India has strongly criticised a United Nations report describing fugitive gangster Dawood Ibrahim's D-Company as an India-based criminal organisation, calling the characterisation factually misleading. Addressing the UN General Assembly's Third Committee on October 21, 2026, Indian diplomat Raghoo Puri asserted that Ibrahim resides in Pakistan, the same country where Al-Qaeda leader Osama bin Laden was killed in 2011. India Challenges UN Report on Dawood Ibrahim Raghoo Puri, First Secretary at India's Permanent Mission to the United Nations, challenged a report prepared by Ben Saul, UN Special Rapporteur on human rights and counterterrorism. The report referred to the 2003 UN Security Council sanctions listing of D-Company's leader for links with Al-Qaeda but described the organisation as India-based. Puri argued that this description omitted crucial facts, particularly that Ibrahim had fled India before his UN listing and remained wanted in connection with terrorist attacks dating back to 1993. India Points to Pakistan and Osama bin Laden The Indian diplomat referred to the UN sanctions record, which identifies Pakistan as Ibrahim's reported location. He drew attention to Osama bin Laden's presence in Pakistan's Abbottabad, where American forces killed the Al-Qaeda leader in May 2011. India has long sought Ibrahim in connection with the 1993 Mumbai serial bombings and has repeatedly raised concerns about terrorist networks allegedly operating from Pakistani territory. India Questions UN Rapporteur's Impartiality Puri criticised what he described as factual inaccuracies and bias in the special rapporteur's report, warning that such omissions could damage the UN's credibility. He also rejected Pakistan's remarks concerning Jammu and Kashmir and Ladakh, reaffirming India's position that both Union Territories are integral parts of the country. India urged UN mandate holders to maintain high standards of accuracy and impartiality when addressing terrorism and human rights issues.
