibility. Vague references to “thousands of accounts” and a “foreign network” cannot substitute for prosecutable proof. If a command structure existed, identify it. If it did not, say so honestly. Amit Shah Deserves Credit for Beginning the Right Probe Amit Shah deserves acknowledgement for allowing the investigation to look beyond the immediate street confrontation. For too long, governments have treated coordinated propaganda as an unavoidable feature of political life. Fake accounts circulate manufactured outrage. Anonymous networks spread manipulated footage. Foreign handles amplify domestic disputes. Political beneficiaries enjoy the resulting pressure while pretending the entire phenomenon is organic. By the time the truth emerges, the narrative has already travelled across the country. A serious Home Ministry cannot remain permanently reactive. It must develop the ability to identify organised disinformation at the stage of creation, not merely after violence, panic or social division has already occurred. The apparent decision to examine platform data, account networks and possible financing is therefore welcome. But beginning the right investigation is not the same as completing it. Amit Shah will deserve lasting praise only if the inquiry survives contact with power. India Does Not Need Another Half-Finished Crackdown The public has become deeply sceptical of investigations announced with theatrical confidence. Raids happen. Officials brief the media. Political leaders promise that no one will be spared. Then months pass, the attention cycle changes and the promised mastermind never emerges. A few minor accused remain trapped in long legal proceedings while the supposed architects of the conspiracy are never identified. That outcome would be especially damaging in this case. If the government claims that foreign operators, fake accounts and manipulated media were used to inflame the CJP protests, it has raised the matter to the level of national security. It cannot later satisfy itself with blocking profiles and questioning volunteers. Either there was an organised ecosystem or there was not. If there was, expose its structure. Identify the creators, coordinators, financiers and beneficiaries. Present the evidence. File charges that survive judicial scrutiny. Explain how the operation functioned and what safeguards will prevent a repetition. Anything less will make the initial claims appear like political theatre. Follow the Trail Until It Reaches the Kingpins The visible offenders are rarely the most important people in a coordinated operation. A student carrying a placard is visible. A volunteer distributing supplies is visible. A social-media administrator posting inflammatory material is visible. The person funding the infrastructure, selecting the narrative and directing the network often remains safely out of sight. That is precisely why the investigation must not stop at the easiest targets. Follow the IP addresses. Follow the devices. Follow the recovery emails. Follow the advertising accounts. Follow the encrypted groups. Follow the bank transfers. Follow the agency contracts. Follow the cryptocurrency wallets. Follow every connection that can be supported by lawful evidence, even when the trail approaches politically protected or institutionally influential individuals. The fake accounts are only footprints. The money will reveal who was walking. Amit Shah has finally begun doing the job that the Home Ministry should have undertaken much earlier. He deserves credit for recognising that the real threat may lie behind the visible protest rather than only within it. Now he must finish the job. Do not stop at the pawns. Find the financiers, the strategists, the domestic handlers and the political beneficiaries. Identify the people who believed they could manufacture chaos, exploit foreign amplification and remain protected behind layers of anonymous accounts and expendable activists. India does not merely want another crackdown. India wants the kingpins.
